He examines the changes that the Air Force had to make in its R&D funding procedures, organization, and policies as it made the transition from peacetime to a war situation. He also reviews the development of conventional weapons and munitions as the Air Force shifted its emphasis from nuclear to limited war R&D.

Book excerpt: USAF Plans and Policies: R&D for Southeast Asia, 1968 is the eleventh of a series of historical monographs prepared by the Office of Air Force History on various aspects of the war in Vietnam. It is a continuation of a previous study on the same subject written by the author. In this narrative, Mr. Wolk reviews several critical investigations of Air Force research and development procedures and programs, examines the functioning of the Southeast Asia Operational Requirement system, and discusses USAF efforts to modify or develop new systems and equipment to counter the enemy's growing air defenses in North Vietnam. He also reviews steps taken by the Air Force to improve bombing accuracies and briefly discusses the major systems which were developed and deployed to the theater under Project Shed Light.

Book excerpt: The Quest for an Advanced Manned Strategic Bomber: USAF Plans and Policies 1961-1966, is an account of the USAF effort to find a replacement for the B-52 and, though with lesser urgency, the B-58. Although three successive Chiefs of Staff, Generals Thomas D. White, Curtis E. LeMay and John P. McConnell, have given top priority to this effort, the Air Force has not yet obtained permission to develop an advanced manned bomber. Instead, it has received approval for a bomber version of the F-111 to replace the older model B-52's. This study examines the principal manned bomber programs in progress between 1961 and 1966. One section, therefore, is devoted to each of three undertakings: the B-70, a supersonic, high-altitude bomber that was completed as an experimental type; the advanced manned strategic aircraft, judged technologically less ambitious than the B-70 but better able to penetrate enemy defenses; and the FB-111, which the Air Force considers an interim bomber, adequate to replace the B-52C through B-52F. The last section also treats the planned phase out of the older B-52's and the B-58's and recounts Secretary of Defense Robert S. McNamara's views on the role of the manned bomber.

Owning the technical baseline is a critical component of the Air Force's ability to regain and maintain acquisition excellence. Owning the technical baseline allows the government acquisition team to manage and respond knowledgeably and effectively to systems development, operations, and execution, thereby avoiding technical and other programmatic barriers to mission success. Additionally, owning the technical baseline ensures that government personnel understand the user requirements, why a particular design and its various features have been selected over competing designs, and what the options are to pursue alternative paths to the final product given unanticipated cost, schedule, and performance challenges. Owning the Technical Baseline for Acquisition Programs in the U.S. Air Force discusses the strategic value to the Air Force of owning the technical baseline and the risk of not owning it and highlights key aspects of how agencies other than the Air Force own the technical baseline for their acquisition programs. This report identifies specific barriers to owning the technical baseline for the Air Force and makes recommendations to help guide the Air Force in overcoming those barriers.
