Book excerpt: The revised Officer Evaluation System (OES) is designed to provide accurate performance feedback to subordinates, mission-oriented performance appraisals, and decentralized promotion recommendations. This study was designed to gauge officer acceptance of the new system. The major objectives of this research were to 1) determine if the OES is perceived by officers to be better than the previous Officer Effectiveness Report (OER) system in identifying and selecting the best qualified officers for promotion, 2) find out if ratees were receiving constructive feedback in accordance with Air Force guidelines, and 3) determine if there were significant differences in perceptions of key subgroups within the sample population. To compare the OES and OER system, data were analyzed from a 1987 study of the OER system and from the current study. In addition, responses in the current study compared the two systems. To evaluate feedback, ratees were asked specific questions about their latest formal feedback session. Responses from members of key subgroups were analyzed to ascertain the existence of important response-group differences. Book excerpt: The Air Force Officer Evaluation System's purpose is to provide feedback, document a record of performance and potential, and provide centralized selection boards sound information for decision making. Officer Performance Reports are, and have historically been, considered "inflated". This research assumes inflation is counter to the purpose of the evaluation system and investigates why historical inertia towards inflation exists. This is done by viewing the evaluation system as an "open system" and using organization, behavior, evaluation, and game theory to analyze organizational structure, culture, rewards, people, and tasks in U.S. military systems to identify elements that contribute to or inhibit inflation. The structure of the military, military culture, and the role of performance evaluations in the promotion and reward systems all directly support inflation. Changing the evaluation form reduces inflation in the short term, but a whole systems approach must be taken to combat inflation in the long term. While some elements are unlikely to change only to reduce inflation, the analysis suggests the tool must be changed to permit rater accountability, culture must be altered to accept accurate evaluations, and small changes in structure and reward systems might be made to reduce the long-term tendency of evaluation inflation.

Book excerpt: Although the present Officer Evaluation Reporting System has served the US Air Force for the past decade as an efficient management tool, experience with the US Army's system has shown that the Air Force system may need some major revision. This paper attempts to compare the current Air Force and Army appraisal systems and analyze the advantages and disadvantages to the Air Force in adopting major changes to the way it evaluates the performance of its officers. It begins with a review of various appraisal systems and the need for such a system in identifying our best leaders. Next the current appraisal system is reviewed in light of the role each member in the chain of command plays in the evaluation process. Certain mechanical and administrative processes are explored in an attempt to design a system which is objective, efficient, and easily administered. The paper ends with some recommended changes to the current Air Force system and a discussion of acceptability of those changes by Air Force officers. (SDW).

Judged by pay-grade conversions, evaluation scores obtained were somewhat inflated, but the evaluations discriminated between higher and lower skilled jobs. A simple average of individual ratings closely approximates the consensus ratings arrived at during two-man conferences held by the judges. This finding eliminates the reason for limiting the number of judges to the small number who can attend such meetings. By means of regression analysis it was found that factors dealing with Knowledge, Adaptability and Resourcefulness, and Attention formed one group related factors while the factors measuring Responsibility for Safety of Others, Physical Effort, and Job Conditions were related to each other. Although there was overlap within the two groups each factor had a considerable amount of unique variance.

Book excerpt: From June through September 1987, Syllogistics, Inc., and the Hay Group conducted a study to examine the strengths and weaknesses of the current United States Air Force Officer Effectiveness Report (OER) system and to recommend alternative designs which could improve its usefulness. Two other groups conducted separate but concurrent efforts with the same study objective. These were active duty and retired senior Air Force officers at Randolph AFB and students at the Air Force Command and Staff College. Specific Air Force guidance for the project was that any alternative conceptual design to the OER should: (1) focus on the officer's current job performance; (2) provide good differentiation among officers on potential for promotion and for successfully executing higher responsibility; and (3) provide some vehicle for giving officers feedback on their performance to support career development and counseling.
