Shallow-Water Mine Countermeasure Capability for USMC Ground Reconnaissance Assets - As the Marine Corps looks to the future with its concept of expeditionary maneuver warfare (EMW), shallow-water mines remain a "show-stopper" to the Corps' forcible entry requirement. With limited Naval assets available, MAGTF commanders are still dependent on Marine ground reconnaissance assets for amphibious reconnaissance of potential beach landing sites -- to include the detection of shallow-water mines. The Operational Effects of Mine Warfare - This paper demonstrates that naval mines are a threat to the operational commander and that there are actions he can take to reduce the operational effects of mine warfare. The first section demonstrates that mine warfare is a pertinent problem for the operational commander by examining three principle relationships. Sweeping Changes for Mine Warfare: Controlling the Mine Threat - This report proposes that the U.S. Navy deter and, if necessary, combat potential minelayers by pursuing a "pro-active" offensive mine warfare strategy. Central to this proposed strategy is the development, acquisition, and use of Remote Controlled (RECO) mines. It is argued that, given the historical problems the United States has had in the area of naval mine warfare, a strategy aimed at the aggressive deterrence of enemy mine laying be embraced so as to project forces ashore in future amphibious operations. Inadequate Mine Countermeasure Systems and Capabilities for Future Amphibious Operations - When a one-thousand-dollar mine can severely damage a one-billion-dollar ship...it is time to do something about it (Edney). The significance of mines to naval operations has been recognized in modern warfare. For example, during the Korean War the Chief of Naval Operations, Admiral Forrest P. Sherman observed before an amphibious assault on Wonsan: When you can't go where you want to, when you want to, you haven't got command of the sea. And command of the sea is a rock-bottom foundation for all our war plans. We've been very submarine-conscious and air-conscious. Now we're getting mine-conscious.

Book excerpt: Sea mining is one of the least expensive, easiest to employ, and most highly effective methods for an adversary to deny sea control to a major sea power. It is therefore most alarming, in this era of increasing anti-U.S. terrorist activity, that the current U.S. Navy's mine countermeasures (MCM) posture falls critically short of achieving the necessary peacetime conditions to effectively counter mine threats along its Atlantic seaboard and Gulf coast. Perennial budgetary neglect and a mismanagement of the basic operational art concept of balancing the factors Space, Time, and Force have combined to expose U.S. Navy MCM capacity as a critical vulnerability to U.S. maritime national security. The challenge of balancing these factors, as they relate to MCM capabilities, will become even more daunting in the immediate future due to nationally mandated budget sequestration. Sequestration will not only restrict legacy MCM asset maintenance and operational tempo, but also further impede already behind schedule development of future MCM assets. However, by focusing on current direction outlined in national security and defense directives, leveraging existing multinational defense relationships, and continuing Theater Security Cooperation (TSC) initiatives, there is potential for Geographic Combatant Commanders (GCC) to achieve increased efficiency in global MCM response while concurrently fortifying homeland defense MCM capacity.

The incident is also an object lesson in the history of the Navy's attitude toward the subject of mine countermeasures. The image of Farragut created by the popular press, that of a daring man who risked an unknown mine threat to defeat the enemy and become the most honored officer in the Navy, influenced generations of naval officers. In terms of both Farragut and the mine threat, however, the Navy has remembered the wrong lessons. What actually happened is a lot more interesting than the legend. Between Mobile's Forts Morgan and Gaines, Confederates had narrowed the deep-water channel approach to the bay with underwater pilings and three staggered rows of approximately 180 moored mines about seventy-five feet apart, leaving a clear passage only under the guns of Fort Morgan. More than two-thirds of these mines were cone-shaped tin Fretwell-Singer mines. These mines, planted in May 1864 by Confederate Army torpedo expert Lieutenant Colonel Viktor von Scheliha, were fired by direct contact between a ship and the mine's cap and trigger device. A few other mines, mainly Brigadier General Gabriel J. Rains's keg-type wooden ones with ultrasensitive primers, had been planted since February. On the bay's floor lay several huge electrically-fired powder tanks that were controlled from shore. Farragut observed Confederate Admiral Franklin Buchanan's men remining the bay daily, noting that "we can see them distinctly when at work."

Book excerpt: Since the invention of the Bushnell Keg in 1776, mine warfare has been an important element of naval warfare. The use of mines and countermeasures to mines has figured significantly in every major armed conflict and nearly every regional conflict in which the United States has been involved since the Revolutionary War. Mine warfare has been increasingly important and effective since World War I. Mines presently on the world arms markets are relatively inexpensive, easy to procure, reliable and effective, and difficult for intelligence agencies to track. The mine, as a weapon system, has an extremely favorable investment return (cost of mine to cost of damage ratio) for the miner. Despite the logic and effectiveness of maintaining the mine element of war at sea on an even footing with the other naval warfighting specialties, throughout its history, the U.S. Navy has devoted proportionally fewer resources to mine warfare. As a result, despite the emergence of the U.S. Navy as the world's premier maritime power whose individual warfighting capabilities generally are superior to those of other navies, its mine countermeasure capabilities have lagged behind. The old adage that those who will not learn the lessons of history are doomed to repeat them has persistently applied to the mine warfare aspect of the U.S. Navy. North Arabian Gulf operations of the U.S. Navy in Desert Storm contain some bitter experiences, including the mission-aborting mine strikes to two major warships, as well as the controversy over the decision not to land U.S. Marines in Kuwait. Despite the unfortunate nature of the initial Desert Storm experience and the need to recapture expertise in MCM, the U.S. Navy and Allied navies did have substantial success in countering the nearly 1,300 naval mines deployed by the Iraqis and emerged victorious in the MCM element of Desert Storm warfighting as in the other aspects of that war. This positive conclusion to the mine clearance campaign in the North Arabian Gulf was because of the unparalleled material and logistics support from the Department of the Navy's shore establishment and the cooperation of many allied nations in the coalition effort. In addition to national support and multinational cooperation, the enabling elements of this success were the ability of the American Bluejacket to learn and adapt quickly, combined with good tactical command in the fields. Of special note is that as the course of the mine clearance campaign progressed, the Naval Component Command leadership came to understand, appreciate, and support the complex warfighting nature of mine clearance operations.

The U.S. Navy is embarking on a MCM concept that will rely heavily on organic countermine systems tied directly to surface warships, helicopters and submarines. While organic MCM assets will offer some advantages, a close examination of the concept identifies many operational shortcomings. Specifically, the organic MCM concept will do little to assure littoral access for naval and land forces through a mined environment. The Navy hopes that as organic MCM systems mature, the need for dedicated MCM forces will decrease. This will facilitate an "in-stride" capability for an operational commander to maneuver through mined seas. This paper shows that because of the complexity of the modern naval mine threat and the operational limitations of organic MCM deployment, a substantial dedicated MCM force will still be required to ensure maximum effectiveness in a mined operating area. Despite the sophistication of new MCM technology, mine warfare will remain a slow, tedious, and challenging discipline. Only through a prudent mix of organic and dedicated MCM forces will an operational commander be able to prevail against the formidable naval mine threat.

Naval mines provide a small navy with an asymmetrical means to counter a much larger and more capable navy. As the United States discerned during Desert Storm, naval mines, more than any other weapon encountered, had the potential to deny access to U.S. vital objectives, block U.S. naval power projection, and jeopardize the steady flow of sustainment. The U.S. Naval Services and its MCM force took away several lessons learned from Desert Storm. They have since responded to these lessons by restructuring MCM organization and accelerating its research and development for technological improvements. While these are key takeaways, it remains to be seen whether or not the Naval Services learned the most significant lesson: MCM operations will ultimately fail unless considered as a component of the overall campaign or operational plan. The combatant commander has the ability to correct the greatest MCM deficiency of all right now. His greatest asset to minimize the mine threat is his own operational judgment. If naval expeditionary forces are to successfully dominate tomorrow's littorals, today's combatant commander must integrate MCM operations into his standing plans.

Book excerpt: America's reliance on the seas cannot be overstated. The U.S. depends upon the ocean as both the highway for force deployment and as the medium for global economic security. Free access to the waterways of the world determine the United States' ability to survive and prosper. The threat and the employment of sea mines are capable of interrupting the U.S. quest for national and economic security. Struggling through the Korean Conflict, the U.S. Navy began a slow improvement of MCM forces leading up to the first Gulf War where experiences led to the conclusion that a well equipped dedicated MCM force structure is essential. In the decade which followed, the Navy nurtured a dedicated MCM force that was capable of fully supporting COCOM requirements and combat proven in OIF. Ironically, prior to OIF, the U.S. Navy began to consider a future plan that features the substitution of proven, dedicated MCM forces with technology-leveraged OMCM forces. This move could leave the COCOM/JFC with a vulnerability gap that would be created by the divesting of dedicated forces prior to OMCM platforms being capable of conducting the mission. Specifically, the U.S. Navy s planned organic MCM force has three weaknesses: even with advanced technology the inventory is too small, the reliance on favorable risk and intelligence analysis results is too great, and the heavy reliance on sealift for deployment is not supported by future MCM force structure. To prevent the vulnerability gap and cover the weakness, the U.S. Navy should field a robust dedicated MCM force beyond the currently planned timeline to ensure the successful mission completion of the COCOM/JFC.
