Failure to pay attention to Cyprus led to major crises during the Cold War, especially the 1974 crisis, resulting in Greece's temporary withdrawal from NATO's military command and significant deterioration of US relations with Greece and Turkey. Cyprus remains a potential threat to stability in the Eastern Mediterranean, which could lead to renewed confrontation between Greece and Turkey, threatening security in the Mediterranean and possibly spilling into other areas, particularly the Balkans. Prospects for settlement of the Cyprus issue remain dim, primarily because of the domestic situation in Turkey, and the EU's decision to keep Turkey off its list of countries for accession negotiations. Until the EU develops a coherent, long-term, integrated strategy toward Turkey and Cyprus, chances for a political settlement of the Cyprus issue remain poor.

Book excerpt: The theme of this book is the interplay between Realism and Human Rights in the formulation of US policy towards Greece and Turkey with respect to the Cyprus and the Aegean disputes and the domestic politics of the two countries from the Truman to the Carter administration. The policies of successive administrations, and those of Johnson and Nixon in the 1960s and 1970s, were formulated upon the requirements of containment as this was conceived in 1946-47 by the Truman administration. Realpolitik dominated the agenda and issues related to values and norms were secondary although not unimportant. Whenever a choice had to be made between realpolitik and human rights the former was the main consideration of American policy-makers. Although committed to the recalibration of US foreign policy toward human rights, the Carter administration did not depart from these premises in the formulation of its policy in the Eastern Mediterranean.

The political developments in the Eastern Mediterranean during the 19th and the first half of the 20th centuries, gave to the US opportunities to express, in the most explicit way, its anti-colonialism, the fervent support of open and democratic societies, and its willingness to openly confront tyranny and oppression whenever this was possible (or necessary) for American interests. Since that time, the region has been a testing ground for the core elements of American foreign policy deployed worldwide. The monograph shows the contributions of the United States during critical moments in the region, such as the First Barbary War (1801-1805), the introduction of Truman Doctrine, Washington’s role in the Suez Crisis, the Greek junta and the Imia Crisis of 1996. It also scrutinizes the different levels of the economic, military and diplomatic challenges which China, Russia and Turkey present today, while it also covers the American approach to the Arab Spring. From a ‘Shining City on a Hill’ to the current ‘Make America Great Again’ mottoes, this critique follows American Foreign Policy in the Eastern Mediterranean and the strong bonds that the nation established with the geostrategic, political and ideological features of the region. The pace of recent events, and the increasing complexity of this global corner, prove a challenge to America today; the future and clarion call that hard work and the finest ingenuity are necessary to keep its regional hegemony, and its course toward increased prosperity.
