Book excerpt: It is clear that while both the Clinton and Bush administrations have taken different approaches, in both cases U.S. policy has narrowly focused on the nuclear issue, tended to ignore or otherwise not meet the interests of North Korea, and ineffectively leveraged other regional players. Not surprisingly, the results have been the same. North Korea remains an adversarial country with nuclear ambitions, and comprehensive U.S. interests have not been met. The solution to the problem is not to drum up old policies but to develop a new policy -- a way ahead that addresses the shortcomings of past policies. More precisely, substantial and enduring results can only be realized when the United States develops a policy based on a comprehensive analysis of its own national security strategy and other supporting policy documents, as well as those of the "Group of Four" (four key regional players -- Japan, China, South Korea, and Russia) and North Korea. This analysis must include identifying and acknowledging the legitimate interests of North Korea, comparing them to U.S. security interests, and defining the challenges and incorporating opportunities the United States has in working with regional parties in addressing U.S. interests. The article is divided into the following sections: A History of Policy Failure; National Security Interests of the United States; National Security Interests of China; National Security Interests of Japan; National Security Interests of South Korea; National Security Interests of Russia; National Security Interests of the DPRK, including its conventional military, nuclear weapons, and economic development; Comparing U.S. Interests to the Group of Four with regard to terrorism, WMD proliferation, regional stability, human dignity/human rights, and economic development; and Comparing U.S. Interests to North Korean Interests.

While North Korea has an army of 1.2 million troops and holds Seoul hostage with its missiles and artillery, Pyongyang is in desperate straits after a decade of economic decline, food shortages, and diplomatic isolation. In 1998, former U.S. Defense Secretary William Perry traveled to Pyongyang to propose increasing outside aid from the United States, South Korea, and Japan in exchange for North Korea's promise to reduce military provocations. The third in a series of influential Task Force reports on Korea policy, this study argues that, in spite of tensions, the United States should continue to support South Korea's engagement policy and keep Perry's proposal on the table. The Task Force recommends that, should North Korea increase tensions by testing long-range missiles, the United States and its allies should take a new approach to Pyongyang, including enhancing U.S.-Japan and South Korean deterrence against other North Korean threats, suspending new South Korean investment in North Korea, and placing new Japanese restrictions on financial transfers to the North. By suggesting the possibility of gradually reducing the danger on the Korean peninsula, this report represents a crucial addition to the discussion of U.S.-North Korean economic relations.

To maintain both its legitimacy and security, the Pyongyang regime purposely and willfully commits many human right violations against its own citizens. Current U.S. foreign policy toward North Korea is centered on the nuclear "Agreed Framework" and the perceived military threat that the DPRK poses to South Korea and the region. To date, human rights issues have not been a viable part of U.S. foreign policy toward North Korea. In response, this thesis proposes foreign and security policies that clearly address the connections between human rights issues and the North Korean military threat.
