Book excerpt: This report presents the findings of the Interagency Requirements Review of the Department of Energy (DOE) Environmental Restoration and Waste Management (ERWM) Program. The review was requested by Admiral Watkins to help determine the FY 1993 funding levels necessary to meet all legal requirements. The review was undertaken by analysts from the Office of Management and Budget (OMB) and Army Corps of Engineers, reporting to an Interagency Group (IAG) of senior Administration officials concerned with environmental cleanup issues. The purpose of the study was to determine the level of finding needed in FY 1993 for each ERWM Field Office to comply with all Federal, State, and local government legal requirements; all DOE Orders that establish standards for environment, safety and health (ES and H) management; and for prudent investments in other discretionary and management activities such as upgrading administrative buildings, information systems, etc. The study also reviewed the cost estimates supporting the ERWM proposed budget, including direct costs (labor, equipment) and indirect costs (administrative, landlord services, contractor overhead). The study did not analyze whether the Federal/State legal requirements and DOE Orders were necessary or whether the proposed clean-up remedies represent the most cost effective alternatives available.

The Energy Systems ER Division was established to support the DOE Oak Ridge Field Office (DOE-OR) consolidated ER Program. The DOE-OR Assistant Manager for Environmental Restoration and Waste Management provides program and budget direction to the Energy Systems ER Program for environmental restoration activities at the sites operated by Energy Systems (Oak Ridge K-25 Site, Oak Ridge National Laboratory, Oak Ridge Y-12 Plant, Paducah Gaseous Diffusion Plant, Portsmouth Gaseous Diffusion Plant) and at the off-site locations. The Energy Systems ER Division is specifically charged with assessing these sites for potential contamination and managing the cleanup processes. The Energy Systems Environmental Restoration Division was chartered on October 1, 1989, as a central organization to manage the Remedial Action (RA) Program. The purpose of this document is to ensure that: senior ER management provides planning, organization, direction, control, and support to achieve the organization's objectives; the line organization achieves quality; and overall performance is reviewed and evaluated using a rigorous assessment process.

Book excerpt: The Oak Ridge Environmental Restoration (ER) Program developed and implemented the Environmental Restoration Benefit Assessment Matrix (ERBAM) early in 1994 to provide a simple, efficient process for prioritizing and justifying fiscal budget decisions for a diverse set of activities. The decision to develop a methodology for prioritizing sites was necessitated by the large number of buildings and areas managed by the DOE Oak Ridge Field Office and the finite resources available to address these areas. The ERBAM was based on the Integrated Resource Management System prioritization methodology historically used by the United States Department of Energy (DOE) and Lockheed Martin Energy Systems, Inc., to rank compliance and operational activities. To develop the matrix, ER Program management, working with federal and state regulators, agreed on impact criteria that balance the major objectives within the ER Program: protection of public health, protection of the environment, protection of on-site workers, consideration of stakeholder/community preference, achievement of ER mission, and optimization of cost efficiency. Lessons learned from the initial application of the matrix were used to make refinements and improvements in the methodology. A standard set of assumptions (both overall and categoric) and a prioritization board, consisting of top level DOE and Lockheed Martin Energy Systems, Inc., managers along with federal and state regulatory representatives, were established to facilitate consistent application. Current and future improvements include a method to incorporate existing quantitative risk data and facilitate increased efficiency in applying baseline cost data and approved funding levels to the prioritized output. Application of the prioritization methodology yields a prioritized list of all work activities within the programs' work breakdown structure.

Book excerpt: The U.S. Department of Energy (DOE) and its predecessor agencies have conducted activities to develop atomic energy for civilian and defense purposes since the initiation of the World War II Manhattan Project in 1942. These activities took place at large federal land reservations of hundreds of square miles involving industrial-scale operations, but also at many smaller federal and non-federal sites such as uranium mines, materials processing and manufacturing facilities. The nuclear weapons and energy production activities at these facilities produced large quantities of radioactive and hazardous wastes and resulted in widespread groundwater and soil contamination at these sites. DOE initiated a concerted effort to clean up these sites beginning in the 1980s. Many of these sites have been remediated and are in long-term caretaker status, closed or repurposed for other uses. Review of the Effectiveness and Efficiency of Defense Environmental Cleanup Activities of the Department of Energy's Office of Environmental Management: First Report provides background information on the sites currently assigned to the DOE's Office of Environmental Management that are undergoing cleanup; discusses current practices for management and oversight of the cleanups; offers findings and recommendations on such practices and how progress is measured against them; and considers the contracts under which the cleanups proceed and how these have been and can be structured to include incentives for improved cost and schedule performance.

One result of a dispute resolution was the requirement to conduct an independent review of the policies, procedures, processes, and work practices associated with remedial investigation/feasibility study (RI/FS) activity at Hanford with a goal of reducing it to 30 months. Sixteen experienced and respected federal Environmental Restoration Program/Project Managers were brought to Hanford for a two-week intensive review of the program. This paper outlines the reasons for this tactic, the mechanics of funding the process, and the benefits of this unique approach.

Book excerpt: The Oak Ridge Operations (ORO) of DOE has organized an Environmental Restoration Program to handle environmental cleanup activitis for the Oak Ridge Reservation (ORR) following General Watkins' reorganization at DOE Headquarters. Based on the major facilities and locations of contamination sites, the Environmental Restoration Program is divided into five subprograms: Oak Ridge, National Laboatory (ORNL) sites, y-12 Plant sites, Oak Ridge Gaseous Diffusion Plant (ORGDP) sites, Oak Ridge Associated Universities (ORAU) sites and off-site areas. The Office of Risk Analysis at ORNL was established under the auspices of the Environmental Restoration Program to implement Superfun legislation in the five subprograms of DOE-ORO. Risk assessment must examine protetial human health and ecological impacts from contaminant sources that range from highly radioactive materials to toxic chemicals and mixed wastes. The remedial alternatives we are evaluating need to reach acceptable levels of risk effectively while also being cost-efficient. The purpose of this paper is to highlight areas of particular interest and concern at Oak Ridge and to discuss, where possible, solutions implemented by the Oak Ridge Environmental Restoation Program.
