Book excerpt: With the publication of the 2019 Army Modernization Strategy: Investing in the Future, the US Army initiated another of its periodic modernization campaigns to meet the military requirements of a new era of competition. Considering the challenges associated with change in bureaucracies, it is critical to identify actions and conditions that can contribute to both success and effectiveness. This paper considers what internal conditions the army can influence and shape, and what external conditions it can monitor, to modernize successfully. It further attempts to identify specific modernization conditions, using case studies from the interwar period between World War I and II, on which army leaders should focus. The study draws its conditions, including commitment, leadership, consensus, doctrine, and resourcing, from theorists in the fields of modernization and change management. The results of this work indicate that each of these conditions influences modernization, but further finds that the selected conditions are not exclusively definitive of success. While this study merely lays a groundwork for a better understanding of success in modernization, it opens areas of inquiry for further research, such as integrating modernization across the services, which can improve the likelihood of success, not only for the US Army, but also for the entirety of the Department of Defense. (Stokes, Ted L., Jr.) . The School of Advanced Military Studies (SAMS) is one of the parts of the U.S. Army Command and General Staff College (CGSC). Most SAMS students complete the regular CGSC course, then stay for a second academic year. They write either one or two monographs (depending on the requirement at the time) and are awarded a Master of Military Art and Science (MMAS) graduate degree. Most go on to planning jobs in field units. This collection contains all the publicly releasable monographs produced since the program began in 1986. SAMS monographs typically address historical events, current operational issues, or new organizational concepts.

A lost procurement decade and recent, significant modernization funding declines have resulted in an Army inventory that remains heavily leveraged on the “Big Five” programs, originally procured in the 1970s and 1980s. Meanwhile, technology proliferation has made potential state and nonstate adversaries increasingly capable; shrinking the U.S. overmatch advantage and in some cases surpassing it. While current and projected future Army modernization funding is below historical averages, necessitating increased modernization funding to ensure continued U.S. qualitative tactical overmatch, the Army’s modernization problem cannot be fixed only by increasing modernization funding. Additional funds also need to be accompanied by an updated Army modernization strategy that presents a compelling case for modernization funding and sets clear priorities for fulfilling future operational requirements.

Book excerpt: One of the U.S. Army's greatest traditions is seen in the framework of the lineage and honors which link soldiers and their units. Organizations such as U.S. Army Training and Doctrine Command (TRADOC) usually do not acquire much in the way of history or heritage. But in an era of seemingly endless reorganization, TRADOC has proven to be an anomaly. It has maintained its original mission, almost completely intact, and kept the same name for 30 years. I am pleased to introduce this survey of TRADOC's first three decades. Credit for the solid character of the command and its continued relevance to The Army goes first and foremost to TRADOC's founder, General William DePuy. His vision of an organization dedicated to providing training excellence, guidance on how to fight the country's wars, and insights on the organization and materiel necessary to support the soldier and execute doctrine proved exactly right. From the outset, General DePuy put the soldier at the center of the command's work, avoiding the temptation to allow technology to dictate the present or the future of warfare. No single decision could have been more important for the success of America's Army on battlefields since TRADOC's founding in 1973. TRADOC still “lives” General DePuy's vision in its mission to train the Army's soldiers and develop its leaders, support training in units, develop doctrine, establish standards, recruit the force, and build the future Army. TRADOC is still built around training the individual soldier—training is our primary mission, our baseplate. We should remain mindful of this as we look back over the past 30 years and as we accomplish our current work of establishing the standards and requirements for training and developments for The Army, and of developing competent and adaptive leaders while ensuring currency in our doctrine. TRADOC remains an adaptable organization, open-minded to new ideas, innovation, and collaboration. We embrace jointness in our component command-like relationship with Joint Forces Command, helping define the contribution of land forces to the joint and coalition battle and serving as The Army's component for joint developments in training, doctrine, concept development, and experimentation. Looking from the vantage point of the past, we build The Army of the future. We recruit young Americans as soldiers who serve as the centerpiece of The Army's formation and readiness. We take these new recruits, try to ensure a smooth transition into our ranks, imbue Army values, the warrior ethos, and discipline into them, and provide them the necessary skills needed to immediately contribute to their first unit of assignment. Then we train them through-out their careers, as quality forces must have quality training as well as quality equipment. Just as TRADOC has “touched” every member of today's Transforming Army, TRADOC itself must transform. Transforming the Army, and achieving irreversible momentum toward that end, is imperative. By TRADOC's Transformation, we strive to place the best capabilities and equipment into the hands of the quality force we have recruited. There, the circle of TRADOC's mission becomes complete. Through Transformation, TRADOC remains committed to soldiers, civilians, and families. May future soldiers and civilians of TRADOC learn from the successes captured in these pages.

Book excerpt: Comparing U.S. Army Systems with Foreign Counterparts: Identifying Possible Capability Gaps and Insights from Other Armies provides the U.S. Army's Force Development and others an opportunity to contrast selected U.S. Army systems and capabilities with comparable foreign weapons. The sponsor of the research, G-8, Headquarters, Department of the Army, was interested in gaining insights into how various U.S. Army systems compared with similar foreign counterparts in order to identify possible capability gaps, as well as good ideas that other armies might have that the U.S. Army could consider adopting. Based on the time and resources that were available, the research focused on armored fighting vehicles, helicopters, rocket and cannon artillery, and various logistics platforms. The armies that were selected for the comparisons included U.S. allies as well as potential future opponents. The organizing principle for the research was the Army's warfighting functions. These functions include movement and maneuver (air and ground), intelligence, fires (indirect), sustainment, mission command, and protection. The comparison of the Army's systems with their foreign counterparts was performed within this framework. The primary data used to develop comparisons were the on-the-record attributes of a system, such as the range of weapons and the munitions they fire, weight and protection levels of vehicles, carrying capacity of vehicles either in terms of numbers of personnel or cargo, and range and payload characteristics of helicopters. In addition to performing direct system-to-system comparisons, the research was able to identify crosscutting insights and issues that spanned several of the warfighting functions.

Since the 1980's, there has been much written on the Revolution in Military Affairs (RMA) and the nature of change related to the conduct of war. In large part, recent changes in warfare or RMA have been attributed to various technological developments. The security environment has changed dramatically since the collapse of the Soviet Union. Using a model borrowed from political science for examining social revolution, the transformation efforts of the Army over the past decade are explored. Changes in the political, social, economic and cultural environments have an impact on security matters. This study reviews the nature of the changes to these factors and their respective impact on the nature of war and the military transformation. Using this discussion of the changes to the global environment to set the context for the discussion, Army modernization and transformation programs are reviewed and evaluated against these changing conditions. Change and innovation are difficult within large bureaucracies. The Army emerged from the Viet Nam War determined to reinvent itself and restore its effectiveness as a military organization. These efforts led to the development of an informal model for instituting operational and structural change within the Army. The results of the Gulf War reaffirmed the effectiveness of this model in the minds of the collective Army leadership. Using a similar approach, the Army sought to implement change throughout the 1990's as a means to address shortfalls in capability and changes to the global security requirements. The impact of a restored interest in transformation by the Secretary of Defense and DOD agencies on Army efforts were and are significant. The study concludes by discussing shifts in the direction of Army transformation because of DOD involvement. In the final analysis, the Army appears to be headed in the right direction, but must complete further transformational initiatives to position itself as a relevant future member of the joint team.

Second, the 'hollow' buildup of 2000-2008 and the unusually large reduction in R&D in this drawdown means that the Army's recovery will be much more difficult than in previous drawdowns. Army modernization today sits at a precipice. Continued failure to fund modernization will leave the United States with an army unsuited to handle the future geostrategic environment. Yet, budgetary relief to modernization accounts remains unlikely for at least the near future. Given these realities, maximizing the utility of the Army's modernization efforts in an era of limited budgets is critical for its future. The Army can ill afford to repeat the acquisition experiences of the past 20 years.

The United States spends a lot of money on defense—$607 billion in the current fiscal year. But Brookings national security scholar Michael O'Hanlon argues that is roughly the right amount given the overall size of the national economy and continuing U.S. responsibilities around the world. If anything, he says spending should increase modestly under the next president, remaining near 3 percent of gross domestic product. Recommendations in this book differ from the president's budget plan in two key ways. First, the author sees a mismatch in the Pentagon’s current plans between ends and means. The country needs to spend enough money to carry out its military missions and commitments. Second, O'Hanlon recommends dropping a plan to cut the size of the Army from the current 475,000 active-duty soldiers to 450,000. The U.S. national defense budget is entirely affordable—relative to the size of the economy, relative to past levels of effort by this country in the national security domain, and relative, especially, to the costs of failing to uphold a stable international order. Even at a modestly higher price, it will be the best $650 billion bargain going, and a worthy investment in this country’s security and its long-term national power.
