The history of water development in Arizona goes hand in hand with the state's economic growth, and Arizona's future is inextricably tied to this scarce resource. Fuel for Growth describes and interprets the history of water resource development and its relationship to urban development in Arizona's three signature cities: Phoenix, Tucson, and Flagstaff. These three urban areas could hardly be more different: a growth-oriented metropolis, an environmentally conscious city with deep cultural roots, and an outdoor-friendly mountain town. Despite these differences, their community leaders and public officials have taken similar approaches to developing water resources with varying degrees of success and acceptance. Douglas Kupel has created a new vision of water history based on the Arizona experience. He challenges many of the traditional assumptions of environmental history by revealing that the West's aridity has had relatively little impact on the development of municipal water infrastructure in these cities. While urban growth in the West is often characterized as the product of an elite group of water leaders, the development of Arizona's cities is shown to reflect the broad aspirations of all their citizens. The book traces water development from the era of private water service to municipal ownership of water utilities and examines the impact of the post-World War II boom and subsequent expansion. Taking in the Salt River Project, the Central Arizona Project, and the Groundwater Management Act of 1980, Kupel explores the ongoing struggle between growth and environmentalism. He advocates public policy measures that can sustain a water future for the state. As the urban West enters a new century of water management, Arizona's progress will increasingly be tied to that of its ever-expanding cities. Fuel for Growth documents an earlier era of urban water use and provides important recommendations for the future path of water development in the West's key population centers.

The lack of such knowledge has been apparent to us in some of the journal articles, research proposals and books we have reviewed. The articles which have been written concerning specific local water economies and management issues are scattered over a wide variety of journals, making them hard to access. Most of the extensive water resources literature is concerned with large regional water projects or with narrow technical and regional issues. This book was written to make practical economic and engineering concepts readily available to urban water supply managers, thereby filling a gap in the available literature. It is concerned with decisions made daily, monthly, or annually by managers of urban water supply systems. The book includes basic chapters presenting supply and cost concepts, calculation of demand elasticities, use of marketing concepts, public goods analysis, water markets, industrial water demand and the use of price in water conservation. The authors have included multiple examples of how these concepts can aid in managing urban water supply. The water provider is generally a governmental entity or regulated private utility. Most books on public utilities and their management emphasize gas, electricity, or telephone rather than water. Water is different because of m~or variations in quality by source and the necessity for proper disposal of waste water.

Newlands of Nevada was a champion of the growth of federal power in the modernization of America. As a leading western Progressive, he supported national planning for the utilization of all the nation's water resources, the Progressive conservation cause espoused by Republican Theodore Roosevelt, and the supervision of private corporations by an enlarged and more powerful federal government. Yet he opposed Progressives on many issues, voicing suspicions about centralized banking, defending the right of private corporations to fair treatment by public regulatory agencies, even advocating the denial of suffrage to African Americans through the repeal of the Fifteenth Amendment. William Rowley's biography reveals a complicated and sophisticated man who successfully lived a dual political life under a cloud of personal and public scandal. It is a fascinating story of American politics in a time of immense national change.

The theme for Forum VII was Water for the Americas: Challenges and Opportunities. This Forum was unique in examining the water problems of the Americas and identifying water management experience gleaned in other parts of the world that might be useful in addressing the problems of the Americas. The sessions illustrated how the water problems of the Americas are common problems, differing only in degree from basin to basin. There was unanimity among the participants about the need for all inhabitants of the Americas to work together to ensure that everyone has access to adequate quantities of healthy water supplies and to appropriate sanitation services. This volume’s approach is to identify different responses and policies that address common issues and learn from contrasts and experiences. The value and potential that this approach affords is that it provides critical judgments about what has worked well and what needs to be done to gain a better future for the Americas’ water resources and society. Some issues covered in the volume are so pressing and urgent, chief among them is serving the unserved, that any delays putting out new facilities in many a rural areas of Central America may cost lives and reduce the outlook for children. Additionally, the volume makes clear that the outlook for the poorest and the future of hundreds of growing cities are threatened by climate change.
