Book excerpt: An emphasis has been placed on teacher evaluation to improve student achievement; therefore, states such as Virginia have had to revise their teacher evaluation systems. The most recent revisions in Virginia were implemented in 2012. A major component of the revision was the inclusion of student progress in teacher evaluation. Since the inclusion of student progress into teacher evaluation, teachers, and administrators have had to make adjustments in their practices and procedures related to teacher evaluation. Consequently, the purpose of this case study was to examine the perceptions of a sample of teachers regarding the implementation of the revised performance standards and evaluation criteria in 2012. The perceptions of a sample of secondary teachers in a small urban district were examined to identify factors that might influence their perceptions of the performance standards and related topics. The literature review outlined transformations that have occurred in education and their impact on teacher evaluation. Participants were comprised of 12 teachers who were interviewed using a semistructured format as the primary data source. Another source of data was the reviewing of documents. The findings also indicated that teachers possessed primarily positive perceptions of the performance standards in their current teacher evaluation system. Recommendations included on-going professional development (e.g., expanding grade levels for teachers), interviewing administrators, and determining their perceptions of the performance standards.

Book excerpt: The purpose of this study was to examine the relationship between urban teachers' perceptions and their implementation of culturally responsive materials into the classroom. Specifically, this study examined the influences of age, years of teaching experience, level of education, professional development, and prior knowledge with culturally diverse populations on perceptions of implementing culturally responsive materials into urban elementary classrooms. Based on the results of this research, the variables of age, teaching experience, and professional development were found to affect how teachers value culturally responsive materials. This suggests that variables can have important ramifications for educators and administrators in urban and culturally diverse schools.

Book excerpt: Regardless of increased standards created by policymakers, urban schools which serve higher populations of diverse and / or at risk students have continued to achieve at lower levels than national norms. The purpose of this study was to solicit the wisdom of exemplary teachers, recognized for their success in urban settings, to assess their perceptions of what teachers should know and do in order to positively impact student achievement within urban schools. The fundamental questions which guided this study were: 1.) What do exemplary teachers perceive teachers should know and be able to do in order to provide instruction in urban elementary classrooms? And, 2.) What curricula and practices do exemplary teachers perceive teacher preparation programs should employ in order to prepare teachers for service in urban elementary classrooms? Ten exemplary teachers, identified as recipients of prestigious teaching awards, were interviewed for the study. According to the findings, factors that are widely known to be important for good teaching are absolutely critical for effective urban teaching. Successful urban teachers are competent in the content they teach and utilize current educational literature, especially research relating to diversity in culture and learning theory, to improve their practice. Because urban children are more diverse in their ethnicity, race, wealth, life experiences, and other learning needs, urban teachers must be able to assess their students and differentiate instruction accordingly. Successful urban teachers possess extraordinary managerial skills because they do not solely rely on direct instruction; they have articulate procedures and routines in place so students can be working on different engaging tasks at the same time. Successful urban teachers have the ability to seek support systems for themselves and their students. They collaborate with colleagues and ascertain community resources to form a network of support, consistency, and safety

Available in PDF, EPUB and Kindle. Book excerpt: The 2009 "State Teacher Policy Yearbook" provided a comprehensive review of states' policies that impact the teaching profession. As a companion to last year's comprehensive state-by-state analysis, the 2010 edition provides each state with an individualized "Blueprint for Change," building off last year's "Yearbook" goals and recommendations. State teacher policy addresses a great many areas, including teacher preparation, certification, evaluation and compensation. With so many moving parts, it may be difficult for states to find a starting point on the road to reform. To this end, this paper provides a state-specific roadmap, organized in three main sections. Section 1 identifies policy concerns that need critical attention, the areas of highest priority for state policymakers. Section 2 outlines "low-hanging fruit," policy changes that can be implemented in relatively short order. Section 3 offers a short discussion of some longer-term systemic issues that states need to make sure stay on the radar. In the 2009 "State Teacher Policy Yearbook", Virginia had the following grades: (1) Delivering Well Prepared Teachers (C); (2) Expanding the Teaching Pool (C); (3) Identifying Effective Teachers (D-); (4) Retaining Effective Teachers (C); and (5) Exiting Ineffective Teachers (D+). Virginia has an overall grade of D+ for 2009. In the last year, many states made significant changes to their teacher policies, spurred in many cases by the Race to the Top competition. Based on a review of state legislation, rules and regulations, the National Council on Teacher Quality (NCTQ) has identified the following recent policy changes in Virginia: All primary, elementary, middle, and secondary history and social sciences teacher candidates must now complete coursework that includes local government and civics instruction specific to Virginia. The state added that its legislation requiring civics education training specific to Virginia also applies to any individual seeking the renewal of a license in primary, elementary or middle school education, or in history and social sciences, history or political science. These teachers must complete "study of the structure, function and powers of state and local government of Virginia and the importance of citizen participation in the political process in state and local government of Virginia." Book excerpt: The Fine Arts Standards of Learning in this publication represent a major development in public education in Virginia, emphasizing the importance of instruction in the fine arts (dance arts, music, theatre arts, and visual arts) as an important part of Virginia's efforts to provide challenging educational programs in the public schools. Knowledge and skills that students acquire through fine arts instruction include the abilities to think critically, solve problems creatively, make informed judgments, work cooperatively within groups, appreciate different cultures, imagine, and create. The Fine Arts Standards of Learning were developed through the efforts of classroom teachers, curriculum specialists, administrators, college faculty, professional artists, fine arts organization representatives, and museum personnel. These persons assisted the Department of Education in developing and reviewing the draft documents. Opportunities for citizens to make comments with respect to the standards documents were provided through public hearings that were held at two sites across the state. Copies of the Fine Arts Standards of Learning were distributed to public schools throughout Virginia for teachers to use in developing curricula and lesson plans to support the standards. The standards are minimum requirements in the fine arts, setting reasonable targets and expectations for what teachers need to teach and students need to learn. The standards set clear, concise, measurable, and rigorous expectations for young people. Schools are encouraged to go beyond the prescribed standards to enrich the curriculum to meet the needs of all students.
