Book excerpt: In Asia, there are a growing number of gigantic megacities, accompanied by a series of speculative and extravagant megaprojects. Amid the fast-paced urban and development challenges, many Asian governments have been searching for replicable and inspirational cases in Asia. South Korea and its capital city, Seoul, are among frequently referenced models. However, South Korea’s "economic miracle" in the late twentieth century has been mostly studied through an economic policy lens. This book revisits the development of South Korea by looking at its urban dimension and exploring the city of Seoul as a developmental megaproject. Offering an alternative to the focus on economic policies when it comes to explaining South Korea’s development successes, Joo looks at the urbanization that took place under the guidance of the strong developmental state. She provides empirical evidence of the "property state" at work, both complementing and supporting the developmental state. She also analyzes why and how Seoul was able to emerge as an important Asian global city and a global front-runner in terms of ambitious and pioneering urban investments, despite its relatively recent history marked by massive slums and urban poverty. This book provides an analytical framework for studying South Korea’s modern development under capitalism as a precursor to East Asian urbanism and development. It paints a comprehensive story of how cities have been politically and economically important to Korea’s development experience and are increasingly becoming a new mode of development.

Book excerpt: This book analyses the cultural politics of urban development in Gwangju, South Korea, and illustrates the implementation of state-led arts-based urban boosterism efforts in the context of political trauma and the desire for economic growth. The book explores urban development that is complicated by the recent history of democratic uprising in Gwangju, and it examines the dichotomy between cities as growth machines and progressive metropolises. Actor-oriented qualitative research methods are used to show how culture and economies can evolve from territorial conflicts. The author argues that the quest for both growth and social justice can coexist in intertwined ways and create urban development. Moreover, recent events in Gwangju, such as the May 18 Democratic Uprising and massacre, are shown to act as a backdrop for state-led urban boosterism and desire for economic growth at the same time as depicting a resistance to state-corporate marketing plans, which culminates in the eventual emergence of relatively coherent places-of-memory. These convergences and divergences are comparable to the urban boosterism characteristic of Western cities. The book contributes to the dialogue surrounding geography, urban studies, and postcolonial urban development, and will be of interest to academics working in these fields as well as human geography, planning, urban politics and East Asian studies.

Such regeneration is intended to attract investment, re-imagine spaces and create employment, business and urban planning opportunities. This book seeks to examine the use of culture and arts in the urban regeneration sphere of South Korea. Specifically, a one-year-long cultural event (Culture City of East Asia) is used as a case study for exploring wider debates around and understandings of the relationships between culture-led urban regeneration initiatives and the impacts on communities in South Korea. Despite the proliferation of culture-led initiatives aiming to tackle broad social issues, there is a lack of in-depth research into the efficacy of such urban regeneration. Previous researches have asked such questions as: What benefits can cultural elements (e.g. mega-events or signature buildings) bring into a city? What is the role of culture in economic development (e.g. tourism and internal investment)? What is the economic value of cultural goods and services? This is not to say that such questions should be the only concerns in assessing a culture-led urban regeneration strategy. However, the evaluation process of culture-led regeneration frequently fails to ask questions about the impact on human communities: Are cultural resources being used to spread culture, or just to focus on economic development? Are cultural initiatives like mega-events being used to benefit local citizens? How can residents shape a culture-led regeneration strategy? This book is intent on examining residents’ opinions and perspectives about culture-led urban regeneration. It recognizes how culture-led regeneration schemes interact with local communities, focusing on the actual views of local people rather than being coldly theoretical.

Some of their thoughts materialize in the form of a physical change to the current environment – and urban regene- tion is one such form. This process in which people redefine their living environment and socially reconstruct the meaning and value of a place is all too important in deciding what, if any, change should be introduced in the form of a physical project. Some might argue that this communicative process is indeed the very core or even the definition of urban regeneration rather than a mere condition for instigation. However, it has also been observed that such a communicative process is often difficult to manage, if it happens at all. Social exclusion, power imbalance, conflict, indifference, and lack of c- municative social capital are the usual suspects in collective inaction, but it is also true that they are familiar constituents of any urban life. In some social contexts, little attention has been paid to such complexity.

The author demonstrates that consistently pursuing long-term strategies is important, and that public entrepreneurship with powerful supporting coalitions is vital. The book illustrates how master plans have played limited roles in the building of cities, and that fragmented governments are often at the root of the problems facing a city’s development. Underlying its spectacle and incongruities is a city that might be described as ill at ease with its own past. The bitter rifts of Japanese colonization persist, as does the troubled aftermath of the Korean War and its divisions; the economic “Miracle on the Han” that followed is crosscut by memories of the violent dictatorship that drove it. In Seoul, author Ross King interrogates this contested history and its physical remnants, tacking between the city’s historiography and architecture, with attention to monuments, streets, and other urban spaces. The book’s structuring device is the dichotomy of erasure and memory as necessary preconditions for reinvention. King traces this phenomenon from the old dynasties to the Japanese regime and wartime destruction; he then follows the equally destructive reinvention of Korea under dictatorship to the brilliant city of the present with its extraordinary explosion of creativity and ideas—the post-1991 Hallyu, the Korean Wave. The final chapter returns to questions of forgetting and memory, but now as “conditions of possibility” for what would seem to underlie the present trajectory of this extraordinary city and culture. Seoul can be read, King suggests, in the context of the hybrid ideas that have characterized Korean cultural history. It may be their present eruption that accounts for the city of contradictions that confronts the contemporary observer and that most extraordinary of Korean phenomena: the rise of an alternative, virtual world, eclipsing both city and nation. Has the very idea of Korea been reinvented even as the weakly defined nation-state slips away?

In a broader sense, the book discusses the dichotomy between city and urbanization: “city” being an architectural problem of bounded forms, while “urbanism” is an infrastructural project of expansion. It is an uncontested reality that urbanization is a continuous global process that has produced nebulous conurbations labeled as megacities. These expand beyond the virtual administrative boundary of any said “city,” producing a discrepancy between an area of administrative control and the real physical condition of human settlement. If there were a better formal understanding of megacities through their typological architectural conditions, then there could be a better assessment of the qualitative state of urbanization. Avant-garde groups from the 1950s, 1960s, and 1970s such as Team X, the Situationist, the Structuralist, and the Metabolist worked with ideas of megaforms and megastructures to address this issue. Although most of these proposals remained as paper architecture, this book reevaluates some of these ideas for the 21st-century megacity, using Seoul as a case study due to its clear typological formations produced over its diff erent periods of governance. The aim is to present the concept for an infra-architectural hybrid model of typological islands and subterranean megastructure that organizes Seoul as a fl exible multi-linear city. This book will be of interest to academics and students of architecture, urban geography, and Asian studies.
