Book Urban Governance and Finance in India

Download or read book Urban Governance and Finance in India written by M. Govinda Rao and published by . This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over 330 million people live in India's cities; 35 cities have a population of over a million and three (Mumbai, Delhi and Kolkata) of the 10 largest metropolises in the world are in India. India's cities are large, economically important, and growing. However, neither urban infrastructure nor the level of urban public services is adequate for current needs, let alone to meet growing demands. Dealing with this problem is a formidable challenge. Not only must adequate finance for the provision of services be found but it is critical to ensure that the money spent results in desired outputs and outcomes. To do so, local governance structures also need to be reformed and strengthened. This paper attempts to point the way towards some possible solutions by analyzing urban governance and finance in India in the context of lessons drawn from fiscal federalism theory and experiences of governance institutions and financing systems both in India and around the world. No one system of urban governance is likely to work equally well for all urban local bodies. However, the paper identifies some key reforms required to realize both the constitutional intent to encourage citizen participation in urban governance and the economic and politically desirable goal of ensuring greater accountability of urban governments. For example, the paper draws attention to existing ambiguities in the assignment system and underlines the need to undertake activity mapping to ensure clarity as well as to make independent agencies significantly accountable to elected governments in urban areas. The paper also discusses a variety of ways of augmenting the resources of the municipal bodies in the country including essential reforms in the property tax system and adequate exploitation of user charges and fees for various services delivered as well as ways of strengthening and improving central and state transfers to urban local governments. With respect to financing urban infrastructure, development charges should be used more effectively. More should also be done to utilize public lands more effectively. In addition, to a considerable extent capital expenditure requirements will have to be financed through borrowing so further development of the municipal bond market is important, as is more and more effective use of public private partnerships in some areas.

Book Urban Governance In India

Download or read book Urban Governance In India written by C. Nagaraja Rao and published by Gyan Books. This book was released on 2016 with total page 280 pages. Available in PDF, EPUB and Kindle. Book excerpt: The importance of efficient urban governance needs no elaboration in an increasingly urbanising world. Cities with high population densities throw significant challenges of transportation, safety, urban revitalisation, social inclusion and cohesion, environmental protection, water, air, energy, sanitation and climate changes which will magnify in the near future if not properly addressed now. These socio-economic changes necessitate augmentation of urban finances for investment in well-planned urban development and to bring about reforms in governance to enforce efficient urban governance at all levels to cater to the needs of urbanites and to make cities inclusive, congestion-free, safe, resilient and sustainable in which all people have access to basic services, housing and mobility. The urban local governance structures, mechanism and arrangements should aim at facilitating the adoption and implementation of successful policies to meet the challenges of sustainable, safe and equitable urbanisation. This book discusses measures to stimulate revitalisation and foster better economic and social development through developing cooperation mechanism between local and national governments so that the challenges of urbanisation can be best utilised as opportunities of innovation, economic growth and employment.

Book Fragile Urban Governance

Download or read book Fragile Urban Governance written by Gangadhar Jha and published by Routledge. This book was released on 2018-06-13 with total page 384 pages. Available in PDF, EPUB and Kindle. Book excerpt: Urbanization is giving rise to a vibrant and volatile urban India. The urban local self-government (ULSG) is struggling to provide efficient, effective, inclusive and responsive urban services. Most ULSGs are too fragile to perform the mandated functions for enhancing the quality of life and making cities and towns livable. The book traces evolution of ULSGs, its decline after Independence, and steps taken to strengthen them, especially through the big-bang decentralization initiative of 1992 for their empowerment, by enacting the 74th Constitution Amendment Act (74th CAA). Analyzing facets of the decentralization initiative, views of two review Commissions, policy responses to it and processes for implementation of constitutional provisions, it alludes to conspicuous gaps at three levels such as (i) gaps and deficiencies in the 74th CAA (ii) gaps in the post-74th CAA municipal Acts that were required to conform to the constitutional provisions, and (iii) gaps due to half-hearted implementation of even the mandatory constitutional provisions. Empowerment and strengthening of ULSG being in the nature of an imperative, it explores plausible options within the constitutional autonomy of states. Empowerment denotes authority, power and clarity in municipal functional and fiscal domain. Therefore it also specifies experiential based rational framework and a strategy for strengthening ULSGs that must look beyond the existing predilection for mere training. It fills an existing void in ULSG literature on the subject. Please note: Taylor & Francis does not sell or distribute the Hardback in India, Pakistan, Nepal, Bhutan, Bangladesh and Sri Lanka

Book excerpt: This collection of articles looks at the impact of decentralization on local governance and citizen participation in urban democracy processes in India, from different perspectives, providing examples from major cities throughout the country. The book examines how local governments work together with other actors in governing their localities in Indian mega-cities; especially what new forms of governance are emerging as a result of globalization and internal transformation processes. Available in PDF, EPUB and Kindle. Book excerpt: The twenty-first century will witness a rapid urban expansion in the developing world. India, it is believed, will be at the forefront of such a phenomenon. This book acknowledges the role of agglomeration externalities as the cornerstone of urban public policy in India. Arguing that hypotheses of over-urbanization and urban bias theory--which articulated a negative view of urbanization--are based on fragile theoretical as well as empirical foundations, this book calls for proactive public policy to harness planned urbanization as resource. India requires agglomeration-augmenting, congestion-mitigating, and resource-generating cities as engines of economic growth, including rural development. The book provides a large number of practical examples from India and abroad to enable policy-makers undertake reforms in urban and regional planning, financing, and governance to meet the challenges of urbanization in India. It combines theory and practice to draw lessons for an urban agenda for India and recognizes the central role of cities in catalysing growth and generating public finance for economic development.

Book Coping with Change

Book excerpt: Who does what should depend upon the benefit span of the public service in question, the extent of diversity in demand for the service, the technology available for its efficient provision, and the capacity of the jurisdiction to provide the service. [...] In practice, however, the role of the mayor (or chairperson) as the executive head of the municipality is often confused with that of the Municipal Commissioner-an official appointed by the state government who is supposed to implement the policies approved by the executive. [...] Recognizing that the scope and capacity to undertake various functions is, in fact, likely to vary with the size and character of the municipal body, many states have assigned significant powers with respect to education and healthcare, the regulation of industries, and the provision of intra-city and inter-city transportation services to larger cities. [...] Computation of the property tax liability based on the guided values and online payment of the tax obviates the need for taxpayers to go to the tax department and face harassment simply in order to pay the tax. [...] The scheme (called the "Akrama-Sakrama" scheme) was approved by the state cabinet, but in the end did not receive the approval of the Governor on the grounds that the government should pass the legislation and not simply pass an ordinance.

Book excerpt: While participatory development has gained significance in urban planning and policy, it has been explored largely from the perspective of its prescriptive implementation. This book breaks new ground in critically examining the intended and unintended effects of the deployment of citizen participation and public consultation in neoliberal urban governance by the Indian state. The book reveals how emerging formats of participation, as mandatory components of infrastructure projects, public–private partnership proposals and national urban governance policy frameworks, have embedded market-oriented reforms, promoted financialisation of cities, refashioned urban citizenship, privileged certain classes in urban governance at the expense of already marginalised ones, and thereby deepened the fragmentation of urban polities. It also shows how such deployments are rooted in the larger political economy of neoliberal reforms and ascendance of global finance, and how resultant exclusions and fractures in the urban society provoke insurgent mobilisations and subversions. Offering a dialogue between scholars, policy-makers and activists, and drawing upon several case studies of urban development projects across sectors and cities, this volume will be useful for planners, policy-makers, academics, development professionals, social workers and activists, as well as those in urban studies, urban policy/planning, political science, sociology and development studies.
