Book excerpt: Recently, organizations have been modifying performance appraisal systems to collect data from multiple sources to guide the development of supervisors. Upward feedback programs focus on development rather than appraisal by supplementing traditional downward feedback with subordinate feedback. The utility of two upward feedback instruments was assessed in this study; one is a commercially available instrument, the Leadership Practices Inventory (Posner & Kouzes, 1988) and the other is the recently developed, non-proprietary Upward Feedback Instrument (2002). The Upward Feedback Instrument was designed to measure leadership behaviors at a more specific level. It was thought that greater feedback specificity world lead to greater intentions to change behavior and consequently, greater actual behavior change. This research developed and administered a utility assessment to supervisors and their subordinates in order to determine the performance of the respective instruments. Although the feedback specificity did not provide greater intentions to change, discretion, perceived organizational support, and perceptions of accuracy and usefulness were found to significantly affect intentions to change and actual behavior change.

Book excerpt: 360-degree feedback is a powerful multi-dimensional leadership development tool that draws upon the knowledge of people within a person's own circle of influence: supervisors, peers, and direct reports. It is most widely used for development, yet many organizations also use it for administrative purposes. This thesis examines the efficacy of 360- degree feedback through an in-depth research review that establishes when 360-degree feedback is effective and what conditions enhance or detract from its effectiveness. The thesis explains how 360-degree feedback was developed and examines its rapid growth in popularity. The argument for multi-dimensional performance feedback is then discussed in errs of four factors that have changed the role of leadership as we have moved from the Industrial Age/Cold War to globalization and the Information Age. As leadership's roles change, so must the goals of leadership development. A review of successful organizations reveals that many are using 360-degree feedback for modem leadership development, reinforced by similar systems for administrative performance appraisal. Research on 360-degree feedback reveals effectiveness conditions, design and implementation considerations, and four categories of potential benefits. Large Group Interventions with Appreciative Inquiry for collaborative design/implementation and positive change management also are discussed. The thesis ends with strong recommendations for the use of 360-degree feedback for both Navy leadership development and administrative appraisal.

Upward feedback programs focus on development rather than appraisal by supplementing traditional downward feedback with subordinate feedback. The upward feedback instrument developed in this study was designed to measure effective leadership behaviors utilizing an existing five-dimension leadership taxonomy and a new dimension that represents creating a fun workplace. The developed instrument and a proven commercial instrument utilizing the same theoretical framework were administered to samples of N = 391 and N = 417 respectively, and tested for reliability and validity. Scale reliability of both instruments was assessed utilizing internal reliability and test-retest analysis. The validity of the commercial instrument was assessed using factor analysis, and the developed instrument validity was assessed using nested model confirmatory factor analysis. The instruments were compared using correlational analysis. Results for the commercial instrument provided limited support for the instrument s external validity. Results for the developed instrument provided limited support for the instrument s ability to validly measure effective leadership behaviors and, limited support for a distinct Have Fun dimension. The instruments scales were generally highly correlated.

Most of the discussions dealing with the accurate use of 'modern instruments' like upward feedback for the management development process can be found outside Germany. Upward feedback focuses on managerial development rather than having a judgemental purpose. This paper addresses literature research dealing with upward feedback, which suggests that upward feedback can lead to performance improvement. Most research studies discuss the use of this instrument in private companies or in local public agencies. There is almost nothing in the literature about whether upward feedback is used at the federal administrative level in Germany. Consequently, this the paper examines whether the instrument of upward feedback is really used rarely at the federal administrative level in Germany. To analyse whether the instrument of upward feedback is used at the federal administrative level in Germany the researcher designed a questionnaire, which was sent to all 15 supreme federal authorities (the Federal Chancellery and the fourteen Federal Ministries) and to 54 subordinate federal administrations along with information regarding the purpose of the research. Information from 69 respondents shows that 16 % of federal authorities are already using the instrument on a regular basis, one for ten years and another for eight years. Some 22 % are planning implementation in the near future and two of these have already undertaken a pilot project with good results.
