Book excerpt: Africa is said to be rising, turning a definitive page in its history, heralding new and exciting possibilities for the continent. This discourse maintains that with upsurge in economic growth comes improved governance and endogenous dynamics; that the emerging economies, and especially the BRICS (Brazil, Russia, India, China, South Africa), have been instrumental in diversifying Africa's international relations, perhaps leading to a radical change in the global order, favourable to the developing world. But to what extent is this true, and how deep and how broad has been the impact on society at large? This book takes a critical look at the prevalent Africa Rising discourse, and explores the nature and implications of Africa's "rise" and the role that the BRICS have played in it. The author argues that Africa has still to undergo any structural transformation; that there is strong evidence that deindustrialisation and jobless growth have accompanied the upsurge of interest in the continent; and that far from making a radical turn in its developmental trajectory, Africa is being pushed into the resource corner as commodity exporters, to the North (and now, the BRICS) with little scope for industrial progress or skills advancement. Hope that the BRICS might offer an alternative to the extant neoliberal order are misplaced, for the BRICS have a stake in maintaining the current global unequality. Africa must therefore fashion its own independent path - while the emerging economies will be important, relying on external actors may simply reproduce anew the current state of underdevelopment. Book excerpt: In seeking to cultivate external relations with African countries, China has long stressed its commonly shared roots with African nations as a developing country rather than a Western state, and as such the symbolic attraction of China clearly reverberates with many African elites who seem to look on China as a positive development model. However, it should be noted that this has not been embraced solely by dictatorial or authoritarian regimes but in fact China’s approach to non-interference has struck a chord even with those democratically elected leaders in Africa. While such practices clearly benefit African elites, it is remains doubtful that they do so for ordinary Africans, although sustained analysis suggests that potential exists, albeit hampered by the modalities of governance on the continent. This book brings together experts on the topic to throw light on some of the more contentious aspects of the relationship. This book was published as a special issue of the Journal of Contemporary African Studies.

The three most important instruments China has at its disposal in Africa are development aid, investments and trade policy. The Chinese government, which believes the Western development aid model has failed, is looking for new forms of aid and development in Africa. China's economic success can partly be ascribed to the huge availability of cheap labour, which is primarily employed in export-oriented industries. China is looking for the required raw materials in Africa, and for new marketplaces. Investments are being made on a large scale in Africa by Chinese state-controlled firms and private companies, particularly in the oil-producing countries (Angola, Nigeria and Sudan) and countries rich in minerals (Zambia). Third, the trade policy China is conducting is analysed in China and compared with that of Europe and the United States. In case studies the specific situation in several African countries is examined. In Zambia the mining industry, construction and agriculture are described. One case study of Sudan deals with the political presence of China in Sudan and the extent to which Chinese arms suppliers contributed to the current crisis in Darfur. The possibility of Chinese diplomacy offering a solution in that conflict is discussed. Delineating the paradoxes of artisanal miners working alongside the expansion of large-scale mining investment in Africa, Mining and Social Transformation in Africa concentrates on the Tanzanian experience. Written by authors with fresh research insights, focus is placed on how artisanal mining is configured in relation to local, regional and national mining investments and social class differentiation. The work lives and associated lifestyles of miners and residents of mining settlements are brought to the fore, asking where this historical interlude is taking them and their communities in the future. The question of value transfers out of the artisanal mining sector, value capture by elites and changing configurations of gender, age and class differentiation, all arise.
