Book excerpt: Policymakers and educators continue to seek options for helping high school students transition successfully into postsecondary education. This interest stems, in part, from evidence that American students are unprepared for college--nearly half of all postsecondary students need at least one remedial course upon entering college. A body of research demonstrates that postsecondary success is predicated on a clear understanding of the expectations in college as well as rigorous academic course work in high school. This suggests that high schools and colleges should work together to ensure students' high school experiences are related to college expectations. Dual enrollment programs can do just that: blur the distinction between high school and college by allowing high school students to enroll in college courses and earn college credit. In dual credit programs, the college course yields high school credit as well. This Brief, based on a longer report of the same title, examines how? and whether? access to dual enrollment programs is influenced by state policies.

Book excerpt: Few states have established systems for overseeing dual enrollment programs to encourage institutions to align their practices with quality standards. Five states (Arkansas, Indiana, Minnesota, Iowa, and South Dakota), have established incentives or requirements for post-secondary concurrent enrollment providers to pursue the National Alliance of Concurrent Enrollment Partnerships (NACEP) accreditation as one quality assurance mechanism. NACEP's peer-review accreditation process promotes the implementation of policies and practices to ensure that concurrent enrollment courses offered in the high school are the same as the courses offered on the sponsoring college campus. A number of states are currently designing or redesigning dual enrollment oversight systems, including Indiana, Colorado, Kentucky, Ohio, Oregon, Montana, and Wyoming. While prior studies by the Education Commission of the States, the Community College Research Center, and the Western Interstate Compact for Higher Education have examined dual enrollment policies across the 50 states, none have looked in depth at the processes by which states conduct program oversight. This report is designed to fill that void, by illuminating dual enrollment oversight and review strategies among the following state-level entities: (1) Florida Department of Education; (2) Illinois Community College Board; (3) Oregon Dual Credit Oversight Committee; (4) South Dakota Board of Regents; (5) Utah System of Higher Education and Utah Office of Education; and (6) Virginia Community College System. The report presents these six as in-depth case studies, and does not evaluate or judge the practices. NACEP does not take a position favoring a particular form of dual enrollment program oversight, and instead offers this report to help further knowledge and understanding of state-level policies and practices that advance the goal of seamless education through secondary and post-secondary collaborations. Book excerpt: Opportunities to earn college credit in high school, once limited to a few programs available only to a small percentage of students, have grown dramatically over the last decade. More and more states are adopting policies designed to create a wider array of opportunities--for a broader range of students--to get a head start on college. These opportunities range from "college-like" Advanced Placement courses that traditionally have been used to accelerate the progress of high-achieving 11th and 12th graders; to programs that allow students to take actual college courses, for credit, while still enrolled in high school; to innovative new options for a broader range of students--from tech-prep programs to distance learning to early and middle college high schools. Dual enrollment exists in some form or other, in nearly every state--18 states mandate that dual enrollment opportunities be provided to students. But eligibility and tuition requirements, funding streams and program features vary widely from state to state. Courses may or may not be designed specifically for high school students; they may be offered at the high school or at the college; they may be taught by regular college faculty or by specifically certified high school teachers. Some programs offer college credit immediately upon completion of the course, while others offer the credit only when the student enrolls in postsecondary education. This issue of "The Progress of Education Reform" summarizes the findings of three reports: (1) A review of existing research on the effectiveness of dual enrollment programs in increasing college access and success for a broad range of students; (2) An in-depth look at state dual enrollment policies, and how they affect the quality and availability of programs; and (3) An analysis of differing views within the higher education community on the role and value of college-level learning in high school--Advanced Placement courses and school- and college-based dual enrollment programs. According to a December 2016 report to the Maryland General Assembly, however, only 2% of Baltimore City public 12th grade students participated in dual enrollment opportunities in 2015 as compared with a state average of 11%. This report illustrates that the current law does not do enough to achieve equitable opportunities for all of Maryland youth. The report also recommends that Maryland reform its dual enrollment policies and practices. It specifically recommends that the state: (1) expand its financial support of districts and higher education institutions pursuing dual enrollment programs; (2) fund the provision of student support services; (3) facilitate the transfer of credits; (4) incentivize program models that incorporate dual enrollment; (5) consider alternative eligibility requirements; and (6) continue to study and evaluate its processes and outcomes. This Education Commission of the States policy analysis explores approaches states are taking to minimize--or completely eliminate--tuition and other costs for dually enrolled students. For each state highlighted, this report describes the state's mechanism for funding dual enrollment, the potential benefits and drawbacks of each approach, student access and program outcomes, and considerations on the politics or culture underlying these funding approaches.

Book excerpt: Research shows that students who participate in dual enrollment are more likely than their peers to finish high school, enter college and complete a degree. This means dual enrollment can greatly benefit students in rural areas, which report lower college-going and postsecondary attainment rates than other locales. However, rural areas face unique challenges in providing high-quality dual enrollment programs: (1) Securing qualified instructors, either high school teachers who have the qualifications to lead college-level courses or postsecondary instructors; (2) Covering program costs, as many rural districts face declines in enrollment and the funding that follows students in many states; and (3) Addressing program logistics, including the challenges of offering a course to a small number of students and offering career/technical education coursework when high schools may not have the latest technical equipment but the nearest community college is a long drive away. This report will discuss how states are rising to these challenges, including these examples: (1) A public-private partnership in Ohio includes funding to help eight colleges and universities create and administer an 18-month master's degree with a teacher-friendly schedule; (2) Texas authorizes workforce investment funds to support dual enrollment programs targeted to address the needs of high-demand fields; and (3) Ten states authorize a course to be offered at a location other than a high school or college, easing travel burdens. This includes Illinois and Wyoming. A final section will address the opportunities posed by delivering dual enrollment through tribal colleges. State policies are often silent on the inclusion of tribal colleges in dual enrollment programs. However, one state, New Mexico, created a tribal college dual credit program fund to address this issue.
