Book excerpt: How celebrity strategic partnerships are disrupting humanitarian space Can a celebrity be a “disrupter,” promoting strategic partnerships to bring new ideas and funding to revitalize the development field—or are celebrities just charismatic ambassadors for big business? Examining the role of the rich and famous in development and humanitarianism, Batman Saves the Congo argues that celebrities do both, and that understanding why and how yields insight into the realities of neoliberal development. In 2010, entertainer Ben Affleck, known for his superhero performance as Batman, launched the Eastern Congo Initiative to bring a new approach to the region’s development. This case study is central to Batman Saves the Congo. Affleck’s organization operates with special access, diversified funding, and significant support of elites within political, philanthropic, development, and humanitarian circuits. This sets it apart from other development organizations. Book excerpt: The emotional reaction across North Africa during the Gulf War, and the deepening turmoil in Algeria as the country grapples with an assertive Islamic movement, have awakened Western interest in the prospects for stability along the southern shore of the Mediterranean. The alarming demographic imbalance between north and south and the resulting flow of migrants to an increasingly inhospitable Europe is now a feature of the European security debate. To these concerns must be added the risk of nuclear and ballistic missile proliferation emanating from Libya and Algeria. Among foreign and security policy elites and publics in southern Europe, France, and to a growing degree in Europe as a whole, it has become fashionable to refer to a new arc of crisis in the south. Previous RAND reports have charted this new aspect of the European security environment and the significance for U.S. policy. The North African dimension of the evolving security situation in the Mediterranean was not systematically explored in these reports, except as it was reflected in the views of southern Europeans. This report attempts to fill this gap, focusing on regional developments as seen from the south. The report discusses the prospects for stability in Morocco, Algeria, and Tunisia, identifies regional flash-points, and assesses the implications for U.S. policy.

Since its emergence as a concept in the late 1990s, SSR has represented a paradigm shift in security assistance, from the realist, regime-centric, train-and-equip approach of the Cold War to a new liberal, holistic and people-centred model. The rapid rise of this model, however, belied its rather meagre impact on the ground. This book critically examines the concept and its record of achievement over the past two decades, putting it into the broader context of peace-building and state-building theory and practice. It focuses attention on the most common, celebrated and complex setting for SSR, conflict-affected environments, and comparatively examines the application and impacts of donor-supported SSR programing in a series of conflict-affected countries over the past two decades, including Afghanistan, Sierra Leone, the Democratic Republic of Congo, East Timor and Bosnia-Herzegovina. The broader aim of the book is to better understand how the contemporary SSR model has coalesced over the past two decades and become mainstreamed in international development and security policy and practice.
