Book excerpt: In 2013 and 2014, some of Massachusetts' wealthiest and most powerful individuals hatched an audacious plan to bring the 2024 Summer Olympics to Boston. Like their counterparts in cities around the world, Boston's Olympic boosters promised political leaders, taxpayers, and the media that the Games would deliver incalculable benefits and require little financial support from the public. Yet these advocates refused to share the details of their bid and only grudgingly admitted, when pressed, that their plan called for billions of dollars in construction of unneeded venues. To win the bid, the public would have to guarantee taxpayer funds to cover cost overruns, which have plagued all modern Olympic Games. The United States Olympic Committee (USOC) chose Boston 2024's bid over that of other American cities in January 2015-and for a time it seemed inevitable that the International Olympic Committee (IOC) would award the Games to Boston 2024. No Boston Olympics is the story of how an ad hoc, underfunded group of diverse and engaged citizens joined together to challenge and ultimately derail Boston's boosters, the USOC, and the IOC. Chris Dempsey was cochair of No Boston Olympics, the group that first voiced skepticism, demanded accountability, and catalyzed dissent. The author concludes with a prediction which 2028 legacy promises might and might not be fulfilled given the local and international Olympic contexts.

Book excerpt: City leaders are under growing pressure to defend their bids to host spectacle events like the Olympic Games, which are key to global city status and a goal for many. The concept of "event legacy" is now a dominant frame in host bids to minimize negative impacts and justify costs, particularly for event-specific infrastructure, such as new venues and athletes' villages. Yet it is also used to discuss leaving positive social and cultural impacts. Legacies are typically assessed in terms of their infrastructural impacts, but less is known about the development of social and cultural legacies. When Los Angeles bid for the 2024 Olympic Games, legacy was central to despite an unprecedented proposal to require no new construction. This project therefore asks, how is legacy discourse used in the Los Angeles 2024/2028 Olympics bid and early planning, if not tied to the physical form of the city? Using six semi-structured interviews with key informants, analysis of planning documents, and archival research, I show how the discourse of legacy was built in LA and shifted to reflect global priorities over time. I suggest that event legacies are at risk of being ephemeral if they are not backed by meaningful, structural change.

Book excerpt: The Making of Les Bleus traces the Fifth Republic’s quest to create elite athletes in two global team sports, football and basketball, primarily at the youth level. While the objective of this mission was to improve performances at international competitions, such programs were quickly seized upon to help ease domestic issues and tensions. The onset of the Cold War forced countries of all sizes to rethink their relevancy. A country’s ability to exert “soft power,” or influence others through the cultural sphere, became more important. Sport was but one way through which to do so. The extent to which France harnessed the athletic domain was unprecedented among other West European nations. In France, sport, particularly at the youth level, was used to cultivate soft power internationally, to transmit republican ideals of democracy and fair play to the youth, and to examine and create a modern, post-colonial French identity in a globalizing world. The French sought to find a “third way” in sports, much in the way that it sought to create an alternative between the diplomatic policies of Washington and Moscow. Fifth Republic sports systems placed the training of elite athletes under the state. At the same time, private clubs also played an important role in developing players to serve the republic in elite competition. Examination of the republic’s quest to create elite athletes provides perspective on how France coped with and adapted to the post-1945 world. In what ways did the country reconfigure its global role? How did domestic changes impact society? In a globalizing, post-colonial world, how has France come to terms with the past? In what ways has France sought to create a new “French” identity? This story helps answer such questions. The history of the state’s cooption of youth sports forms a compelling tale and serves as a prism through which to investigate the larger history of France, the evolution of society, the impacts of the media revolution, and the government’s mission of public health. It underscores just how much things have changed—yet still remained the same.
