Brown argues that live-in eldercare in Palestine/Israel, which is primarily done by migrant workers, is an often invisible area where settler colonialism is reproduced culturally, economically, and biologically. Situating Israeli labor markets within a longer history of imperialism and dispossession of Palestinian land, Brown positions migrant eldercare within the resulting tangle of Israeli laws, policies, and social discourses. She draws from interviews with caretakers, public statements, court documents, and first-hand fieldwork to uncover the inherently contradictory nature of elder care work: the intimate presence of South and Southeast Asian workers in the home unsettles the idea of the Israeli home as an exclusively Jewish space. By paying close attention to the comparative racialization of migrant workers, Palestinians, asylum seekers, and Mizrahi and Ashkenazi settlers, Brown raises important questions of labor, social reproduction, displacement, and citizenship told through the stories of collective care provided by migrant workers in a settler colonial state.

In fact, by 1650, half of England’s rural population consisted of homeless and itinerant laborers. Unsettled is an ambitious attempt to reconstruct the everyday lives of these dispossessed people. Patricia Fumerton offers an expansive portrait of unsettledness in early modern England that includes the homeless and housed alike. Fumerton begins by building on recent studies of vagrancy, poverty, and servants, placing all in the light of a new domestic economy of mobility. She then looks at representations of the vagrant in a variety of pamphlets and literature of the period. Since seamen were a particularly large and prominent class of mobile wage-laborers in the seventeenth century, Fumerton turns to seamen generally and to an individual poor seaman as a case study of the unsettled subject: Edward Barlow (b. 1642) provides a rare opportunity to see how the laboring poor fashioned themselves, for he authored a journal of over 225,000 words and 147 pages of drawings. Barlow’s journal, studied extensively here for the first time, vividly charts what he himself termed his “unsettled mind” and the perpetual anxieties of England’s working and wayfaring poor. Ultimately, Fumerton explores representations of seamen as unsettled in the broadside ballads of Barlow’s time.

Book excerpt: Using a comprehensive analysis of the wave of organizing that swept the country starting in 2007, Labor in Israel investigates the changing political status of organized labor in the context of changes to Israel’s political economy, including liberalization, the rise of non-union labor organizations, the influx of migrant labor, and Israel’s complex relations with the Palestinians. Through his discussion of organized labor’s relationship to the political community and its nationalist political role, Preminger demonstrates that organized labor has lost the powerful status it enjoyed for much of Israel’s history. Despite the weakening of trade unions and the Histadrut, however, he shows the ways in which the fragmentation of labor representation has created opportunities for those previously excluded from the labor movement regime. Organized labor is now trying to renegotiate its place in contemporary Israel, a society that no longer accepts labor’s longstanding claim to be the representative of the people. As such, Preminger concludes that organized labor in Israel is in a transitional and unsettled phase in which new marginal initiatives, new organizations, and new alliances that have blurred the boundaries of the sphere of labor have not yet consolidated into clear structures of representation or accepted patterns of political interaction.

Book excerpt: More than twenty million migrant workers send $40 billion to their countries of origin each year, making labor second only to oil as the most important commodity traded internationally. The essays contained here deal with this unsettled sociopolitical issue--international labor migration and its relationship to economic development--seeking to determine the effects of recruitment, remittances, and return migration on labor-exporting countries. Many analysts, sending-country governments, employers, and migrant workers feel that countries with unemployed workers should, if possible, export them to countries with labor shortages. Remittances from migrants and returning workers who were trained abroad should stimulate economic growth enough to reduce unemployment and pressures to emigrate. It was projected that within a decade or less, labor-importing countries would emerge from the labor-shortage phase of their development. However, migrant workers have become a structural feature of the economies in Western Europe, the Middle East, South Africa, and the United States: emigration does not promote development in the sending countries. This collection of twelve chapters by experts in the field examines the conceptual and theoretical issues in international labor migration and looks at the relationship between migration and development in Africa, between Mediterranean countries and Europe, between Asian labor exporters and Middle Eastern importers, and the effects of emigration on Latin America and the Caribbean. In addition to comprehensive introductory and concluding sections, Conceptual and Theoretical Issues in International Labor Migration and The Unsettled Relationship between Migration and Development, the volume is divided into four additional sections that scrutinize labor migration and development in Africa, Greece, and Turkey, Asian countries, and Latin America, Mexico, and the Caribbean. The book's recurring theme states that there is no iron law of migration-induced development: recruitment, remittances, and returns do not automatically generate stay-at-home development. Over the course of the late nineteenth and early twentieth centuries, the environmental transformation of the Ottoman countryside became intertwined with migration and displacement. Muslim refugees, mountain nomads, families deported in the Armenian Genocide, and seasonal workers from all over the empire endured hardship, exile, and dispossession. Their settlement and survival defined new societies forged in the provincial spaces of the late Ottoman frontier. Through these movements, Chris Gratien reconstructs the remaking of Çukurova, a region at the historical juncture of Anatolia and Syria, and illuminates radical changes brought by the modern state, capitalism, war, and technology. Drawing on both Ottoman Turkish and Armenian sources, Gratien brings rural populations into the momentous events of the period: Ottoman reform, Mediterranean capitalism, the First World War, and Turkish nation-building. Through the ecological perspectives of everyday people in Çukurova, he charts how familiar facets of quotidian life like malaria, cotton cultivation, labor, and leisure attained modern manifestations. As the history of this pivotal region hidden on the geopolitical map reveals, the remarkable ecological transformation of late Ottoman society configured the trajectory of the contemporary societies of the Middle East.
