Book excerpt: The International Energy Agency (IEA), established in 1974 and composed of 21 oil consuming countries, is a multilateral organization designed to facilitate responses to short-term energy disruptions and long-term supply problems. IEA's Emergency Sharing System is the mechanism available to respond primarily to short-term supply interruptions. As IEA's principal proponent, the United States contributed 25 percent ($2.45 million) of the agency's budget for fiscal year 1981. The IEA serves as an energy policy coordinating forum for consuming nations. It has improved member countries' understanding of the oil market and provided them with a better sense of what needs to be done on an international and national level during a period of continuous supply uncertainty. The IEA's success in a rapidly changing market environment depends greatly on the willingness of participating countries to support its basic objectives of (1) sharing supplies in an emergency, (2) developing a comprehensive oil market information system, (3) establishing a long-term cooperation program emphasizing import controls and accelerated development and use of alternative fuels, and (4) improving consumer-producer relations. Book excerpt: GAO examined the Federal Government's ability to cope with oil import disruptions, reported on the adequacy of the Department of Energy's (DOE) current contingency programs and organization for dealing with oil shortages, and suggested ways to strengthen the Nation's energy emergency preparedness. In order to examine present emergency preparedness, GAO examined emergency programs for quickly increasing oil supplies, substituting other fuels for oil, restraining oil demand, and allocating short supplies both nationally and internationally. GAO also analyzed the contingency programs provided by the Emergency Petroleum Allocation Act since Congress might choose to renew or otherwise extend the authority of one or more of those programs. With the exception of the recent buildup of the Strategic Petroleum Reserve (SPR), the United States is no better prepared to deal with significant disruptions in oil imports than it was during the 1973 oil embargo. The Nation's almost total lack of emergency preparedness requires immediate attention. GAO found that the Nation is grossly unprepared to cope with a large shortfall because: (1) no plan has been prepared for emergency surge oil production; (2) there is no adequate plan for using SPR; (3) the Government has no plans for managing private oil stock drawdown; (4) both crude oil and petroleum product allocation programs are in disarray; (5) Federal and State plans for restraining oil demand are totally inadequate; (6) emergency oil reserves both here and in other industrialized countries are not adequate; and (7) the international oil sharing mechanism is too narrowly focused and may not work effectively. Government energy supply programs should be developed before any shortages occur so that government at all levels will not have to enact measures in the confusion and political pressures generated by a disruption of supplies. Programs are needed which: will yield significant benefits when applied, are fully developed and kept ready for use, can be implemented in a timely manner, can coordinate the actions of the public and private sectors, can be enforced, and are fully tested before use.

Book excerpt: Pursuant to a congressional request, GAO reviewed the International Energy Agency's (IEA) Emergency Sharing System and the effectiveness of U.S. participation in that system. Under the system, IEA member countries agree to: (1) establish demand restraint measures for reducing their oil demand at least 7 percent during a serious supply disruption; (2) maintain emergency oil reserves equal to 90 days of net imports; and (3) in a supply disruption equal to or exceeding 7 percent, share oil supplies under an IEA allocation system. GAO found that progress has been made in addressing the workability problems that it reported on several years ago; however, GAO found that some problems and uncertainties continue to exist. To meet their demand restraint commitment to IEA, member countries use a number of approaches and rely on market forces to increase prices and reduce demand. The United States relies primarily on these market forces and supplements its plan with use of the Strategic Petroleum Reserve. Although the aggregate of IEA oil stocks well exceeds the 90-day limit, the actual amount of emergency oil reserves readily available in an emergency is not clear because the IEA definition of the reserves includes industry oil stocks which are widely varied. In addition, questions still remain concerning pricing, fair-sharing, and data reliability of the allocation system. Important authorities for U.S. participation in IEA contained in the Energy Policy and Conservation Act are due to expire in June 1985. This act authorizes the President to require oil companies to provide oil to other countries to meet U.S. allocation obligations and make available limited antitrust and breach of contract defenses to companies that participate. Without these, U.S. oil companies have said they would not voluntarily participate in the emergency sharing system which other countries may view as a lack of commitment. This voluntary participation is considered vital to the successful operation of the IEA system.
