Book excerpt: During the late nineteenth and early twentieth centuries, Americans with all sorts of disabilities came to be labeled as "unproductive citizens." Before that, disabled people had contributed as they were able in homes, on farms, and in the wage labor market, reflecting the fact that Americans had long viewed productivity as a spectrum that varied by age, gender, and ability. But as Sarah F. Rose explains in No Right to Be Idle, a perfect storm of public policies, shifting family structures, and economic changes effectively barred workers with disabilities from mainstream workplaces and simultaneously cast disabled people as morally questionable dependents in need of permanent rehabilitation to achieve "self-care" and "self-support." By tracing the experiences of policymakers, employers, reformers, and disabled people caught up in this epochal transition, Rose masterfully integrates disability history and labor history. She shows how people with disabilities lost access to paid work and the status of "worker--a shift that relegated them and their families to poverty and second-class economic and social citizenship. This has vast consequences for debates about disability, work, poverty, and welfare in the century to come.

Book excerpt: On the prairie west of Fort Worth, British-born Humphrey Barker Chamberlin commissioned a model mansion, grand hotel, trolley line, lake, and waterworks in the early 1890s. He launched Chamberlin Arlington Heights as an opulent suburb reminiscent of his Capitol Hill enclave in Denver, then lost his overextended empire in the silver panic of 1893. Although several more well-to-do families established homes near those of the original "Heights pioneers," development progressed slowly. With the coming of World War I, local leaders persuaded the U.S. Army to build Camp Bowie across much of the sparsely settled area, providing infrastructure. A bungalow boom followed, with housing additions for the middle class and annexation by Fort Worth. As the 20th century drew to a close, preservationists sought protection for the legacy of built treasures within the neighborhood.

Over the next 120 years, the school changed into a military school, a vocational college, a two-year college in the Texas A&M System, and finally, a full-fledged university with more than 34,000 students from across the globe. Throughout its history, UT Arlington has benefitted from strong leadership and strong community commitment to education. During the low-enrollment period of the Great Depression, Dean E.E. Davis went into the cornfields of East Texas to recruit students. In World War II, art professor Howard Joyner switched from teaching fine art to teaching the art of camouflage painting. The turbulent 1960s saw students clashing over the school's rebel flag theme, the resolution of which paved the way for the university to become one of the most diverse in the nation today.

Book excerpt: In 1910 insurgent leaders crushed the Porfirian dictatorship, but in the years that followed fought among themselves, until a nationalist consensus produced the 1917 Constitution. This in turn provided the basis for a reform agenda that transformed Mexico in the modern era. The civil war and the reforms that followed receive new and insightful attention in this book. These essays, the result of the 45th annual Walter Prescott Webb Memorial Lectures, presented by the University of Texas at Arlington in March 2010, commemorate the centennial of the outbreak of the revolution. A potent mix of factors—including the concentration of wealth in the hands of a few thousand hacienda owners, rancheros, and foreign capitalists; the ideological conflict between the Diaz government and the dissident regional reformers; and the grinding poverty afflicting the majority of the nation’s eleven million industrial and rural laborers—provided the volatile fuel that produced the first major political and social revolution of the twentieth century. The conflagration soon swept across the Rio Grande; indeed, The Mexican Revolution shows clearly that the struggle in Mexico had tremendous implications for the American Southwest. Book excerpt: For many of us, the drive to affect positive change--however vague or idiosyncratic our sense of this might be--has guided our work in higher education. We champion the pursuit of a college degree because few endeavors can match it in terms of advancing a person's economic mobility (Chetty, Friedman, Saez, Turner, and Yagan; 2017). Despite recent debates about the value of a college degree (Pew Research Center, 2017), the opportunities and financial stability awarded to those with college degrees remain apparent when they are compared to peers who have only graduated high school (Pew Research Center, 2014). And while more Americans have a college degree than ever before (Ryan and Bauman, 2016), access to a formal, post-secondary education continues to be elusive for some. Indeed, over the last ten years, analysts have projected that the cost of attending college would keep 2.4 million low-to-moderate income, college-qualified high school graduates from completing a college degree (Advisory Committee on Student Financial Assistance, 2006). During that same period, college students in the United States saw expenses related to tuition and fees increase by 63 percent, school housing costs (excluding board) increase by 51 percent, textbook prices increase by 88 percent (Bureau of Labor, 2016). Because few students can afford a college education by salary alone, 44.2 million Americans have sought financial aid via student loans. As a result, total student loan debt is now topping $1.45 trillion in the United States (Board of Governors of the Federal Reserve System, 2017), and student loan delinquency rates are averaging 11.2 percent (Federal Reserve Bank of New York, 2017). The burden of a student's financial decisions extends beyond the mere individual: society will inevitably carry the weight of this debt for years to come.
