Providing a new conceptual framework for cooperation as a form of social practice, Practicing Cooperation describes and critiques three U.S.-based cooperatives: a pair of co-op grocers in Philadelphia, each adjusting to recent growth and renewal; a federation of two hundred low-cost community acupuncture clinics throughout the United States, banded together as a cooperative of practitioners and patients; and a collectively managed Philadelphia experimental dance company, founded in the early 1990s and still going strong. He founded NORRAG, the network for international policies and cooperation in education and training, in 1986, and edited NORRAG News until 2016. He was President of the British Association for International and Comparative Education (BAICE) from 2014-2016, and was one of the founding members of the UK Forum on International Education and Training (UKFIET).

After more than a year of logistics and hard work, the exchange happened once more in 2010, this time the American students got the opportunity of traveling abroad to La Spezia where, for a week, they worked along the Italian students in the development of a small case study project. Since then, the transatlantic exchanges have kept a faithful dynamic making of 2018 the closing year of a prosperous and wonderful decade of international relationship. Con il primo scambio che ha avuto luogo nell’estate del 2008, FIU Interior Architecture ha ospitato il gruppo di design navale e nautico di UniGE per una settimana; un test con risultati positivi che avrebbe contribuito a promuovere i vantaggi di sviluppare ulteriormente questa iniziativa internazionale. Dopo più di un anno di logistica e duro lavoro, lo scambio si è rinnovato nel 2010 e questa volta il gruppo americano ha avuto l’opportunità di viaggiare all’estero a La Spezia dove, per una settimana, ha lavorato assieme agli studenti italiani nello sviluppo di un piccolo progetto. Da allora, gli scambi internazionali hanno mantenuto una solida continuitá, facendo si che il 2018 coronasse un prospero e meraviglioso decennio di relazioni internazionali.

Culpepper explains the successes and failures of human capital reforms adopted by the French and German governments in the 1990s. Employers and employees both stand to gain from corporate investment in worker skills, but uncertainty and mutual distrust among companies doom many policy initiatives to failure. Higher skills benefit society as a whole, so national governments want to foster them. However, business firms often will not invest in training that makes their workers more attractive to other employers, even though they would prefer having better-skilled workers.Culpepper sees in European training programs a challenge typical of contemporary problems of public policy: success increasingly depends on the ability of governments to convince private actors to cooperate with each other. In the United States as in Europe, he argues, policy-makers can achieve this goal only by incorporating the insights of private information into public policy. Culpepper demonstrates that the lessons of decentralized cooperation extend to industrial and environmental policies. In the final chapter, he examines regional innovation programs in the United Kingdom and the clean-up of the Chesapeake Bay in the United States—a domestic problem that required the coordination of disparate agencies and stakeholders.

Richland looks at the way Native Americans and government officials talk about their relationship and seek to resolve conflicts over the extent of Native American authority in tribal lands when it conflicts with federal law and policy. The American federal government is supposed to engage in meaningful consultations with the tribes about issues that affect the tribes under long standing Federal law which accorded the federal government the responsibility of a trustee to the tribes. It requires the government to act in the best interest of the tribes and to interpret agreements with tribes in a way that respects their rights and interests. At least partly based on a patronizing view of Native Americans, the law has also sought to protect the interests of the tribes from those who might take advantage of them. In Cooperation without Submission, Richland looks closely at the language employed by both sides in consultations between tribes and government agencies focusing on the Hopi tribe but also discussing other cases. Richland shows how tribes conduct these meetings using language that demonstrates their commitment to nation-to -nation interdependency, while federal agents appear to approach these consultations with the assumption that federal l aw is supreme and ultimately authoritative"--

Book excerpt: The Government wants schools to take more responsibility for themselves and each other in delivering a true self-improving school system. It wants schools to look not to local authorities for expertise but to each other. We have no problem with that vision and think the wide range of models and structures already in place is a strength and proof of vitality. We support moves to give schools more freedom to innovate but we argue that the creation of a self-improving system needs a degree of coordination and strong incentives to encourage schools to look beyond their own school gate. Otherwise there is a danger that many schools will operate in isolation rather than in cooperation. Academy chains are generally performing well but raise particular questions and need specific solutions. We recommend that it should be made clear how academies can leave chains either with or without mutual consent. We also call for the Department for Education to monitor more effectively the extent to which convertor academies meet the expectation that they should support other schools. The report calls for, amongst other recommendations, that: Ofsted to be given the powers to inspect academy chains and for Government to formalise procedures for schools to leave academy chains by mutual consent, and to set out how an outstanding school can leave a chain against the wishes of the chain management
