Yet these models limit our understanding of what we can know about a city. A City Is Not a Computer reveals how cities encompass myriad forms of local and indigenous intelligences and knowledge institutions, arguing that these resources are a vital supplement and corrective to increasingly prevalent algorithmic models. Shannon Mattern begins by examining the ethical and ontological implications of urban technologies and computational models, discussing how they shape and in many cases profoundly limit our engagement with cities. She looks at the methods and underlying assumptions of data-driven urbanism, and demonstrates how the "city-as-computer" metaphor, which undergirds much of today's urban policy and design, reduces place-based knowledge to information processing. Mattern then imagines how we might sustain institutions and infrastructures that constitute more diverse, open, inclusive urban forms. She shows how the public library functions as a steward of urban intelligence, and describes the scales of upkeep needed to sustain a city's many moving parts, from spinning hard drives to bridge repairs. With a novelist’s eye for telling detail, Douglas Rae depicts the features that contributed most to city life in the early “urbanist” decades of the twentieth century. Rae’s subject is New Haven, Connecticut, but the lessons he draws apply to many American cities. City: Urbanism and Its End begins with a richly textured portrait of New Haven in the early twentieth century, a period of centralized manufacturing, civic vitality, and mixed-use neighborhoods. As social and economic conditions changed, the city confronted its end of urbanism first during the Depression, and then very aggressively during the mayoral reign of Richard C. Lee (1954–70), when New Haven led the nation in urban renewal spending. But government spending has repeatedly failed to restore urban vitality. Rae argues that strategies for the urban future should focus on nurturing the unplanned civic engagements that make mixed-use city life so appealing and so civilized. Cities need not reach their old peaks of population, or look like thriving suburbs, to be once again splendid places for human beings to live and work.

Especially in the smaller and middle-sized cities tradition, cultural heritage, urban environment qualities, human scale and perspicuity have a potential to attract researchers, teachers and students to the universities.In some cities these qualities are well known, in other cities they are internationally are not fairly known according to their significance. Sometimes these qualities are threatened by a rapid development. What importance does urban environment qualities have in relation to the university and scientific world? How can synergetic effects be achieved? How are the issues and problems defined and what kind of planning strategies are developed? In June 2007 representatives from 26 old, smaller and middle-sized European university towns in 16 countries were gathered in Lund, Sweden, to discuss common issues on relations university-city. This book is based on the presentations at the symposium. The contributors represent both the municipal and university spheres. Together they give an overview of the cities, their history, qualities, possibilities, problems and future perspectives, especially in the context of urban planning. Themes for future discussions and co-operation are highlighted. Hopefully this book will also stimulate spreading these discussions. There are at least another 40-50 old, small and middle-sized European university towns of similar kind. A new symposium is planned in Toru, Poland in 2009.
