Book excerpt: Today's U.S. National Military Strategy is shifting its focus away from its long standing history of containing the Soviet threat through a concept of forward deployment of U.S. forces, with reinforcing forces being drawn from the Continental United States (CONUS). Instead of forward stationing, the' United States is modifying its strategy to one that centers around responding to crises worldwide through power projection, primarily with major land and air forces based in CONUS. With the advent of the CONUS-based strategy, the Armed Forces' capability to project its forces rapidly by means of sealift has become even more critical. Since the Spanish-American War, the U.S. has depended on a strong Merchant Marine fleet to deploy forces to the theater of operations. Unfortunately, as America turns to its new CONUS-based strategy and sealift gains in importance, its merchant marine industry is seriously deteriorating. This paper examines the status of the America's sealift assets, both commercial and strategic reserves, in light of their role in supporting our Armed Forces. Additionally, it considers how these assets directly affect the National Command Authority's ability to execute its military strategy.

It also prescribes the necessity to move toward a more joint way of life. With increased emphasis on jointness, the Navy has made significant strides in becoming a partner with the other services. Not only are the serves more joint, but so are the organizations participating in contractual agreements. One area where DoD and industry have increased their joint relationship is in the area of strategic sealift. As the world's shipping industries have grown the U.S. industry has reduced by one third. This has presented DoD with a major dilemma. The current NSS calls for strategic sealift to support two simultaneous Major Regional Conflicts. The MSA of 1996 was passed by Congress to ensure supportability of U.S. forces overseas. The VISA is an agreement to make intermodal shipping services and capacity available to DoD as required to support the emergency deployment and sustainment of U.S. military forces. It is accomplished by cooperation between DoD, DoT, and Industry. This research presents analysis of current policies and sealift capabilities in support of the two MRC scenario.

These dramatic events have given rise to a new National Military Strategy. This new strategy has a regional focus and has as key components the concepts of 'Forward Presence' and 'Power Projection'. With the United States defense establishment retrenching due to a reduced global threat environment and austere fiscal resources, we will have far less forces stationed overseas with a greater need to reinforce those forces with strategic mobility assets. To meet the objectives of the new strategy, we must now place a greater reliance on the strategic mobility triad consisting of airlift, sealift and prepositioning.

In August 1991, President Bush outlined a new defense strategy based on four major elements: deterrence, forward presence, crisis response, and reconstitution. This policy is mandated by the new world order that will require the U.S. defense force to be smaller, CONUS based, mobile, as well as versatile and balanced. In essence, the force must be trained and ready. This readiness infers mobility with a capability for power projection to defend U.S. interests anywhere in the world. Strategic mobility demands we build and deploy a force that can fight on arrival and continue long term operations. The required surge and sustainment implies a strategic sealift capable of implementing this national defense strategy. However, the U.S. strategic sealift capability is on hard times. Ships are aging in both the commercial and military fleets, merchant mariners are becoming fewer and fewer and economic factors hamstring Congress and the Department of Defense for competing issues. To meet our need for sealift new innovative business practices must be entertained to fund the fleet with at least supplemental, if not sustaining, revenues for future operations. A form of trust fund, a straight sealift fund, that supplements Congressional appropriations and aids our merchant marine industry is necessary. Revenues from leasing, sales, scrapping, and international burden sharing can be cycled to stay within a fund rather than be returned to a general fund destined to be at the whims of competing projects. The government must get on track for strategic sealift in the force capability process.

Book excerpt: Strategic Sealift is considered vital for our national security, and is often termed the Fourth Arm of Defense. It is made up of two fleets, one owned and operated by the U.S. government, the other owned and operated by commercial companies and often chartered by the U.S. government. The most recent studies on the status of strategic sealift in the United States, have all indicated that our present capabilities, both fleets, are insufficient to handle anticipated National defense requirements. This thesis is an investigation into our capabilities in light of the recent Persian Gulf war. Some decision makers in Washington are saying that, due to the outstanding results of Operations Desert Shield and Desert Storm, the United States no longer needs an active Merchant Marine. Despite these results our Fourth Arm is still insufficient. This thesis examines the reasons why this is true, and considers possible solutions to this problem, some of which have been provided from both the government and commercial companies. The conclusion is that to ensure our national security the United States must take decisive action now to improve both the government and the Merchant Marine fleets.

He shows that although combat strategy and tactics receive high profile attention it is Lift capability and capacity as a prerequisite that is fundamental to attaining objectives. The thesis of this study is that strategic sealift is crucial to the U.S. ability to project military forces to protect its vital interests abroad. Therefore, a sound and workable National Security Sealift Policy is not only necessary but also essential in moving U.S. military forces in a power projection strategy. The National Security Council has used the National Security Sealift Policy as the blue print for developing concepts and procedures for deploying sealift assets to meet the requirements as specified in the Mobility Requirement Study Bottom-up Review. This study reviews the adequacy of the National Security Sealift Policy and its capability of meeting the sealift needs for the Defense Transportation System.
