Excerpt: The Iowa-class battleships were a class of fast battleships ordered by the United States Navy in 1939 and 1940 to escort the Fast Carrier Task Forces which would operate in the Pacific Theater of World War II. Six were ordered during the course of World War II, but only four were completed in time to see service in the Pacific Theater. The last two had been laid down, but as a result of the postwar drawdown of the armed forces they were canceled prior to completion and eventually scrapped. Like other third-generation American battleships, the Iowa class followed the design pattern set forth in the preceding North Carolina- and South Dakota-class battleships, which placed great emphasis on speed as well as on the secondary and anti-aircraft batteries. Between the mid-1940s and the early 1990s the Iowa-class battleships were involved in four major wars fought by the United States. In World War II, they defended aircraft carriers and shelled Japanese positions. During the Korean War, the battleships provided seaborne artillery support for United Nations forces fighting against North Korea, and in 1968 New Jersey shelled Viet Cong and Vietnam People's Army military forces in the Vietnam War. All four were reactivated and armed with missiles during the 1980s as part of the 600-ship Navy initiative; in 1991 Missouri and Wisconsin fired missiles and 16-inch (406 mm) guns at Iraqi targets during the First Gulf War. Citing the impending end of the Cold War and the sizable operating expense, the United States Navy decommissioned all four battleships in the late 1980s and early 1990s. The modern navies were the first of the armed services faced with fundamental and abrupt technological change. The wooden sailing ships that had fought sea battles for nearly two centuries were, in only a few years, rendered obsolete by a veritable tidal wave of innovation. With the deployment of the revolutionary HMS Dreadnought in 1903, the new technology reached its full fruition: the gigantic sleek, steel-clad, many-gunned vessel that would rule the seas (or at least the minds of Naval commanders) for years to come. O'Connell shows how other nations raced to emulate this new prototype (much in the fashion of the nuclear arms race of later decades), usually at the expense of much more effective forms of naval force. He also demonstrates compellingly the dashed expectations for the battleship occasioned by the outbreak of war in 1914. While many anticipated a massive twentieth-century Trafalgar, in actuality dreadnoughts everywhere avoided battle, and when they did fight, the results were most often inconclusive or even irrelevant. With the Battle of Jutland in 1916--the only real naval showdown of the war--the ineffectiveness of the battleship as the pre-eminent weapon of war was made abundantly clear: the German navy scored on only 120 hits out of 3,597 heavy shells fired while the British had an even more dismal showing--100 out of 4,598, or a hit ratio of 2.17%. Yet, in spite of this display of impotence, the world's great naval yards continued to turn out the huge vessels. O'Connell observes that even after the heart of the American fleet was sunk by the Japanese at Pearl Harbor, the almost superstitious faith in the battleship insured its survival. While they have never played a decisive role in the outcome of any modern war, they have continued to be resurrected and refurbished--even equipped with cruise missles--right up to the present day. Sacred Vessels is more than the unmasking of a false idol of naval history. It is a cautionary tale about the often unacknowledged influence of human faith, culture, and tradition on the exceedingly important, costly, and suppossedly rational process of national defense. Not only is it a gripping tale well-told, it is essential reading for anyone hoping to understand the dynamics involved in the arming of nations.

Stillwell relates the sequential building of a successful career, illustrating Admiral Lee's focus on operational, tactical, and strategic concerns. During his service in the Navy Department from 1939 to 1942, Lee prepared the U.S. Navy for war at sea, and was involved in inspecting designs for battleships, cruisers, aircraft carriers, and destroyers. He sent observers to Britain to report on Royal Navy operations during the war against Germany and made plans to send an action team to mainland China to observe conditions for possible later Allied landings there. Putting his focus on the need to equip U.S. warships with radar and antiaircraft guns, Lee was one of the few flag officers of his generation who understood the tactical advantage of radar, especially during night battles. In 1942 Willis Lee became commander of the first division of fast battleships to operate in the Pacific. During that service, he commanded Task Force 64, which achieved a tide-turning victory in a night battle near Guadalcanal in November 1942. Lee missed two major opportunities for surface actions against the Japanese. In June 1944, in the Marianas campaign, he declined to engage because his ships were not trained adequately to operate together in surface battles. In October 1944, Admiral William Halsey's bungled decisions denied Lee's ships an opportunity for combat. Continuing his career of service near the end of the war, Lee, in the summer of 1945, directed anti-kamikaze research efforts in Casco Bay, Maine. While Lee's wartime successes and failures make for compelling reading, what is here in this biography is a balanced look at the man and officer.
