Our withdrawals from Iraq and Afghanistan, the administration's rebalance to other regions and its dealmaking with Iran help shape this view. There is widespread uncertainty about U.S. commitment in the Middle East. Former U.N. [United Nations] Ambassador to Iraq James Jeffrey [wrote] in a recent op-ed, "As often happens in this region." Equally important is our military posture in the region, how we combat evolving threats, deter Iran, degrade Al Qaeda, and assure our allies and partners. We also must ensure our military posture and its associated capabilities are not traded for interim deals with regimes that have a history of noncompliance.

One is the Middle East, which has been the epicenter of most U.S. policy activity for over a third of a century. The second is energy policy, particularly as it is affected by the development and exploitation of shale oil and gas reserves in the United States. This is linked to the Middle East because it has been American dependence on Middle East petroleum that has created the interest the U.S. has in this region. The third area is military manpower policy and two simultaneous wars in the new century have raised questions about the all-volunteer force policy in place since 1972. It is increasingly evident that foreign and defense policy are strained and in need of fresh conceptualization. The three areas identified are the most obvious examples of policy dysfunction. The key area is the Middle East region. As long as the United States remains heavily committed to this part of the world, especially with military force and essentially because of its energy needs, there will be strains on manpower resources that could force a reexamination of the all-volunteer concept. At the same time, the reduction of U.S. dependence on Middle Eastern oil loosens the bonds that seem to impel American activism in the region. The result could be true opportunities for a less confrontational, adversary-driven foreign and defense posture.

The research presented provides an overview of how U.S. foreign policy toward the Middle East has developed and argues the necessity of reform in the current U.S. strategic approach toward the Middle East.

Book excerpt: Significant changes lie ahead for U.S. security strategy in the Persian Gulf after almost a decade of stasis. In the decade between the Gulf War and the terrorist attacks on the World Trade Center and the Pentagon, the strategy of dual containment of Iraq and Iran was a key driver of American military planning and force posture for the region. During these years, the overriding U.S. concern was preserving access to Gulf oil at reasonable prices; both Iran and Iraq possessed only a limited ability to project power and influence beyond their borders; the Persian Gulf states acquiesced to a significant U.S. military presence on their soil despite the domestic costs; and the United States was reasonably successful, at least until the second Palestinian intifada in September 2000, in insulating its relationships with key Gulf states from the Israeli-Palestinian conflict. At the end of the Clinton administration, it seemed safe to assume that the regional security environment would continue to evolve more or less on its present trajectory and that the challenge confronting the United States was how to manage U.S. forward presence for the long haul under increasingly stressful conditions. This premise is no longer valid. The strategy of dual containment, which is just barely alive, will expire in one way or another in all likelihood because the United States decides to end Saddam Husayn's rule. American success in engineering a regime change in Baghdad will require a substantial increase in U.S. forward deployed forces followed by a multinational occupation of Iraq that is likely to include a significant U.S. military component. At the same time, even if regime change does not occur in Iraq, other factors are likely to put pressure on the United States over the next decade to alter the shape of its military posture toward the region. The purpose of this study is to evaluate the implications of these political, strategic, security, and military factors for U.S. military presence and force posture, defense and security relationships, and force planning for the region. Specifically, the chapters that follow seek to frame the issues, options, and tradeoffs facing U.S. defense planners by focusing on the following questions: To what extent does the emerging security environment-that is, the changing nature of U.S. interests and threats to those interests- require changes in the size and composition of forward deployed forces, peacetime engagement activities, military operations, and force protection? Does the United States need to reconfigure its security and military relationships with regional friends and allies to take account of their changing security perceptions and policies? Are there trends in the strategic environment that are likely to generate new demands and requirements for the Armed Forces? How can the United States reconcile the call in the Quadrennial Defense Review 2001 for greater flexibility in the global allocation of U.S. defense capabilities with the harsh reality that, for the foreseeable future, forward defense of the Persian Gulf will remain dependent on substantial reinforcements from the United States? The main conclusion of this study is that, with or without regime change in Iraq, the United States will need to make significant adjustments in its military posture toward the region.

Book excerpt: Like the Arab-Israeli Six-Day War of 1967, the U.S. invasion of Iraq is fundamentally reordering regional politics and security in ways that will be felt for a generation, if not longer.1 The Pandora's Box opened by the United States in Iraq adds a new level of unwelcome complexity to an already strained regional fabric. Threats to regional security stem from global, interstate, and intrastate sources. The complicated, multidimensional, and interrelated natures of these threats suggest that the United States must reassess strategy and policy if it is to protect and further its regional interests. The objective of this monograph is threefold: (1) deconstruct the threats to regional security and stability in the aftermath of the Iraq invasion; (2) determine whether U.S. strategy is tailored to the threat environment; and (3) suggest steps that can be taken to bring strategy and the environment into closer alignment. Such a process runs counter to the current defense planning methodology paradigm used by the Defense Department. Both the 2006 Quadrennial Defense Review and its predecessor released just after the September 11, 2001 (9/11) attacks called for the divorce of U.S. strategy and defense planning from specific regional threats and contingencies. Instead, the planning documents called for the development of "capabilities portfolios" to enable U.S. military forces to fight in a series of different operational environments: irregular warfare against nonstate actors, traditional interstate warfare, catastrophic attacks using weapons of mass destruction, and disruptive attacks from adversaries using cyber-warfare or other advanced technologies. This monograph argues that the United States needs to reconnect its strategy, policy, and defense planning to regional environments if it is to have any hope of mitigating threats to its interests, not just in the Middle East, but around the world. The altered distribution of power has changed the nature of the security dilemma for regional states-the critical structural dynamic in interstate interactions and the engine driving the region's geopolitical instability. The security dilemma refers to a term of art from the international relations theory of realism, which argues that states are primarily motivated by self interest and exist in an anarchical, self-help system. The modern form of realism, the so-called "neo-realist" paradigm developed by Kenneth Waltz, holds that actions taken by states to protect and enhance their security create in turn insecurity for surrounding states that causes states to balance and counterbalance each other in a never-ending cycle.2 Under this theory, the security dilemma of states and the relative distribution of power in the international system are a structural dynamic that governs interstate interactions. States pursue security through a combination of arms buildups and political-military relationships with other strong states in alliances. Pursuit of nuclear weapons-the putative ultimate guarantor of state security-and/or nuclear partners is explained under realist theory as a logical result of states' quest for security. That quest for security is operationalized by states' political leadership using a rational decisionmaking process that apportions available resources to meet the security needs of the state.

Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. The tenor of the discussion is strategy and policy assessment as opposed to operational and tactical considerations. The presence of vast energy resources and location at the center of the Middle East account for the Gulf's geo-strategic importance and its attraction to major powers. U.S. involvement and military presence dates back to the early part of the last century, and includes a host of political, economic, and geo strategic objectives. Prior to the Gulf War, U.S. military presence was largely over the horizon, accommodating the sensitivities of local culture. After 1991, it remained deliberately low profile, and yet U.S. presence was criticized due to local perceptions of misconstrued U.S. policies that are harmful to Arab and Muslim interests. The September 11 attack on the United States and subsequent events associated with the war on terrorism have exacerbated negative public attitudes about U.S. policies and engagement in the region. Simultaneously, however, the traditional regimes of the Gulf countries continue to welcome U.S. engagement, regarding it as the cornerstone for the region.s security. Access to oil, security of Israel, and stability and security of the region are identified as perennial U.S. interests. It is argued that U.S. policies for the Gulf are affected by developments elsewhere in the Middle East and often lead to the charge of double standards and bias. The U.S. handling of the peace process and its support for Israel are contrasted with how the United States implements the dual containment policy against Iraq and Iran. U.S. security strategy for the Gulf and the defense cooperative agreements it has with Gulf Cooperation Council members that authorize its military presence are detailed. Forward presence and the pre-positioning of equipment are the linchpins of U.S. deterrence strategy and U.S. ability to enforce the United Nations (U.N.) mandated sanctions against Iraq. Following a survey of security challenges and U.S. policies to manage them, the author presents a regional appraisal of U.S. military posture. He elaborates on the Gulf States' attitudes toward U.S. military presence on their soil and notes that each state views its engagement with the United States differently. This analysis provides a glimpse of Gulf regional politics and security concerns. The last section deals with the war on terrorism whose consequences are regarded by Islamic radicals as a .clash of civilizations.. However, others in the region are calling for a .dialogue of civilizations. to contain the phenomenon of terrorism. The discussion reveals that the Bush administration, in prosecuting the war on terrorism, has discovered a link to the festering Middle East conflict just as the former Bush administration was exposed during the Gulf War to the same conflict.
