Carl J. Richard convincingly shows that Wilson’s original intent was to enable Czechs and anti-Bolshevik Russians to rebuild the Eastern Front against the Central Powers. But Wilson continued the intervention for a year and a half after the armistice in order to overthrow the Bolsheviks and to prevent the Japanese from absorbing eastern Siberia. As Wilson and the Allies failed to formulate a successful Russian policy at the Paris Peace Conference, American doughboys suffered great hardships on the bleak plains of Siberia. Richard argues that Wilson’s Siberian intervention ironically strengthened the Bolshevik regime it was intended to topple. Its tragic legacy can be found in the seeds of World War II—which began with an alliance between Germany and the Soviet Union, the two nations most aggrieved by Allied treatment after World War I—and in the Cold War, a forty-five year period in which the world held its collective breath over the possibility of nuclear annihilation. One of the earliest U.S. counterinsurgency campaigns outside the Western Hemisphere, the Siberian intervention was a harbinger of policies to come. Richard notes that it teaches invaluable lessons about the extreme difficulties inherent in interventions and about the absolute need to secure widespread support on the ground if such campaigns are to achieve success, knowledge that U.S. policymakers tragically ignored in Vietnam and have later struggled to implement in Iraq and Afghanistan.

Wilson and Truman took these ideas as the starting point for their policy formulation and pronouncements. Truman both acknowledged his indebtedness to Wilson and learned from his mistakes. This study places the two presidents within the broader American tradition and explores the way they combined reverence for the past with innovative policies. Pierce provides a cohesive argument against those who simplify and categorize American ideals in order to demean them. Her findings show that the assumption that Wilson was an idealist while Truman was a realist distorts our understanding of these men and denies the seriousness of their positions. She reveals Truman's brilliance as a foreign policy strategist and his fervency as a spokesperson for American ideals. He was never willing to dispense with geopolitics for the sake of internationalism, nor with internationalism for the sake of geopolitics, but insisted that our mission and our power were combined threads in our work for freedom. Truman's wisely construed version of Wilsonianism, which itself was an interpretation of America's mission and power, holds great promise for the United States today.

In response the Mendezes and other aggrieved parents from nearby school districts went to federal court to challenge the segregation. Uniquely, they did not claim racial discrimination, since Mexicans were legally considered white, but rather discrimination based on ancestry and supposed "language deficiency" that denied their children their Fourteenth Amendment rights to equal protection under the law. In 1945 Gonzalo and Felicitas Mendez, California farmers, sent their children off to the local school, only to be told that the youngsters would have to attend a separate facility reserved for Mexican Americans. In response the Mendezes and other aggrieved parents from nearby school districts went to federal court to challenge the segregation. Uniquely, they did not claim racial discrimination, since Mexicans were legally considered white, but rather discrimination based on ancestry and supposed "language deficiency" that denied their children their Fourteenth Amendment rights to equal protection under the law. Strum tells how, thanks to attorney David Marcus's carefully crafted arguments, federal district court judge Paul McCormick came to support the plaintiffs on the grounds that the social, psychological, and pedagogical costs of segregated education were damaging to Mexican-American children. The school districts claimed that federal courts had no jurisdiction over education, but the Ninth Circuit upheld McCormick's decision, ruling that the schools' actions violated California law. The appeal to the Ninth Circuit was supported by amicus briefs from leading civil liberties organizations, including the NAACP, which a few years later would adapt the arguments of Mendez in representing the plaintiffs in Brown. Strum effectively weaves together narrative and analysis with personality portraits to create a highly readable and accessible story, allowing us to hear the voices of all the protagonists. She also presents the issues evenhandedly, effectively balancing her presentation of arguments by both the plaintiffs and the schools that sought to continue the segregation of Mexican-American students. Ultimately, Mendez highlights how Mexican Americans took the lead to secure their civil rights and demonstrates how organization, courage, and persistence in the Mexican-American communities could overcome the racism of the school boards. Their inspiring example is particularly timely given the current controversies over immigration and the growing national interest in Latino life.
