This paper uses queuing and simulation models to examine the USMC KC130 tanker requirement, contrasts the results and explores the budgetary implications of alternative fleet requirements. This analysis finds that queuing models don't account for some of the complexities of aerial refueling operations. Therefore, queuing models may miscalculate the KC130 requirement. Simulation models give a more accurate depiction of actual KC130 requirement. Further, by incorrectly specifying the requirement the USMC could be faced with significant operational and budgetary implications.

Book excerpt: NAVAIR funded a research project to answer the question: how many KC- 130Js Aerial Refueling Tankers will the U.S. Marine Corps (USMC) need to meet their future wartime requirements? This thesis supports that study. Thesis results were incorporated into the recently completed Marine KC-130 Requirements Study. by Professors Gates, Kwon, Washburn, and Anderson. Specifically, the thesis focuses on the tradeoffs the USMC faces between requirements, performance, and life-cycle costs. The KC-130J aerial refueling requirement must support expected USMC fixed-wing refueling demand during two nearly simultaneous major theater wars. Furthermore, refueling capacity must keep the average time an aircraft waits in the aerial refueling queue (CT(q)) below five minutes. To define the tradeoff between the KC-130J requirement and system performance (waiting time), the thesis develops a Simulation Model using the ARENA(copyright) simulation language. The simulation model highlights the impact of capacity failures (refueling drogues and hoses) and overlaps between KC-130J sorties, two potentially significant factors that can't be explored with standard static queuing theory models. Next, the thesis develops a Life Cycle Cost (LCC) Model that incorporates cost variability using the Crystal Ball EXCEL(copyright) spreadsheet add-on. The model defines the tradeoffs between LCC and KC-130J fleet size. The resulting analysis and conclusions specify a base- case KC-130J requirement and discuss the tradeoffs between the requirement, life-cycle cost and system performance.

Evans Award On 1 January 1929, a tri-engined Fokker C-2 aircraft, with a crew of five aboard, climbed into the southern California sky. This aircraft, dubbed the Question Mark, was not history's first air refueling mission, but it played a crucial role in the beginning of air refueling efforts and in the development of the US Army Air Corps. In fact, the first attempts at air refueling started in 1921 with five-gallon gas cans. On 2 October 1921, a US Navy lieutenant in the back of a Huff-Daland HD-4 used a grappling hook to snag a gas can from a float in the Potomac River, and on 21 November, a wing walker with a gas can strapped to his back climbed from an airborne Lincoln Standard to a Curtiss JN-4 and proceeded to pour the gas into the aircraft's tank. While these two publicity stunts deserve mention, the first air-to-air refueling using a gravity-flow hose occurred in 1923. Earlier that year, the US Army Air Service had equipped two De Haviland DH-4Bs with inflight hoses. After installation, testing, and preparation, the Army Air Service was ready to put it to use, and on 27 June, one of the DH-4s flew a 6-hour and 38-minute flight that included two air refuelings. Testing continued through much of 1923 until 18 November, when the hose became entangled in the right wings of the two aircraft. Lieutenant P. T. Wagner, the pilot of the refueler, was killed in the accident.

GAO found that: (1) in late 1990, the Air Force initiated a tactical air refueling standardization package; (2) the cost to modify 3,000 F-15 and F-16 fighters and 250 tankers could be offset by the retirement of 26 KC-135 tankers; (3) the tactical air refueling initiative is intended to increase efficiency, effectiveness, interoperability, and safety during multiservice air operations; (4) the Air Force has significantly downsized and restructured the refueling initiative; (5) the assumptions used in an air staff multipoint utility study were not well founded and understated the benefits of twin off-load points; (6) the technical and operational concerns about retrofitting fighters with probes have been exaggerated; (7) the Air Force is satisfied with its refueling system and is unwilling to commit its resources to a different refueling system; (8) Desert Storm air refueling operations confirmed the advantages of multipoint refueling and pointed out additional benefits during air space-constrained operations; (9) retrofitting 15 KC-10 aircraft with twin off-load points may not be cost-effective if the Air Force does not add probes to its fighter aircraft; and (10) the Air Force is proposing to address Navy air refueling requirements by adding multipoint refueling capabilities to 75 KC-135 tankers.
