Book excerpt: The construction of the European Community (EC) has widely been understood as the product of either economic self-interest or dissatisfaction with the nation-state system. In Europe United, Sebastian Rosato challenges these conventional explanations, arguing that the Community came into being because of balance of power concerns. France and the Federal Republic of Germany—the two key protagonists in the story—established the EC at the height of the cold war as a means to balance against the Soviet Union and one another. More generally, Rosato argues that international institutions, whether military or economic, largely reflect the balance of power. In his view, states establish institutions in order to maintain or increase their share of world power, and the shape of those institutions reflects the wishes of their most powerful members. Rosato applies this balance of power theory of cooperation to several other cooperative ventures since 1789, including various alliances and trade pacts, the unifications of Italy and Germany, and the founding of the United States. Rosato concludes by arguing that the demise of the Soviet Union has deprived the EC of its fundamental purpose. As a result, further moves toward political and military integration are improbable, and the economic community is likely to unravel to the point where it becomes a shadow of its former self.

The idea of ‘unity of culture’ in Medieval Latin Europe is well known in historical texts, especially when it concerns the so-called ‘Europe North of the Alps’. This book investigates the similarities and differences in material culture between areas, regions and political entities and opens the dialogue for a more interregional discussion. The editors acknowledge that there are numerous challenges in understanding the phenomenon the volume addresses, the fundamental one being defining (or even redefining) a common material culture of Europe. Important in determining this is greater appreciation of how objects reflect interactions between peoples, both local and foreign, which can be driven by a variety of factors, including trade, conflict and diplomacy etc. But just as important is observing the differences between ‘things’ across Europe, reflecting developments and transformations its cultural, social and economic history. Domestic Budgets in a United Europe, which explains the content, evolution, and effectiveness of fiscal institutions, will be the definitive account of European budget reform in the late twentieth century.Mark Hallerberg examines the making of budgets in EU countries from 1973 to 2000 and explores why those countries introduced fiscal rules when they did. In 1993, when the fiscal-policy criteria for monetary union were first announced, only Luxembourg and the Republic of Ireland would have qualified. In 1997, only Greece failed. Various explanations have been advanced for this rapid turnaround, including luck (a favorable economic climate reduced pressures on local budgets), accounting tricks, and the increasing pressures caused by international capital mobility. Underlying these various explanations is a basic skepticism about whether countries in the European Union actively worked to reform their national budgeting procedures. In rich case studies, Hallerberg shows that the member-states did indeed reform their budget institutions. Many of them, he finds, had started that process long before the formal signing of the Maastricht Treaty of 1991, making domestic changes that allowed them to qualify individually under EMU criteria.
