Although comprehensive in classifying the causes and limitations of transitions to democracy, "The Third Wave" was also limited in its definition of democracy and expectations of a new democracy. This volume engages with the topics of democracy and democratisation in contemporary African politics at the local, national and continental level. It acknowledges a conceptual debt to Huntington when discussing elections, party systems, leadership and the development of continental norms of liberal democracy, but also highlights new conversations (eg: about participatory spaces) that go beyond the Third Wave.

The contributions blend historical, ideational, cultural and structural explanatory factors to analyze the trajectories of military reform in Indonesia and Nigeria, two major regional powers that share many structural commonalities. In the tradition of the literature on security sector reform (SSR), the book not only scrutinizes executive initiatives toward military reform, but also provides ample coverage of societal actors. Findings show that while military reform is stagnating in both countries, societal forces ought to be taken into account more as major driving forces in explaining military reform. Several chapters study how legislatures, non-governmental organizations and the civilian defence epistemic community contribute to the transformation of military institutions. The last part of the book tackles another aspect rarely studied in the literature on military reform, namely, the role of militias in military reform.

Ndlovu-Gatsheni and Mhlanga successfully assembled competent African scholars to deal exhaustively with various empirical cases of ethno-national conflicts throughout the African continent as well as engaging with such pertinent issues as Pan-Africanism as a panacea to these problems. This important book delves deeper into complex issues of space, languages, conflict, security, nation-building, war on terror, secession, migration, citizenship, militias, liberation, violence and Pan-Africanism.
