It begins with some general comments about the different decision components within the project planning process - the definition of objectives, the identification of alternative courses of action, the establishing of criteria, the evaluation of alternatives and the final recommendation. The authors highlight the ability of Multicriteria Decision Aid to reconcile the economic, technical and environmental dimensions of the projects for its planners. They emphasize the complexity of this process, illustrating the importance of identifying the stakeholders within it, as they greatly influence the definition of the decision criteria. A brief case study illustrates these different aspects. Following a comparison of Cost Benefit Analysis and Multicriteria Decision Aid, the introductory chapter sets out the structure of the book, with four subsequent chapters devoted to the methodology of ELECTRE and three outlining case studies involving different versions of ELECTRE. The chapters concentrating on the ELECTRE methodology first give an overview of the main MCDA methods before presenting the ELECTRE method in detail. Each chapter answers the following questions: (1) In what context should the ELECTRE methods be chosen? (2) Which version of the methods is most appropriate to apply to a given problem? Another chapter deals with a critical and delicate problem within MCDA - how to adequately assess the role played by each criterion in a given decision problem, and how this translates into an appropriate weighting for it. Each one covers a different civil engineering discipline and each uses a different version of ELECTRE. The final chapter on methodology presents some accessories which, when used with ELECTRE, can greatly enhance its usefulness in practice. This book is outstanding in many respects. I am convinced that the simple, clear and concise style of the authors will make this book accessible to very many readers. No important aspect of the subject is neglected, and the concise nature of this book does not hinder its originality. Last but not least, the manner in which the case studies are described allows the authors not only to demonstrate the validity of the approach and procedures presented, but also to help the reader understand how to apply them in an effective manner. This particular form of social-psychological space comes into being whenever a piece of actual physical space is dominated by relationships between and among persons who are strangers to one another, as often occurs in urban bars, buses, plazas, parks, coffee houses, streets, and so forth. More specifically, the book is about the social life that occurs in such social-psychological spaces (the normative patterns and principles that shape it, the relationships that characterize it, the aesthetic and interactional pleasures that enliven it) and the forces (anti-urbanism, privatism, post-war planning and architecture) that threaten it. The data upon which the book's analysis is based are diverse: direct observation; interviews; contemporary photographs, historic etchings, prints and photographs, and historical maps; histories of specific urban public spaces or spatial types; and the relevant scholarly literature from sociology, environmental psychology, geography, history, anthropology, and architecture and urban planning and design. Its central argument is that while the existing body of accomplished work in the social sciences can be reinterpreted to make it relevant to an understanding of the public realm, this quintessential feature of city life deserves much more u it deserves to be the object of direct scholarly interest in its own right. Book excerpt: This book is a collection of overview articles showing how space-based observations, combined with hydrological modeling, have considerably improved our knowledge of the continental water cycle and its sensitivity to climate change. Two main issues are highlighted: (1) the use in combination of space observations for monitoring water storage changes in river basins worldwide, and (2) the use of space data in hydrological modeling either through data assimilation or as external constraints. The water resources aspect is also addressed, as well as the impacts of direct anthropogenic forcing on land hydrology (e.g. ground water depletion, dam building on rivers, crop irrigation, changes in land use and agricultural practices, etc.). Remote sensing observations offer important new information on this important topic as well, which is highly useful for achieving water management objectives.Over the past 15 years, remote sensing techniques have increasingly demonstrated their capability to monitor components of the water balance of large river basins on time scales ranging from months to decades: satellite altimetry routinely monitors water level changes in large rivers, lakes and floodplains. When combined with satellite imagery, this technique can also measure surface water volume variations. Passive and active microwave sensors offer important information on soil moisture (e.g. the SMOS mission) as well as wetlands and snowpack. The GRACE space gravity mission offers, for the first time, the possibility of directly measuring spatio-temporal variations in the total vertically integrated terrestrial water storage. When combined with other space observations (e.g. from satellite altimetry and SMOS) or model estimates of surface waters and soil moisture, space gravity data can effectively measure groundwater storage variations. New satellite missions, planned for the coming years, will complement the constellation of satellites monitoring waters on land.
