Following the 9/11 terrorist attacks, however, popular wisdom dictated that terrorist organizations and radical fanatics could not be deterred—and governments shifted their attention to combating terrorism rather than deterring it. This book challenges that prevailing assumption and offers insight as to when and where terrorism can be deterred. It first identifies how and where theories of deterrence apply to counterterrorism, highlighting how traditional and less-traditional notions of deterrence can be applied to evolving terrorist threats. It then applies these theoretical propositions to real-world threats to establish the role deterrence has within a dynamic counterterrorism strategy—and to identify how metrics can be created for measuring the success of terrorism deterrence strategies. In sum, it provides a foundation for developing effective counterterrorism policies to help states contain or curtail the terrorism challenges they face.

A system with many different centers is more stable due to its diversity, enabling one part to substitute for another. Positive incentives can be offered to actual and prospective terrorists not to engage in violent acts. Incentives include: reintegrating terrorists into society, welcoming repentents and offering them valued opportunities. Diverting attention by naming several terrorist groups potentially responsible for a particular terrorist act. The government thus supplies more information than the terrorist responsible would wish.

This book originates from the NATO Advanced Research Workshop (ARW) Counter-Terrorism Lessons from Maritime Piracy and Narcotics Interdiction, held in Copenhagen, Denmark, in May 2019. Participants in the three-day workshop included policymakers, senior military officers, and academics from NATO member states, international organizations, and two partner nations: Colombia and Israel. Their extensive discussions focused on methods for protecting critical maritime infrastructure, such as ports, supplies, and personnel, from seaborne terrorist attacks. Presentations and roundtables also addressed the human and social factors that contribute to the defense against terrorism in the maritime domain. The book is divided into three sections: organized crime and narcotrafficking; maritime piracy; and terrorism, and aims to bridge the gaps between these three substantive areas of maritime security research. These have remained largely separate areas of research in the past, with the result that valuable maritime security lessons from counter-piracy and counter-narcotics operations have not been fully incorporated into counter-terrorism best practice. The book facilitates the transmission of lessons learned from counter-piracy and counter-narcotic operations to formulate recommendations for best practice and technological innovations to manage maritime terrorism, and will be of interest to all those working in the field.

Book excerpt: This book examines the question of how to deter a non-state terrorist actor. Can terrorism be deterred? This book argues that current research is unable to find strong cases of deterrence success, because it uses a flawed research design which does not capture the longitudinal dynamics of the process. So far, the focus of inquiry has been on the tactical elements of a state’s counterterrorism strategy, instead of the non-state actor’s grand strategies. By studying the campaigns of Hezbollah, the Palestinians, the Irish Republican Army, Chechens, the Kurdistan Workers' Party, and Al-Qaeda/Taliban and ISIS over time, we can see that deterrence strategies that target the cost-benefit calculus of terrorist organizations lead to wars of attrition – which is the non-state organization’s strategy for victory. To escape the attrition trap, the state must undermine the attrition strategy of terrorist organizations by using offensive campaigns that become critical educational moments. The case studies presented here uncover an evolutionary process of learning, leading to strategic deterrence successes. Some terrorist organizations abandoned the use of force altogether, while others abandoned their aspirational goals or resorted to lower levels of violence. These findings should enable policymakers to transition from the failed policy that sought to defeat the Taliban and al-Qaeda in the unending war in Afghanistan to a policy that successfully applies deterrence. This book will be of much interest to students of deterrence theory, terrorism studies, war and conflict studies, and security studies.

The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. Why do countries typically use diplomacy honestly, despite incentives to bluff? Why are they often able to deter attacks using merely verbal threats? International relations theory is largely pessimistic about the prospects for effective diplomacy, yet leaders nevertheless expend much time and energy trying to resolve conflicts through verbal negotiations and public statements. Deterrence by Diplomacy challenges standard understandings of deterrence by analyzing it as a form of talk and reaches conclusions about the effectiveness of diplomacy that are much more optimistic. Anne Sartori argues that diplomacy works precisely because it is so valuable. States take pains to use diplomacy honestly most of the time because doing so allows them to maintain reputations for honesty, which in turn enhance their ability to resolve future disputes using diplomacy rather than force. So, to maintain the effectiveness of their diplomacy, states sometimes acquiesce to others' demands when they might have been able to attain their goals through bluffs. Sartori theorizes that countries obtain a "trade" of issues over time; they get their way more often when they deem the issues more important, and concede more often when they deem the issues less important. Departing from traditional theory, this book shows that rather than always fighting over small issues to show resolve, states can make their threats more credible by sometimes honestly acquiescing over lesser issues--by not crying "wolf."
