As hydropower responds to a larger share of energy demand, dams may also help to reduce the consumption of fossil fuels, welcome news in a country where air and water pollution have become dire and greenhouse gas emissions are the highest in the world. Yet the advantages of dams come at a high cost for river ecosystems and for the social and economic well-being of local people, who face displacement and farmland loss. This book examines the array of water-management decisions faced by Chinese leaders and their consequences for local communities. Focusing on the southwestern province of Yunnan—a major hub for hydropower development in China—which encompasses one of the world's most biodiverse temperate ecosystems and one of China's most ethnically and culturally rich regions, Bryan Tilt takes the reader from the halls of decision-making power in Beijing to Yunnan's rural villages. This publication provides recommended policy initiatives to ensure the PRC’s 13th Five-Year Plan (2016–2020) contributes to significant improvements in national water security, particularly in extreme water-scarce provinces. Some actions proposed for increased water security are better water resources management, more cross-sector planning, deeper reform of the water pricing system, and creation of water markets.

Groundwater management is a formidable challenge, one that remains one of humanity’s foremost priorities. It has become a largely non-renewable resource that is overexploited in many parts of the world. In the 21st century, the issue moves from how to simply obtain the water we need to how we manage it sustainably for future generations, future economies, and future ecosystems. The focus then becomes one of understanding the drivers and current state of the groundwater resource, and restoring equilibrium to at-risk aquifers. Many interrelated dimensions, however, come to bear when trying to manage groundwater effectively. An integrated approach to groundwater necessarily involves many factors beyond the aquifer itself, such as surface water, water use, water quality, and ecohydrology. Moreover, the science by itself can only define the fundamental bounds of what is possible; effective IGM must also engage the wider community of stakeholders to develop and support policy and other socioeconomic tools needed to realize effective IGM. In order to demonstrate IGM, this book covers theory and principles, embracing: 1) an overview of the dimensions and requirements of groundwater management from an international perspective; 2) the scale of groundwater issues internationally and its links with other sectors, principally energy and climate change; 3) groundwater governance with regard to principles, instruments and institutions available for IGM; 4) biophysical constraints and the capacity and role of hydroecological and hydrogeological science including water quality concerns; and 5) necessary tools including models, data infrastructures, decision support systems and the management of uncertainty. Examples of effective, and failed, IGM are given. Throughout, the importance of the socioeconomic context that connects all effective IGM is emphasized. Taken as a whole, this work relates the many facets of effective IGM, from the catchment to global perspective.

The approach has been to evaluate Chinese and international experience to identify policy and institutional factors that have proven effective in promoting the adoption of water conservation and pollution reduction technologies. The research was based on literature reviews, qualitative and quantitative policy analyses, household surveys, field trips, and case studies to develop feasible recommendations for a plan of action based on realities on the ground.

It highlights the basic theory of water rights, with a view to helping Chinese policymakers acquire a deeper understanding of water rights and the need for a reform program in the long-term development of water-poor China. To do so, it draws on three main sources: Cheung SNS’s “Economic Explanation”, Douglas C. North’s “New Economic History” and Ray Huang’s “Macro History”. The book makes two essential contributions: it elaborates the hierarchical water governance structure in China, which originated in the Qin Dynasty that unified the country 2000 years ago and has been employed without interruption ever since; further, it constructs a choice model for water governance structures and advances the logic of making structural choices with minimum transaction costs under constraint conditions, while also explaining the inherent nature of China’s choice for the hierarchical structure from the perspectives of management cost and cooperation cost. As such, the book enriches and builds on the theories of the “water governance” school represented by Karl Marx, Karl Wittfogel and Ray Huang, laying the foundation for the further study of water rights theory in contemporary China.

This book provides an understanding of water security in Asia by investigating how shared water resources affect China’s relationships with neighbouring countries in South, East, Southeast and Central Asia. Since China is an upstream state on most of its shared transboundary rivers, the country’s international water policy is at the core of Asia’s water security. These water disputes have had strong implications for China’s interstate relations, and also influenced its international water policy alongside domestic concerns over water resource management. This book investigates China’s policy responses to domestic water crises and examines China’s international water policy as well as its strategy in dealing with international cooperation. The authors describe the key elements of water diplomacy in Asia which demonstrate varying degrees of effectiveness of environmental agreements. It shows how China has established various institutional arrangements with neighbouring countries, primarily in the form of bilateral agreements over hydrological data exchange. Detailed case studies are included of the Mekong, Brahmaputra, Ili and Amur rivers.

The project was conducted by the Research Institute for Water and Waste Management at RWTH Aachen (FiW) e.V., Bavarian State Ministry of the Environment and Consumer Protection, Technical University of Munich, RWTH Aachen University, German and Chinese companies (Martin Membrane Systems AG, Steinhardt GmbH Wassertechnik, GuHong, JT-elektronik, bluemetric, Huawang Water, EVU Group, Atemis GmbH, i+f process GmbH) in close cooperation with Chinese Academy of Environmental Sciences, Tongji University, and the Dianchi Lake Management Authorities. Overall, the joint Sino-German research project SINOWATER provided solutions for the improvement of the water quality in the mentioned water bodies as well as development and optimization of Good Water Governance. These objectives could be achieved through the implementation of innovative German water technologies and the optimization of water management elements in the fields of industrial and municipal wastewater treatment as well as river and shallow lake management.

In the face of serious environmental concerns and increasing electricity demand, this book examines the environmental impacts that coal power plants have on water resources and the impact water availability has on the electricity sector in a country with a significant number of water-scarce provinces and a large number of power plants located on inland waterways. It discusses the water impacts and constraints for transforming the electric power sector away from coal to renewable energy sources, such as hydropower and concentrated solar power. The book adopts a mix-method approach, combining a plant-level quantitative analysis on water impacts and dependencies in China’s electricity sector and a qualitative analysis of relevant institutions in both sectors.
