Book Administration and effectiveness of HM Revenue and Customs

Download or read book Administration and effectiveness of HM Revenue and Customs written by Great Britain: Parliament: House of Commons: Treasury Committee and published by The Stationery Office. This book was released on 2011-07-30 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report identified serious concerns in a number of areas, including: unacceptable difficulties contacting HMRC by phone during peak periods; endemic delays in responding to post; and an increasing focus on online communication that may exclude those without reliable internet access. The Committee recognises that the Department performs a crucial role and operates under significant external pressures including continuing resource reductions, deficiencies in tax legislation and the legacy of the merger. It also acknowledges the commitment of management to tackling these problems and the dedication and professionalism of HMRC staff. However, it concluded that the Department has a difficult few years ahead of it, as it attempts to improve its service. The Committee makes recommendations in the following areas: Improving the service provided by contact centres; providing robust alternative to online contact; ensuring greater awareness of the impact of process changes on individuals and businesses; ensuring reductions in resources are managed in a way that is commensurate with the enabling IT and process improvements and minimises the loss of Departmental tax expertise; reviewing the division of responsibilities between HMRC and HM Treasury in relation to making tax policy, to ensure practical considerations are taken into account at the earliest possible stage; better targeting of letters that threaten serious consequences against individuals; having the National Audit Office externally audit preparations for Real-time Information, to ensure Ministers can be held accountable for progress against the Government's ambitious timetable; and examining how the Department can achieve better accountability around the settlement of large tax cases

This book was released on 2011-03-17 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: The two directorates in HMRC responsible for civil investigation work brought in £8.5 billion of tax revenue in 2009-10, nearly 50 per cent more than the total three years before. At the same time they reduced spending by 10 per cent. This was good progress but the Department now has a much more stretching target. Government spending plans require HMRC to bring in an extra £18 billion of tax revenue over the next four years while reducing its costs. A crucial point is that the Department has lacked detailed information on how much different types of enforcement activity cost and what the returns are. It will need this information to meet the challenge of the new target. HMRC must improve its performance in key areas. Its targets for its investigation directorates have not been demanding enough, sometimes being set below the yield achieved in the previous year. Only a quarter of civil investigations of fraud cases were completed within the 18-month target. The level of penalties being imposed in cases of fraud has been too low. And the systems for tracking whether tax debts are being collected are poor.

This book was released on 2010-02-25 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report examines the following issues: claiming the additional tax allowances available to older people; administering tax for older people; and providing cost-effective support for older people. Older people are a significant and growing group for HM Revenue & Customs (HMRC), making up 18 per cent of taxpayers, with 5.6 million liable for income tax. Older people are poorly served by the Department. Errors occur because people's tax affairs often become more complicated when they reach pension age, and HMRC's systems do not cope well with their multiple sources of income. For example, an estimated 1.5 million older people have overpaid tax by £250 million because of discrepancies between the Department's records and those of their employers and pension providers. Older people may also be paying too much tax because they do not claim additional tax allowances available. Some 2.4 million older people have also overpaid around £200 million in tax because they did not have their savings income paid gross of tax. HMRC should devise simpler systems so that older people can have peace of mind about their tax affairs and it should have a more coherent plan for meeting the needs of older people efficiently and effectively. It costs the Department twice as much on average to deal with an enquiry from an older person compared to those from other taxpayers because their enquiries tend to be more complicated. HMRC should safeguard opportunities for face-to-face contact which older people often prefer.

Book HM Revenue Customs accounts 2010 11

Download or read book HM Revenue Customs accounts 2010 11 written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2011-12-20 with total page 170 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Commons Public Accounts Committee publishes its 61st Report of the Session which, on the basis of evidence from the Cabinet Office and HM Revenue and Customs (HMRC), examined tax disputes. At 31 March 2011 HM Revenue & Customs was seeking to resolve tax issues valued at over £25 billion with large companies, some of which included disputes over outstanding tax. In this report, the Committee expresses concern about how the Department handled some cases involving large settlements and that there needs to be proper separation between the negotiation of tax settlements and the authorization of such settlements. The Committee also states that HMRC made matters worse by trying to avoid scrutiny of these settlements, keeping confidential the details of specific settlements with large companies. This effects Parliament's ability to establish value for money, compounded further by imprecise, inconsistent and potentially misleading answers given by senior departmental officials, including the Permanent Secretary for Tax in particular over his evidence on his relationship with Goldman Sachs, in facilitating a settlement with the company over their tax dispute. HMRC governance processes in these matters were inconsistent and it has now appointed two new Commissioners with tax expertise, and plans to introduce a new assessor role to permit independent review of large settlements before they are finalised. The Committee further states that it saw little evidence of personal accountability within the Department, and that a perception has developed that large companies are treated more favourably, receiving preferential treatment compared to small businesses and individuals.

Book Standard report on the accounts of HM Revenue and Customs

Download or read book Standard report on the accounts of HM Revenue and Customs written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2007-07-26 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: VAT missing trader fraud is a large-scale criminal attack on the EU VAT system, which costs the UK exchequer approximately £1 billion a year. Although the Department has been trying to tackle this fraud for six years, they still have not stemmed the flow of tax losses. Recently they obtained authority to introduce the special measure of "reverse charge" for mobile phones and computer chips but this can only be a provisional solution. The problem can only be tackled at EU level and ultimately the European Union will have to agree a new legislative framework for administering VAT.

Book HM Revenue and Customs 2009 10 accounts

Download or read book HM Revenue and Customs 2009 10 accounts written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2011-02 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: The flawed implementation of the National Insurance and PAYE Service (NPS) in 2009-10 has resulted in lasting and costly losses for the Department and caused unacceptable uncertainty and inconvenience to the taxpayer. Software problems delayed the processing of 2008-09 PAYE returns by a year - and data quality issues have further disrupted the issue of tax codes for 2010-11. The Department has failed to tackle a backlog of 18 million PAYE cases from 2007-08 and earlier, affecting an estimated 15 million taxpayers. The exact amounts of tax involved are not known, but estimates suggest £1.4 billion of tax was underpaid and there is £3.0 billion of overpaid tax to be refunded. The Department has launched a programme to stabilise the NPS by 2012. It is vital that it demonstrates the ability of the system to process PAYE promptly, accurately and efficiently and restores customer confidence. In future, it should process everyone's PAYE within twelve months of the end of the tax year. It must also make sure it maximises the net revenue it collects before the deadline expires for 2007-08 underpayments of tax, and that it achieves its aim of processing 2008-09 and 2009-10 PAYE by the end of January 2011. In other areas, the Department has increased its focus on preventing fraud and error in the tax credits system and is aiming to prevent £1.4 billion of error and fraud in awards for 2010-11. It is measuring its progress against a series of targets, which it is currently meeting.

Book Recruiting Civil Servants Efficiently

Download or read book Recruiting Civil Servants Efficiently written by Great Britain. National Audit Office and published by The Stationery Office. This book was released on 2009 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2007-08, central government recruited more than 40,000 new staff, with 78 per cent for positions at junior grades. The NAO's analysis of how six organisations recruit identifies three common issues: the costs of staff used in the recruitment process are too high; the length of the recruitment process is too long; and the quality of the recruitment process needs to be improved. There is no centrally held data on the cost of central government recruitment programmes but the NAO has found the internal staff costs of recruiting an individual vary from £556 to £1,921 per position. There is the potential to reduce these costs by up to 68 per cent, which could deliver savings in internal staff costs across government of up to £35 million a year, without compromising the quality of the candidates appointed. It can typically take 16 weeks to recruit a new member of staff. Time could be saved by better anticipating recruitment demands, using resources more effectively and, where possible, standardising the process. There is little evidence that central government organisations systematically test the quality or effectiveness of their recruitment process. Information on turnover of staff or surveys of candidates and managers are not routinely used to identify the successes and failings of the recruitment process. The report identifies a range of possible ways of improving external recruitment, ranging from better workforce planning and the standardisation of advertisements and job descriptions, to tailoring the amount of resource used in recruitment to the type of vacancy and sifting out unsuitable candidates at a much earlier stage in the process.
