Book excerpt: A commonly held belief within the Army is that commanders of higher-echelon units (Echelons Above Brigade, or EAB) often fail to obtain the information that they need. The problem is viewed as a function not so much of unavailable information as of getting the right information in the right form to the right place at the right time, to be used in the right way. In recent years, the Army has sponsored or conducted a variety of studies of varying methodological quality, all aimed at addressing the higher-echelon command-and-control problem These studies, most of which resulted in lists of commanders' information needs, have conceptual and methodological flaws that severely limit their usefulness. More important, we maintain that these studies have missed the main point of the problem. Commanders' information needs are rarely specific pieces of data but are instead highly variable and human-intensive elements. Therefore, any assessment of those needs must describe command-post information processing in a manner that captures the interactions between the commander and his staff in producing, transforming, and consuming information. Such a requirement implies, in turn, that information needs be examined from the dual perspective of information science and social psychology.

Book excerpt: The role of African-Americans, most free but some enslaved, in the regiments of the Continental Army is not well-known; neither is the fact that relatively large numbers served in southern regiments and that the greatest number served alongside their white comrades in integrated units. 'They Were Good Soldiers' begins by discussing, for comparison, the inclusion and treatment of black Americans by the various Crown forces (particularly British and Loyalist commanders, and military units). The narrative then moves into an overview of black soldiers in the Continental Army, before examining their service state by state. Each state chapter looks first at the Continental regiments in that state's contingent throughout the war, and then adds interesting black soldiers' pension narratives or portions thereof. The premise is to introduce the reader to the men's wartime duties and experiences. The book's concluding chapters examine veterans' postwar fortunes in a changing society and the effect of increasing racial bias in the late eighteenth and early nineteenth centuries. 'They Were Good Soldiers' makes extensive use of black veterans' pension narratives to 'hear' them and others tell their stories, and provides insights into their lives, before, during, and after the war.

Police departments around the world have started to use data-driven applications to produce crime forecasts and intervene into the future through targeted prevention measures. Based on three years of field research in Germany and Switzerland, this book provides a theoretically sophisticated and empirically detailed account of how the police produce and act upon criminal futures as part of their everyday work practices. The authors argue that predictive policing must not be analyzed as an isolated technological artifact, but as part of a larger sociotechnical system that is embedded in organizational structures and occupational cultures. The book highlights how, for crime prediction software to come to matter and play a role in more efficient and targeted police work, several translation processes are needed to align human and nonhuman actors across different divisions of police work. Police work is a key function for the production and maintenance of public order, but it can also discriminate, exclude, and violate civil liberties and human rights. When criminal futures come into being in the form of algorithmically produced risk estimates, this can have wide-ranging consequences. Building on empirical findings, the book presents a number of practical recommendations for the prudent use of algorithmic analysis tools in police work that will speak to the protection of civil liberties and human rights as much as they will speak to the professional needs of police organizations. Chermside, who joined the expedition of the seas around Svalbard. Chermside’s photographs, long believed lost, have recently been uncovered in Sweden and are being curated there by the Grenna Museum. The three unpublished diaries of Herbert Chermside were lent to the Scott Polar Research Institute in 1939 by Mrs. Benjamin Leigh Smith. For the first time, Chermside’s diaries are published in their entirety, with the original photographs shown alongside modern images of the same locations. This includes the first photographic record of the north coast of Svalbard, images that are today being used as comparative data for the study of climate change in the archipelago. The diaries have been fully transcribed and edited. Introductory chapters are included, written by specialists in the history of exploration, history of science, and the history of photography from Penn State University, the University of Gothenburg, and UiT, the Arctic University of Norway, as well as contributors from the UK and Germany. This volume is published in association with Grenna Museum, which will present Chermside’s photographs in a 2022 exhibit on Leigh Smith and A.E. Nordenskiold.
