To do this efficiently and effectively, requires a thorough knowledge of the cost of repairs to the component level. This knowledge enables the Air Force to: make sound judgments with respect to repair sourcing, determine the cost effectiveness of repair processes, justify continued expenditures for organic repair, and produce accurate comparative data. While the Air Force has made some progress in improving its capabilities in this area, it has yet to fully implement necessary procedural and system reforms. The Air Force's ability to trace costs to individual systems and components is extremely limited due to the outmoded costing systems in use at its Air Logistics Centers. This paper investigates the difficulties in determining the actual costs of performing repairs on systems and components, and makes recommendations on methods, procedures, and systems to improve the accuracy of repair costing.

Book excerpt: Budget estimating relationships (BERs) for flying depot-level reparables (DLRs) explain the direct effect of specified variables on obligated funds associated with spare parts that directly support the U.S. Air Force (USAF) Flying Hour Program. In FY02, net sales of DLRs to Air Force commands hit historic highs. To provide the Air Force Cost Analysis Improvement Group with a tool to better understand the commands-- budgetary submissions, we develop several explanatory BERs to understand why flying DLRs are at their particular levels. Using longitudinal regression statistical methods, we explain the historical net sales of flying DLRs using estimating models that relate net sales to the contemporaneous values of aircraft characteristics, operational tempo, and time-related variables. This is but one part of a larger project to develop better estimating methods for use by the acquisition community and to examine the impact of Air Force and DoD policies on weapon system costs. The findings will also be of interest to those in the national security community who are involved in analyzing alternative military postures, and to members of the aircraft industry's analytical community.

The Air Force Working Capital Fund charges customers-wings and higher-level organizations in major commands and repair activities in air logistics centers-for their purchases of serviceable DLRs, pays customers for the return of items needing repair or replacement, and purchases depot-level repair and replacements. The introduction of stock funding for DLRs gave customer commands responsibility for obtaining budgets to purchase DLR repairs and replacements. These budgets were formerly the responsibility of the Air Force Materiel Command, and DLRs were supplied to customers free of charge. This market-like system is intended to provide incentives for making cost-effective repair decisions at the local level. The establishment of transfer prices for DLRs has increased customer awareness of support system costs, and customers have increased utilization of local repair options to economize on their operations and maintenance funds. However, the influence of DLR prices extends beyond local execution decisions to long-run strategic decisions made by customer commands and the Air Staff.

Book excerpt: "The RAND National Defense Research Institute examined Department of Defense depot-level reparable (DLR) supply chain management to assess how it could be improved to enhance customer support and reduce costs. This report concludes that DLR supply chain management appears to be done relatively effectively across the services. What on the surface appears to be substantial inventory excess and high disposals of assets is instead a reflection of the fact that DLRs are durable assets very much like weapon systems and other end items. Most DLRs have very low condemnation rates, with depot maintenance economically repairing them time and again through the life of the supported end item. So when they are replaced by upgraded versions or weapon systems are phased out, demand disappears but the assets remain, leading first to "excess" inventory and then to disposals. This is a cost of doing business. As a result, no large, "silver bullet" solutions were found. Still, a number of modest opportunities for improving DLR supply chain management were identified. The first is improving parts supportability, including taking a total cost perspective that encompasses supply and maintenance costs when planning inventory in support of depot production. The second is to shift the Army more toward pull production. The third is to reduce lead times for all types of contracts affecting DLR supply chain management. And the fourth is to better account for all resource lead times in planning DLR production and for anticipatable shifts in procurement and repair needs. All of these enhancements would improve customer support, with better parts support likely reducing maintenance costs and pull production reducing the buildup of inventory."--Back cover.
