While globalization is a term commonly associated with the twentieth century world, this study traces the history of Australia's regionalisation back to the nineteenth century; to the lived experiences of Australian travelers, tourists, prospectors, mining entrepreneurs in the Netherlands Indies, Malaya and Siam or Thailand as it is known today. To the Islands challenges the orthodox view that Australia's relations with its regional neighbors were insignificant before the outbreak of war in the Pacific in 1941. By the early 1900s, Java was a popular tourist destination for Australians while Malaya and Siam were emerging as major Australian foreign investment destinations. In placing economic and social interactions ahead of political and security concerns in the analysis of Australia's regional relations, the book highlights the role of non-state actors and people-to-people connections in shaping the contours of Australian diplomatic engagement with South East Asia and the South West Pacific. Malaysia, where an intimate relationship has been forged between the state and business in an effort to create Malay capitalists, presents an interesting and illuminating case in the debate. In this work Peter Searle identifies the complex interaction between the state, the dominant political party (UMNO) and business as the source of dynamism or defeat in the development of Malay capitalists. He also challenges a common view that Chinese business groups are completely different from Malay business groups. Overall this study argues against drawing sharp contrasts between dependency and self-reliance, between state and capital, and between rent-seekers and true 'productive' capitalists. For it is from that amalgam of categories and groups the study concludes that a form of capitalism is emerging in Malaysia which is nonetheless remarkably dynamic and resilient, despite its unorthodox origins.

Book excerpt: This book explores the limits of the idea of 'neo-colonialism' - the idea that in the period immediately after independence Malaya/Malaysia enjoyed only a 'pseudo-independence', largely because of the entrenched and dominant position of British business interests allied to indigenous elites. The author argues that, although British business did indeed have a strong position in Malaysia in this period, Malaysian politicians and administrators were able to utilise British business, which was relatively weak vis-a-vis the Malaysian state, for their own ends, at the same time as indigenous businesses and foreign, non-British competitors were gathering strength. In addition, despite the commitment of both Conservative and Labour governments in the UK to preserving British influence worldwide through the Commonwealth relationship, British firms in Malaysia received only limited support from the British post-imperial state.
