This drives the nationalisation of cross-border security as though it is the only security leading to nation-states, in turn depoliticising and invisibilising the security and livelihoods of ordinary people, even when nation-states claim to be protecting the same. Book excerpt: Drawing on scholarly and life experience on, and over, the historically posited borders between "West" and "East," the work identifies, interrogates, and challenges a particular, enduring, violent inheritance – what it means to cross over a border – from the classical origins of Western political thought. The study has two parts. The first is an effort to work within the Western tradition to demonstrate its foundational and enduring, violent conception of crossing over borders. The second is a creative effort to explore and encourage a fundamentally different outlook towards borders and what it means to be on, at, or over them. The underlying social theoretical disposition of the work is a form of post-Orientalist hermeneutics; the textual subject matter of the two parts of the study is linked using Walter Benjamin's concept of the storyteller. The underlying premise of the work is that the sense of violent possibility on the borders between "West" and "East" existed well before the more recent "age of imperialism" and even before there was a "West" or an "East" to speak of. That sense is constitutive of a political imagination about borders developed deep within the revered sources of Western culture. On the other hand, confronting the influence of such violent imaginaries requires truly novel modes of hermeneutical openness, hospitality and solidarity. Seeking to offer a new understanding and opening in the study of borders, this work will provide a significant contribution to several areas including international relations theory, border studies and political theory.

Patterns in Border Security: Regional Comparisons studies the way borderland communities develop, implement, and align border policy to enhance their sense of security. Borders have been evolving rapidly in direct response to the multifaceted challenges brought on by globalization, which has had a nuanced impact on the way borders are governed and border security is managed. Taking a methodical comparative regional approach, this book identifies and contrasts determinants of nascent, ascendant, and mature border security regimes, which the book documents in seven regional case studies from across the globe. The findings identify conditions that give rise to cross-border and trans-governmental coordination, cooperation, or collaboration. Specifically, pluralistic forms of communication and interactions, sometimes far from the actual borderline, emerge as key determinants of friendly and trustful relations among both contiguous and non-contiguous regions. This is a significant innovation in the study of borders, in particular in the way borders mediate security. For six decades international security studies had posited culture as the bedrock of security communities. By contrast, the book identifies conditions, a method, and a model for adequate and effective cross-border relations, but whose outcome is not contingent on culture. Book excerpt: The effects of the partition of India in 1947 have been more far-reaching and complex than the existing partition narratives of violence and separation reveal. The immediacy of the movement of refugees between India and the newly-formed state of Pakistan overshadowed the actual effect of the drawing of the border between the two states. The book is an empirical study of border narratives across the India-Bangladesh border, specifically the West Bengal part of India’s border with Bangladesh. It tries to move away from the perpetrator state-victim civilian framework usually used in the studies of marginal people, and looks at the kind of agencies that the border people avail themselves of. Instead of looking at the border as the periphery, the book looks at it as the line of convergence and negotiations—the ‘centre of the people’ who survive it every day. It shows that various social, political and economic identities converge at the borderland and is modified in unique ways by the spatial specificity of the border—thus, forming a ‘border identity’ and a ‘border consciousness’. Common sense of the civilians and the state machinery (embodied in the border guards) collide, cooperate and effect each other at the borderlands to form this unique spatial consciousness. It is the everyday survival strategies of the border people which aptly reflects this consciousness rather than any universal border theory or state-centric discourses about the borders. A bottom-up approach is of utmost importance in order to understand how a spatially unique area binds diverse other identities into a larger spatial identity of a ‘border people’. The book’s relevance lies in its attempt to explore such everyday narratives across the Bengal border, while avoiding any major theorising project so as not to choke the potential of such experience-centred insights into the lives of a unique community of people. In that, it contributes towards a study of borders globally, providing potential approaches to understand border people worldwide. Based on detailed field research, this book brings a fresh approach to the study of this border. It will be of interest to researchers in the field of South Asian studies, citizenship, development, governance and border studies.
