The Chilean flag is a protagonist divested of agency, a national emblem subjected to the whims of political exigency, a body tortured by those who profess their allegiance to her. Written in 1981, the book became a potent symbol in opposition to the dictatorship and was passed around in mimeographed copies until it was formally published in 1991. Despite the uniquely Chilean context of the work, this poem contains an urgent message for readers today as rising nationalist movements mobilize patriotic discourse in order to silence dissenting voices.

Tell him to leave whatever he is doing and to come up here at once. I want to speak to him," growled Captain Fisher of the steamer Pericles, turning, with a menacing expression, to the grizzled old quartermaster who stood beside him on the bridge. Thompson, as though only too glad of an excuse to leave the neighbourhood of his skipper, grunted out an assent, and, swinging round on his heel, shambled away down the ladder leading from the bridge to the spar-deck, and departed on his errand. The Pericles was an iron single-screw steamer of two thousand tons or thereabout. She was employed in the carriage of nitrates, silver ore, hides, etcetera, between Chilian ports and Liverpool. She was owned by a company, which also possessed two similar vessels employed in the same trade. Captain Fisher, her skipper, had a considerable number of shares in this company, a circumstance which accounted in no small measure for the fact of his being the skipper of the Pericles; for a man less fit to have the control of other men it would have been exceedingly difficult to find. Fisher was a man of enormous stature and splendid physique, but his features, which would otherwise have been considered handsome, were marred by a ferocious expression, due to his chronic condition of ill-humour. He was constantly "hazing" his men, and was never at a loss for an excuse for irritating them in every possible way. In this pleasing occupation he was ably seconded by his first mate, an American, named Silas Hoover. Between the pair of them they had contrived, during the course of the several voyages which they had performed together, to render their men thoroughly dissatisfied almost to the verge of mutiny; and there is little doubt that long before this the crew would have given open and forcible expression to their feelings had it not been for the efforts of the second mate, a young fellow of eighteen years of age, named James Douglas. This was the individual for whom Fisher had just sent. He had conceived a most virulent hatred for him, in consequence, probably, of the fact that Douglas was the only officer in the ship for whom the men would work willingly and for whom they showed any real respect. The lad had been left an orphan at an early age, and as he showed even from he first a predilection for a seafaring life, he had been sent by his uncle at the age of fourteen as an apprentice on board a sailing ship, and during the four following years he had gradually worked his way upward until now he was second mate of the Pericles. Book excerpt: This book investigates why Chile suddenly confronted a violent social revolt in October 2019, after almost thirty years of political stability, during which time the country was broadly regarded as Latin America’s most successful nation. Since democratic restoration in 1990, Chile’s relatively high levels of political stability, increasing prosperity and social modernisation have stood out in a region shaken by political convulsion and economic malaise. In early October 2019, President Sebastián Piñera confidently claimed that Chile represented a true ‘oasis’ of political stability and economic vitality in Latin America. However, just weeks later, the announcement of a small increase in the price of Santiago’s underground transport system unleashed an unprecedented wave of violent anti-government protests in the country, with protestors ultimately demanding Piñera’s resignation and the end of neoliberalism and the 1980 Constitution, among many other demands. This book analyses the causes of Chile’s socio-political upheaval, arguing that the fast social and economic modernisation produced by the neoliberal system led to a series of destabilising socio-political processes in the country. At a time when much analysis of the October uprising tends to be superficial or polarised on ideological grounds, this book provides a much-needed sociological and institutional analysis of the crisis. It will be an important read for scholars of Latin American politics and development, as well as those with a broader interest in state legitimacy, social movements and political contestation against neoliberalism.

Their ongoing struggles against oppression have led to increasing national and international visibility, but few books provide deep historical perspective on their engagement with contemporary political developments. Building on widespread scholarly debates about identity, history and memory, Joanna Crow traces the complex, dynamic relationship between the Mapuche and the Chilean state from the military occupation of Mapuche territory during the second half of the nineteenth century through to the present day. Presenting the Mapuche as more than mere victims, this book seeks to better understand the lived experiences of Mapuche people in all their diversity. Drawing upon a wide range of primary documents, including published literary and academic texts, Mapuche testimonies, art and music, newspapers, and parliamentary debates, Crow gives voice to political activists from both the left and the right. She also highlights the growing urban Mapuche population.
