Book excerpt: The labour market in Romania is under the pressure of divergent factors, at the intersection of the labour demand and supply determinants. This paper is focusing on quantitative and qualitative analysis of the labour market in Romania, trying to identify its imbalances and to find ways for their mitigation considering the main trends, including the European labour market developments. From the perspective of the labour supply, despite massive emigration, is found that Romania still has an important human potential including an unused workforce reserve, but the performances of the education and training should improve for increasing the quality of competences and skills needed on the labour market. Looking at the demand for labour force, although under the circumstances of the lack of information for an accurate assessment, starting with 2012, as a general trend, the number of jobs created exceeded the number of job vacancies, the new created companies, with a higher degree of technology and more competitive, having significantly contributed to the increase in the employment rate. However, imbalances between the labour demand and supply have emerged and are growing, likely to become a severe obstacle hindering the development of Romania in the medium and long term.

Book excerpt: In recent years, the labour market in Romania became more and more tense, with growing labour shortages affecting the development of many important sectors. This paper is focusing on the labour market imbalances, specifying the main landmarks of labour shortages and highlighting their conditions of emergence and the generating factors for each type of their manifestation. Even if some imbalances has been reported long before, the existence and persistence of quantitative and qualitative labour shortages in Romania became obvious only recently, also under the circumstances of the warning signals of academia and business environment. Among the causes of this growing labour shortages and mismatches are the unfavourable demographic trends, the massive external migration of the skilled and high skilled labour force, the low level of the participation rate, the high inactivity rate, the quantitative and qualitative discrepancies between the supply of the education system and the real needs of the labour market, the size of undeclared work that continues to distort the labour market, the lack of cooperation between employers and institutions with responsibilities in the field employment and professional training of adults. The case study conducted on the IT&C sector, a growing sector in Romania, led to the conclusion that, despite its was claimed by the decision makers as strategic priority, the labour shortages in the sector remains high, being likely to maintain in the near future in the absence of promoting adequate support measures. Under the circumstances of Coronavirus global outbreak early 2020, the effects on the labour market in Romania are difficult to predict, the quantitative and qualitative shortages alleviation depending on the ability of the authorities to manage the crisis and to find the right responses, including by redirecting the returned migrant workers towards the domestic labour market.

Recent developments in the labour market participation of young people indicate an accentuation of labour market segmentation and a decrease in job security for young people, with the risk of exclusion and marginalization, fuelled by longer transition processes towards decent employment. The session aimed to stimulate the debate on the continuity/ fracture of regional patterns of development and employment in old and new European Union (EU) regions. In particular, we asked whether, and how different, the causes of emergence and the evolution of regional imbalances in the new EU members of Central and Eastern Europe (CEE) are compared to those in the old EU members. Several contributions in this book suggest that a factor common to all backward regions, often neglected in the literature, is to be found in their higher than average degree of structural change or, more precisely, in the hardship they expe- ence in coping with the process of structural change typical of all advanced economies. In the new EU members of CEE, structural change is still a consequence of the continuing process of transition from central planning to a market economy, but also of what Fabrizio et al. (2009) call the “second transition”, namely that related to the run-up to and entry in the EU.

Book excerpt: The labour market is strongly segmented, being normally characterized by the coexistence of two forms of deficits: the labour demand deficit (i.e. unemployment) and the labour offer deficit (i.e. vacancy jobs). As these deficits are obvious in the case of some different occupations or of some different regions, then they will have a weak compensation. Between 2005-2008 these deficits are increasing at Romanian regions level. The most important of them are in Public administration, and Education. On regions the most importants deficits are in Bucharest-Ilfov (the richest) and North-East (the poorest). On Occupation group the biggest deficits is for specialists with intellectual and scientific occupations. There is also a trend of increasing for labour market defficits on regional level. The most important regonal deficits are in: North-East, West and Bucharest-Ilfov. On regions the most important deficits are for Farmers and skilled workers in agriculture, forestry and fishery in Bucharest-Ilfov (gravitational effect) and South-West: specialists with intellectual and scientific occupations: West, and Bucharest-Ilfov; workers for maintenance and adjustment: North-East. There is a negative relation between the two deficits, so that the rate of unemployment tends to get decreased below the level of the natural unemployment and the rate of the vacancy will get increased during the periods when a strong economic growth is recorded; the inverse relation has been represented within the "Beveridge curve". This study is to confirm the validity of the Beveridge curve for Romania during the period between January 2004 and June 2009, using the monthly data. The estimated model has been a VAR type one, in which the two variables have been represented as first differences with 3 time lags.

Book excerpt: Romania started the transition process by adopting a gradualist strategy for implementing its economic reforms, most of which being carried out independently and not through a concrete and cohesive policy package. The dynamics of restructuring on the labor market is analyzed by the Index of Employment Restructuring, the Rate of Unemployment Absorption and the Net Rate of Private Sector Expansion. These indices show that the capacity of Romanian economy to absorb the unemployment is very modest because the private activities are insufficiently developed due to a major delay in market reforms aimed to effectively stimulate the private initiative. With respect to efficiency, the Index of Labor Efficiency shows that the private sector loses continuously its efficiency because the privatization of public enterprises induced the phenomenon of sharing the inefficiency (the speed of restructuring the privatized firms is lower than the speed of privatization). The Index of Employment Adjustment indicates that this process is far from being completed in the Romanian economy, while the Index of Output Adjustment confirms that the private sector - despite its increasing share in overall activity - remains insufficiently developed in terms of productivity and economic efficiency.
