Book excerpt: The need to conserve the under-resourced languages is becoming more urgent as some of them are becoming extinct; natural language processing can be used to redress this. Currently, most initiatives around language processing technologies are focusing on western languages such as English and French, yet resources for such languages are already available. The Sesotho language is one of the under-resourced Bantu languages; it is mostly spoken in Free State province of South Africa and in Lesotho. Like other parts of South Africa, Free State has experienced high number of migrants and non-Sesotho speakers from neighboring provinces and countries; such people are faced with serious language barrier problems especially in the informal settlements where everyone tends to speak only Sesotho. Non-Sesotho speakers refers to the racial groups such as Xhosas, Zulus, Coloureds, Whites and more, in which Sesotho language is not their native language. As a solution to this, we developed a parallel corpus that has English as source and Sesotho as a target language and packaged it in UmobiTalk - Ubiquitous mobile speech based learning translator. UmobiTalk is a mobile-based tool for learning Sesotho for English speakers. The development of this tool was based on the combination of automatic speech recognition, machine translation and speech synthesis.

Parameterization of functional categories may, however, be understood in different ways, even if one shares the dual assumptions that substantive elements (verbs, nouns, etc. ) are present in all grammars and that X-bar principles are part of the grammatical knowledge available to the child prior to language-specific learning processes. From these assumptions it follows that the child should, from early on, be able to construct projections on the basis of these elements. The role of functional categories, however, may still be interpreted differently. One possibility, first suggested by Radford (1986, 1990) and by Guilfoyle and Noonan (1988), is that children must discover which functional categories (FC) need to be implemented in the grammar of the language they are acquiring. Another possibility, first explored by Hyams (1986), is that a specific category is present in developing grammars but that parameter values are set in a way deviating from the target adult grammar, corresponding, however, to options realized in other adult systems. A third option would be that these categories might be specified differently in developing as opposed to mature grammars. All three are explored in the papers collected in this volume. Before outlining the various hypotheses in more detail, however, I would like briefly to sketch the grammatical context in which the following debate is situated. 2.

In 1986, Japan initiated basic research of S2S, then the idea spread world-wide and were explored deeply by researchers during three decades. Now, we see S2S application on smartphone/tablet around the world. Computational resources such as processors, memories, wireless communication accelerate this computation-intensive systems and accumulation of digital data of speech and language encourage recent approaches based on machine learning. Through field experiments after long research in laboratories, S2S systems are being well-developed and now ready to utilized in daily life. Unique chapter of this book is end-2-end evaluation by comparing system’s performance and human competence. The effectiveness of the system would be understood by the score of this evaluation. The book will end with one of the next focus of S2S will be technology of simultaneous interpretation for lecture, broadcast news and so on.
