This publication reviews the Ukrainian energy sector, including energy policy and trends; environmental issues and energy efficiency; and sectoral issues relating to the oil, gas, coal and electricity sectors, district heating and renewable energy sources; and focuses on three key areas for action relating to energy efficiency, cost-reflective pricing and transparency.

Energy-related issues such as (1) the availability of new energy sources and viable technologies, (2) the disparity in access to energy sources, (3) the role of energy in our societies (energy societal metabolism), (4) the energy support to the life of our cities (where about half of world population is going to live very soon), and (5) the energy demand for food security all over the world, are “hot” problems that humans will have to face within the framework of sustainability (ecologically sound production and consumption patterns associated with socially acce- able life styles), in terms of policies, technological development and economic processes. A coherent energy strategy is required, addressing both energy supply and demand, security of access, development problems, equity, market dynamics, by also taking into account the whole energy lifecycle including fuel production, transmission and distribution, energy conversion, and the impact on energy equipment manufacturers and the end-users of energy systems. Issues of energy efficiency and rebound effect must also be taken into proper account. In the short term, the aim should be to achieve higher energy efficiencies and increased supply from local energy sources, in particular renewable energy sources.

In particular, it analyzes the role of energy policies in the management of Lukashenka's relationship with three constituencies crucial to his hold on power: Russian actors, the Belarusian nomenklatura, and the Belarusian electorate. In terms of foreign relations, the book focuses on the factors explaining Lukashenka's ability to project Belarus' power in its relationship with Russia in such a way as to compensate for its objective high level of dependency, assuring high levels of energy subsidies and rents continuing well beyond the initial worsening of the relationship in c. 2004. In terms of domestic relations, Balmaceda examines Lukashenka's specific use of those energy rents in such a way as to assure the continuing support of both the Belarusian nomenklatura and the Belarusian electorate.

Book excerpt: Ukraine's energy sector faces unprecedented challenges, from a heavy reliance on expensive fossil-fuel imports to inefficient infrastructure and markets. Yet there is also potential for Ukraine to experience an energy revolution, one that could boost employment, lift economic growth and enhance energy security. Modernisation of Ukraine's energy-supply sectors has only begun and will require investment on a huge scale, complemented by a fundamental reform of the business environment. A strong dependency on oil and gas imports and often-inefficient energy production, transportation and supply sectors means that reducing energy demand must be a greater priority. The potential for energy efficiency gains in the residential, district heating and industrial sectors is large. Endowed with large conventional energy reserves, alongside sizeable renewable potential, Ukraine can build the capacity to significantly increase its resource production. Releasing this potential will require deep regulatory reform and full implementation of international treaty provisions. Effective competition, alongside a progressive move towards market prices, will also help Ukraine attract investment to develop the sector. A draft energy strategy, which sets out a series of supply-side measures, was published in 2012. Broadening and implementing a comprehensive energy strategy, one that takes greater account of demand-side policies, could significantly improve progress in the medium term. This review analyses the large energy-policy challenges facing Ukraine and provides recommendations for further policy improvements.
