Book excerpt: The agri-food sector is an important part of the Ukrainian economy. Agriculture could make an even larger contribution to economic growth and the vitality of rural areas in Ukraine than is currently the case. Ukraine has the agro-climatic potential to be a major player on world agricultural markets. Agricultural competitiveness in Ukraine also suffers from inadequate systems to test and document food product quality and food safety. Ukraine's food safety control system is complicated and characterized by fragmented and often overlapping jurisdictions. Many standards applied in Ukraine are inconsistent with World Trade Organization (WTO) provisions, with standards established by the responsible international bodies and with accepted practices in international trade. Without improvements towards an efficient and internationally recognized food quality and safety control system, Ukrainian agriculture will find it increasingly difficult to sell into international markets and its products will not be able to command top prices. The ban on Ukrainian meat, eggs, fish, cheese, milk and butter imposed by Russia in mid-January 2006 provides an example of the disruptions that can result. This negative impact on competitiveness will be increasingly acute for more perishable products, higher-processed products and products that combine different agricultural raw materials - in other words many high-value added products. Policy reforms and investments could greatly increase the competitiveness of Ukrainian agriculture. In the policy sphere, greater restraint should be exercised in the area of trade, market and price policy. Ad hoc intervention on agricultural markets should be reduced. Accession to the WTO is an important and encouraging signal that policy makers are willing to adopt less intrusive and more stable trade, market and price policies. In the investment sphere, priorities include food safety monitoring and certification systems, trade infrastructure and logistic capacity, food chain management, technical advisory and market information systems, streamlined and transparent customs procedures, land markets, and research and education institutions.

Recently the problem of concentration of agricultural land has been identified as one of the major threats to European agriculture. For example, in Report Against Land Concentration recently adopted by the European Parliament "calls on the Commission to maintain, during the development of the draft CAP for the period after 2020, measures to combat the concentration of agricultural land and to develop additional measures in support of micro, small and medium-sized enterprises". As a result of research an assessment of the current state and trends of land concentration in agricultural enterprises of Ukraine was made and the effect of the level of land concentration on the competitiveness of farms was investigated. One of the directions of the agrarian policy was proposed to be directed at preventing the monopolization of the land rental market through scientifically based restriction of the level of concentration of agricultural land. At the same time it is necessary to support agricultural enterprises that meet the criteria of a village-preserving model.

The author focuses on instruments of state support for agricultural producers. Those are examined in their compliance with Ukraine’s WTO commitments. The other central component of the book is the effect of the EU-Ukraine Association Agreement on the the country’s policy space. The treaty contains legal approximation provisions, which may have a farreaching impact on Ukrainian agricultural regulation. In this regard, the agreement is compared to other free trade agreements signed by Ukraine. Another focal point is the question to what extent Ukraine could make use of the EU agricultural aid practice. Although certain EU experience is found to be useful, the book generally advocates reducing distortive policies in Ukraine by substituting subsidies with market-based instruments.

Book excerpt: In the conditions of considerable uncertainty of prices in agricultural markets, there is a need to substantiate the improvement of approaches to substantiating the optimal combination of market levers with the elements of state regulation. In domestic practice, a wide arsenal of regulatory instruments is used, the lack of systematic and timely introduction of them, proper financial support, transparent economic rules of the game, partnership decency between the state and commodity producers have led to distrust of producers, and the resultant economic returns from these mechanisms were far from the expected results. The paper argues that the priority directions of the state regulation of the agri-food industry of Ukraine support the development of small forms of management - family farms, stimulation of organic production development, agricultural producers compliance with European requirements on quality and safety of food, ensuring the competitiveness of agri-food chains on the basis of the use of grain in the production of livestock products on the domestic market.

This study summarizes the first five years (1991-96) of agrarian reforms in Ukraine, presenting the results of a farm-level survey conducted in 11 provinces between January and March 1996. The findings show that the growth of private farming has slowed down after a vigorous start and that the number of independent family farms appears to have stabilized at around 33,000. Distribution of land and asset shares has been completed in roughly half the farms surveyed. Ukrainian agriculture remains dominated by large collective structures, and the failure of large farms to adapt to new economic conditions has resulted in a distinct deterioration of their financial performance. The survey suggests that land reform in Ukraine is in danger of stagnation and that the government must create the necessary institutional and market conditions to invigorate reforms. Book excerpt: In the European Union works have been launched about perspective directions of the Common Agricultural Policy (CAP) and national priorities within the EU budget after 2020. One of the expected problems is the reduction in the amount of funding, particularly in the form of subsidies. For Ukraine this issue has been relevant before. At the same time, the level of implementation of innovations in the agricultural sector remains low. The paper examines the current state of implementation of the most important innovation projects in agribusiness in Ukraine and their financing sources. Results of cluster analysis of the implementation of investment and innovative projects in Ukrainian regions allowed to identify four clusters, each of which is represented by relatively homogeneous parameters of the potential of innovative development of agribusiness 4.0. Given the fact that contemporary agribusiness both in Ukraine and in Europe remains weakly digitized, we propose one of the strategic priorities of agrarian policy to recognize the promotion of the implementation of digital agricultural projects (projects connected with agribusiness 4.0). The investments in digital agricultural projects are an important tool for improving competitiveness and economic efficiency of Ukrainian enterprises and development of agriculture 4.0 in Europe.

It starts with definitions and evolution of both concepts, followed by reviews on global and regional food security challenges. The book identifies global agricultural trade and competitiveness patterns and uses it as a basis for analysing global food security. Further, the book also identifies countries/regions/products groups and develops a typology of agricultural competitiveness, giving policy lessons and recommendations on how to increase national/regional/global agricultural competitiveness to achieve sustainable food security goals. The motivation behind writing such a book are numerous. First, as researchers interested in both food security and agricultural competitiveness issues, we have always found a gap in the scientific literature in treating the two notions together. Second, as lecturers of various agricultural policy and food security related courses, we have many times been faced with questions related to the competitive positions of different countries and the factors lying behind these positions. Third, as economic advisors, we have been faced with the need to provide clear policy recommendations and lessons on how increase competitiveness and associated food security many times. Such a need is mainly coming from developing country policy and decision makers.We think the book is unique in many ways. First, it provides a consistent analysis of global agricultural trade patterns over 25 years. Second, it analyzes and synthetizes the definitions, concepts and measurement methods of competitiveness, covering a major gap in the current literature. Third, it establishes a link between the analysis of global agricultural competitiveness and food security, which is also an understudied area. Finally, the book provides policy lessons to increase a country’s agricultural competitiveness and food security by identifying its determinants.

Book excerpt: The vast majority of the world's poorest households depend on farming for their livelihood. During the 1960s and 1970s, most developing countries imposed pro-urban and anti-agricultural policies, while many high-income countries restricted agricultural imports and subsidized their farmers. Both sets of policies inhibited economic growth and poverty alleviation in developing countries. Although progress has been made over the past two decades to reduce those policy biases, many trade- and welfare-reducing price distortions remain between agriculture and other sectors as well as within the agricultural sector of both rich and poor countries. Comprehensive empirical studies of the disarray in world agricultural markets first appeared approximately 20 years ago. Since then the OECD has provided estimates each year of market distortions in high-income countries, but there has been no comparable estimates for the world's developing countries. This volume is the first in a series (other volumes cover Africa, Asia, and Latin America) that not only fill that void for recent years but extend the estimates in a consistent and comparable way back in time--and provide analytical narratives for scores of countries that shed light on the evolving nature and extent of policy interventions over the past half-century. 'Distortions to Agricultural Incentives in Europe's Transition Economies' provides an overview of the evolution of distortions to agricultural incentives caused by price and trade policies in the economies of Eastern Europe and Central Asia that are transitioning away from central planning. The book includes country and subregional studies of the ten transition economies of Central and Eastern Europe that joined the European Union in 2004 or 2007, of seven other large member countries of the Commonwealth of Independent States, and of Turkey. Together these countries comprise over 90 percent of the Europe and Central Asia region's population and GDP. Sectoral, trade, and exchange rate policies in the region have changed greatly since the dissolution of the Soviet Union in 1991, but price distortions remain. The new empirical indicators in these country studies provide a strong evidence-based foundation for evaluating policy options in the years ahead.
