Book excerpt: A major aim of Comparative and Global Pedagogies: Equity, Access and Democracy in Education which is the second volume in the 12-volume book series Globalisation, Comparative Education and Policy Research, edited by Joseph Zajda and his team, is to present a global overview of recent trends in equity and access in education globally. By examining some of the major education policy issues, particularly in the light of recent shifts in education and policy research dealing with equity and access, the editors aim to provide a comprehensive picture of the intersecting and diverse discourses of globalization, education and policy-driven reforms. The impact of globalization on education policy and reforms is a strategically important issue for us all. More than ever before, there is a need to understand and analyse both the intended and the unintended effects of globalization on edu- tional systems, the state, and relevant policy changes – especially in terms of equity and access, as they affect individuals, educational bodies (such as universities), policy-makers across the globe. Current education policy research dealing with equity and social inequality reflects a rapidly changing world where citizens and consumers are experiencing a growing sense of uncertainty, exclusion and loss of flexibility. Yet globalization exposes us also to opportunities generated by a fast changing world economy.

This is done by introducing an alternative perspective or framework to explain how equality claim from cultural capital can be dealt with and why community cohesion and integration of minority ethnics into Scottish culture can be important in order to make real progress in the wider community. The study also generates considerable knowledge and understanding on the issues and debates surrounding ethnic minority communities. The book seeks to contribute to new knowledge on the connection between citizenship and rights to equality from cultural capital by asking difficult questions about why and how minority ethnic groups in the United Kingdom may need to be more active because of the effect that active citizenship has had on its role within a better community. The research findings have provided critical new information on the causes of problems being experienced by new arrivals and an unwillingness to integrate shown by many old and new arrivals, affecting equality and community integration process.

Throughout its hundred-odd year history, studies of migration and diverse or ‘plural’ societies have arguably been both marginal and central to the discipline of Anthropology. However, recent years have witnessed the rapid growth of anthropological studies concerning these topics. This has particularly been the case since the 1970s, when anthropologists developed a keen interest in the subject of ethnicity, especially in post-migration communities. Since the 1990s, migrant transnationalism has become one of the most fashionable topics. There is still much to do in research and theory surrounding this field, not least with regard to contemporary public debates around multiculturalism, immigration and ‘integration’ policy. This book presents essays pointing toward a number of possible new directions – both theoretical and methodological – for anthropological inquiry into migration and multiculturalism, including innovative ways of examining diversity discourses, urban conditions, social complexities, scales of analysis, transnational marriages, entangled politics and interwoven cultures. This question is asked in view of the growing incidence in recent years of ‘racial’ conflicts between majority and minority communities and among minorities, in both developed and developing countries. The study examines national identity from the perspective of migrants’ descendants, whose national identity may be more rooted than is often thought. Concepts such as ‘new ethnicities’, ‘cultural fluidity’, and ‘new’ and ‘multiple’ identities feature in this examination. These concepts highlight identity changes across generations and the need to challenge and reinterpret the meaning of ‘nation’ and to review problems with policy initiatives designed to promote nation-building in multi-ethnic societies.
