The first arrangement supported by the SAF was approved by the IMF’s Executive Board in August 1986. By the end of February 1992, 35 countries had already used resources under SAF arrangements and 19 under enhanced structural adjustment facility arrangements. For several of these, donors have used the policy framework paper as a basis for deciding their own loan commitments. It is hoped that the IMF’s part in the international effort to deal with the crisis in the poorest countries will make an effective contribution to improving their well-being in a sustainable way.

This study examines the effectiveness of that policy. It traces the ascendance to power of NRM in 1986, when the country was in crisis, devastated by years of political turmoil and economic mismanagement; and illustrates how the NRM, with the assistance of the World Bank and the IMF, embarked on a multi-pronged strategy to reconstruct the economy and improve living conditions. Issues explored are the extent to which the sweeping reforms impacted on the welfare of the rural poor; the extent to which credit programmes have economically empowered the rural poor; and further examines whether credit initiatives created economic sustainability for the beneficiaries. Dr. William Muhumuza is an Associate Professor in the Department of Political Science at Makerere University. He specialises in the study of political economy with a focus on rural development and good governance.

This paper reviews the foreign exchange regime reforms in selected SSA, and their associated macroeconomic policies and economic performance during and after these reforms were undertaken. Before liberalization, most of the reviewed countries were characterized by extensive foreign exchange rationing, sizeable black market premiums, and declining per capita real income. Today, the countries that successfully reformed look markedly different. Rationing and parallel market spreads are a distant memory, and per capita income has increased sharply.
