Recent US counter-terrorist strategy has been largely based upon projecting certain perceptions of America as an actor to those drawn to al-Qaeda, and this book investigates in what ways, and to what extent, US officials believed that the signals sent by what America did and said could influence the behaviour of the terrorist and would-be terrorist. The study then draws on a growing understanding of that audience to analyse how those drawn to al-Qaeda were and, indeed, still are likely to be influenced by the perceptions of America that Washington's policies generated. The study's central argument is that, given al-Qaeda's unconventional strategy and the particularities of the world-view characterising those drawn to the group, America's counter-terrorist signalling proved largely counter-productive to America's objective of undermining al-Qaeda's strategic narrative, instead serving in many ways to validate it. Firstly, this book seeks to reveal the significant and largely unexplored role that signalling has played in US counter-terrorist policy towards al-Qaeda. Second, it tries to capture the objectives, strategy, tactics, ideology, and other defining features of the world-view characterising those drawn to al-Qaeda. Third, it strives to combine those two lines of inquiry by applying the al-Qaeda world-view to a critical analysis of the signals sent by US policies. Finally, the book aims to offer broad policy implications that demonstrate how an informed understanding of the world-view of those drawn to al-Qaeda can be employed to revise and refine American counter-terrorist signalling. This book will be of much interest to students of US foreign policy and public diplomacy, counter-terrorism, strategy and international security. Bush's administration has argued that when governments respect both the rule of law and human rights they contribute to a world where terrorism cannot thrive. For this reason, as well as its commitment to promote its own values, the US claims that it will not relax its efforts to advance human rights. However, since 11 September the US has often apparently compromised its stance on human-rights promotion abroad, in its search for military bases, intelligence cooperation and political support in the struggle against terrorism. This Adelphi Paper investigates how national security and human rights considerations have been accommodated in US policy towards five Asian states: China, Indonesia, Malaysia, Pakistan and Uzbekistan. Washington values its cooperation with all five countries in its ongoing anti-terrorist campaign. The Paper's main conclusion is a qualified one: in general, US levels of concern about the human-rights record of these five states has diminished and each has exploited the room for manoeuvre offered by changes in US domestic and foreign policies. Nevertheless, where the US executive and legislative branches, together with civil society, are united in their condemnation of a country's human-rights record, then US rhetorical attention to that record remains in place, even if the state is perceived as central to anti-terrorist operations.

Book excerpt: During the presidency of Richard Nixon, homegrown leftist guerrilla groups like the Weather Underground and the Black Liberation Army carried out hundreds of attacks in the United States. The FBI had a long history of infiltrating activist groups, but this type of clandestine action posed a unique challenge. Drawing on thousands of pages of declassified FBI documents, Daniel S. Chard shows how America's war with domestic guerrillas prompted a host of new policing measures as the FBI revived illegal spy techniques previously used against communists in the name of fighting terrorism. These efforts did little to stop the guerrillas—instead, they led to a bureaucratic struggle between the Nixon administration and the FBI that fueled the Watergate Scandal and brought down Nixon. Yet despite their internal conflicts, FBI and White House officials developed preemptive surveillance practices that would inform U.S. counterterrorism strategies into the twenty-first century, entrenching mass surveillance as a cornerstone of the national security state. Connecting the dots between political violence and "law and order" politics, Chard reveals how American counterterrorism emerged in the 1970s from violent conflicts over racism, imperialism, and policing that remain unresolved today.

The principal focus is on nonstate actors. The task was to identify and analyze the scientific and professional social science literature pertaining to the psychological and/or behavioral dimensions of terrorist behavior (not on victimization or effects). The objectives were to explore what questions pertaining to terrorist groups and behavior had been asked by social science researchers; to identify the main findings from that research; and attempt to distill and summarize them within a framework of operationally relevant questions. To identify the relevant social science literature, the author began by searching a series of major academic databases using a systematic, iterative keyword strategy, mapping, where possible, onto existing subject headings. The focus was on locating professional social science literature published in major books or in peer-reviewed journals. Searches were conducted of the following databases October 2003: Sociofile/Sociological Abstracts, Criminal Justice Abstracts (CJ Abstracts), Criminal Justice Periodical Index (CJPI), National Criminal Justice Reference Service Abstracts (NCJRS), PsycInfo, Medline, and Public Affairs Information Service (PAIS). Three types of annotations were provided for works in this bibliography: Author's Abstract -- this is the abstract of the work as provided (and often published) by the author; Editor's Annotation -- this is an annotation written by the editor of this bibliography; and Key Quote Summary -- this is an annotation composed of "key quotes" from the original work, edited to provide a cogent overview of its main points.
