Book excerpt: Barack Obama’s "rebalancing" or "pivot" strategy, intended to demonstrate continued US commitment to the Asia-Pacific region in a variety of military, economic, and diplomatic contexts, was launched with much fanfare in 2011. Implicit in the new strategy is both a focus on China – engagement with, and containment of – and a heavy reliance by the United States on its existing friends and allies in the region in order to implement its strategy. This book explores the impact of the new strategy on America’s regional friends and allies. It shows how these governments are working with Washington to advance and protect their distinct national interests, while at the same time avoiding any direct confrontation with China. It also addresses the reasons why many of these regional actors harbour concerns about the ability of the US to sustain the pivot strategy in the long run. Overall, the book illustrates the deep complexities of the United States’ exercise of power and influence in the region.

Book excerpt: The United States National Security Strategy published in July 1994 is based on enlarging the community of market democracies while deterring and containing a range of threats to our nation, our allies and our interests. Focusing on new threats and new opportunities, its central goals are: to enhance security by maintaining a strong defense capability and promoting cooperative security measures; to open foreign markets and spur global economic growth; and to promote democracy abroad. In accordance with the National Security Strategy, this document explains United States defense policy toward furthering these goals in the Asia-Pacific region. It builds upon the Strategy's emphasis on maintaining a strong defense capability to enhance U.S. security and to provide a foundation for regional stability through mutually beneficial security partnerships. As the Strategy states, East Asia is a region of growing importance to American goals: nowhere are the strands of our three-part strategy more intertwined; nowhere is the need for continued engagement more evident. In thinking about the Asia-Pacific region, security comes first, and a committed United States military presence will continue to serve as a bedrock for America's security role in this dynamic area of the world. The regional security strategy for the Asia-Pacific region emphasizes strengthening the bilateral alliances that have been at the heart of United States strategy for more than forty years. The United States is also committed to contribute to regional security through active participation in new multi-lateral fora like the ASEAN Regional Forum. Through such multi-lateral mechanisms the countries of the region seek to develop new cooperative approaches to achieve greater stability and security.

In maritime patterns this change in US interests is described by the term „Pacific century”, which is said to be going to replace the Atlantic one. With the fall of the Soviet Union, US strategy towards the Asia-Pacific has been undergoing a significant transition. As Warren Christopher, Secretary of State under the first Clinton presidency, said in Hanoi in 1995: „In the old days we wanted to make Asia safe for democracy, these days we want to make it safe for American exports.”. This quote fits perfectly in the 1990ies neoliberal zeitgeist of the successful presidential campaign „The economy, stupid” of Bill Clinton, who wanted to reinvent US predominance based on an economist point of view, rather than continuing with expensive military power politics. But it would fall too short if one wants to understand the post-Cold War US’ engagement in the Asia-Pacific only by explaining the economic and trade policies of the United States. Both security and economy are at the core of US foreign policy strategy, since these two objectives being more and more intertwined in terms of globalization, digitization and other megatrends. Classical and “old-fashioned” hard power approaches are therefore questioned, as they sometimes fail to explain the rise of messy multilateralism and a total heterogeneous security landscape in this region of interest. But to what extent the US strategy in the Asia-Pacific really is a sign of a more cooperative approach based on Neoliberal-Institutionalist3 thought rather than referring to Neorealist hard power politics? And which role the US seeks to have in this complex setting?

Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.

Developing a new strategy to adapt to the conditions of a new era will be a challenge. The conflict between North and South Korea remains the principal threat to peace and stability in the Asia-Pacific region. This Strategy Research Paper reviews the security concerns in the region that threaten the interests of the United States and its allies. The United States recognizes the critical role that bilateral agreements play in securing peace and stability in the area. These agreements have long served as the cornerstone of the regional security structure that exists, but it's clear that existing agreements need to be reviewed and updated. This paper examines these defense agreements and the need to strengthen these commitments to support the global war on terrorism and to counter future threats. As the United States shifts military assets and potentially downsizes its forces in the region, access agreements become increasingly important. This paper addresses current access agreements and the need to gain more access to key host nation facilities, ports, and airfields to support future operational requirements. Forward military presence is crucial to security and maintaining stability in the region. Finally, this paper makes recommendations for force restructuring that will enable the United States to meet commitments and protect its interests in the region.
