The next reports examine a revised peace accord that was signed by President Juan Manual Santos (in 2016) and FARC (the Revolutionary Armed Forces of Colombia) in an effort to end half a century of armed conflict. The last chapter focuses on the Pacific Alliance, a regional integration initiative formed by Chile, Colombia, Mexico and Peru on 28 April 2011, which was developed as a way to supplement existing trade agreements among the four countries.

In the late 1990's, as counternarcotics co-operation increased, Colombia was called Latin America's "oldest democracy." Today, Colombia is a U.S. ally, and the U.S. is strengthening democracy there as part of a world-wide strategy. But after 30 years, there is no endgame. U.S. policy requires more creativity and greater focus. It needs clearly defined benchmarks and attainable mutual objectives. This book discusses how to give assistance realistically, with accountability, and better prospects for success. The American-Colombian strategic partnership has made significant progress since the inception of Plan Colombia. The U.S. has provided a considerable amount of economic, police, judicial, and military assistance. But much work looms ahead to eliminate the threats to state authority as well as the terrorism and the drug trafficking that nurture so much violence and corruption.

Book excerpt: Strategically located at the gateway to the South American continent, Colombia has long been a key player in shaping the United States' involvement with its Latin American neighbors. In this book Stephen J. Randall examines the course of U.S.-Colombian relations over two centuries, taking into account the broad spectrum of political, social, cultural, and economic contacts that have figured in the interaction. A leader in the movement for independence from Spain in the early nineteenth century, Colombia shared with the United States the aspiration of becoming a leader for the entire hemisphere. Its early efforts in this direction--notably its initiation in the 1820s of the first Pan-American Conference--soon languished, however, as the unequal growth between the two countries took its toll. By the turn of the century, after years of destructive civil war, Colombia had slipped far behind its northern neighbor militarily, economically, and politically. The United States, meanwhile, had emerged as a great power, and the first major manifestation of the two countries' divergence came with the U.S.-supported secession of Panama in 1903--an event that deeply shocked Colombians and tainted their view of the United States for subsequent generations. During the twentieth century, Randall explains, a tension in Colombian politics and culture has persisted between those who advocate an independent, even antagonistic, stance toward the United States and those who propound a policy of realism that accepts Colombia's place as a middle, regional power within the U.S. orbit. For its part, the United States has continually failed to realize that Colombians, with their European intellectual heritage stretching back four hundred years, do not see themselves as an insignificant Third World nation. The result has been an often strained relationship, which Randall traces through two world wars, economic booms and depressions, the Cold War, and, finally, the present-day guerrilla conflicts and drug trade controversies. Drawing on archival sources in both countries, many previously unused, this book is the first comprehensive overview in more than fifty years of the U.S.-Colombian relationship.

Six weeks ago, the Western Hemisphere and the International Security Subcommittee held a joint hearing on the administration's counternarcotics strategy for the hemisphere. Our specific concern was a new legal ruling by the executive branch that was preventing the United States from sharing radar intelligence with our Andean neighbors. We believed that the cessation of information was having an extremely detrimental impact on our drug interdiction activities, and perhaps an even more troubling impact on the state of U.S. relations with our neighbors. I believe that I speak for my colleagues in saying that when we left that hearing some 6 weeks ago, we all felt we had received a guarantee from the State Department that our Government and the governments in the region were going to resume a level of close narcotics cooperation. While a final solution to the radar intelligence problem awaited congressional action, we were informed that an interim agreement which would allow a resumption of information sharing would be negotiated with Colombia and Peru in "a matter of days." As we meet this afternoon, however, the information sharing still has not resumed. And, as a result of that circumstance, as well as several other troubling developments, relations between Colombia and the United States have reached a troubling area. Indeed, recent events and U.S. policy shifts have created confusion and outrage in Colombia and have left the impression that the United States is retreating from our war on drugs. Today, we hope to analyze the sources of tension in the United States' relationships with Colombia with two officials from the United States Department of State. A key U.S. ally in the region, Colombia has endured an internal armed conflict for half a century. Drug trafficking has fueled the violence by funding both left-wing and right-wing armed groups. In the late 1990s, some analysts feared Colombia would become a failed state. The Colombian government defied that prediction, however, at least partly by closely cooperating with the United States through a security strategy known as Plan Colombia. Focused initially on counternarcotics, and later counterterrorism, Plan Colombia laid the foundation for a strategic partnership that has broadened to include sustainable development, human rights, trade, regional security, and many other areas of cooperation. The evolution of the partnership took place in tandem with increasing Colombian investment in its own security programs. Colombia succeeded in reestablishing government control over much of its territory, reducing poverty and homicide rates, and making significant progress in combatting drug trafficking and terrorism. The government's long-term strategy has moved from a policy of defeating insurgents in combat and consolidating its gains with its "whole-of-government" approach, to a new stage of preparing for the post-conflict period. Despite significant gains in citizen security and economic stability in Colombia, some observers continue to raise concerns about human rights conditions in the country. Current President Juan Manuel Santos, first elected in 2010, launched peace talks in 2012 with the Revolutionary Armed Forces of Colombia (FARC), the country's main leftist insurgent group and Latin America's oldest, largest, and best financed guerrilla organization. Although previous negotiations with the FARC had failed, this effort has endured. The FARC-government talks, which opened in Norway, have continued in Cuba for 30 rounds. As of November 2014, the negotiators have resolved three topics on a six-point agenda. Remaining issues include victims' reparations, disarmament and transitional justice, and how the final agreement will be approved, verified, and implemented. In November 2014, the talks were temporarily suspended by the Santos government when the FARC captured a Colombian general and two others. Santos had stated that the talks would not resume until the captives were released, which occurred in late November. President Santos won reelection in a closely fought runoff race in June 2014 by making completion of peace talks his central campaign promise. Colombia held legislative and presidential elections in March and May 2014, which concluded with the June presidential runoff. Former President Álvaro Uribe (2002-2010), who opposes the peace talks and is a fierce critic of President Santos, started a new opposition party, the right-leaning Democratic Center. Uribe ran for and won a seat in the Colombian Senate leading his party to a strong showing in both houses of Congress. Many observers saw the presidential elections as a referendum on the peace talks. At his inauguration in August 2014, Santos declared Peace, Equality and Education to be the three pillars of his second term.
