Book excerpt: This report reviews current programmes for unaccompanied Indo-Chinese refugee minors in New York State, United States. Its findings are based on information gathered from the organizations responsible for bringing these refugees into the United States, from NGOs and government departments which deal with their admission, reception and placement, and on interviews with some of the refugees involved. The objective of the report is to study the way in which the US Government's policy on the resettlement of unaccompanied Indo-Chinese refugee minors is being implemented in New York State, and to examine the refugees' living conditions and integration into the local community. It comprises three parts. The first part contains background information on the resettlement of Indo-Chinese refugees in general and Indo-Chinese refugee minors in particular. In the second part, the authors discuss programmes for unaccompanied Indo-Chinese refugee minors, the roles and responsibilities of the different government departments and NGOs involved, and issues such as custody, reimbursement rates, family reunion and the preservation of the children's cultural identity. In the third part, information obtained from interviews with forty-two Indo-Chinese refugee minors is analysed. The authors found that the programmes did not provide an adequate range of services appropriate for the refugees' age and social needs. In particular, they criticized the isolation of the refugees from children in the local community. They suggest that this situation exists because the programmes were developed without the participation of significant sectors of the child welfare system and without public knowledge or discussion. Some of the authors' recommendations are that unaccompanied refugee minors should be received in small centres for not more than ten children, and that they should be located close to refugee groups of the same cultural background so that their own ethnic and religious identity can be preserved.

Book excerpt: Massive refugee migrations in Southeast Asia set off in 1975 by changes of government in Vietnam, Cambodia, and Laos, are a problem of both humanitarian and political concern. The refugees pose potentially disruptive political problems for the asylum countries, Thailand, Malaysia, Indonesia, Singapore, the Philippines, and Hong Kong. Only a few countries, the United States, France, Australia, and Canada, have accepted an appreciable number of refugees for resettlement. In an effort to obtain worldwide participation in alleviating the Indochina refugee crisis, the United Nations High Commissioner for Refugees (UNHCR), has changed its funding program and has held international conferences aimed at obtaining more resettlement offers. It is imperative that appropriate asylum and additional temporary care facilities be provided and effectively managed. Current law does not clearly express U.S. intentions and commitments to refugee resettlement and has made planning and processing of refugees very difficult. Commitments need to be more formally embodied in law to express the will of Congress and possibly to motivate other nations to share refugee relief. A refugee admission and resettlement policy needs to be established.
