Book The Limits of Partnership

Download or read book The Limits of Partnership written by Angela E. Stent and published by Princeton University Press. This book was released on 2014-01-05 with total page 377 pages. Available in PDF, EPUB and Kindle. Book excerpt: A gripping account of U.S.-Russian relations since the end of the Soviet Union The Limits of Partnership offers a riveting narrative on U.S.-Russian relations since the Soviet collapse and on the challenges ahead. It reflects the unique perspective of an insider who is also recognized as a leading expert on this troubled relationship. American presidents have repeatedly attempted to forge a strong and productive partnership only to be held hostage to the deep mistrust born of the Cold War. For the United States, Russia remains a priority because of its nuclear weapons arsenal, its strategic location bordering Europe and Asia, and its ability to support—or thwart—American interests. Why has it been so difficult to move the relationship forward? What are the prospects for doing so in the future? Is the effort doomed to fail again and again? Angela Stent served as an adviser on Russia under Bill Clinton and George W. Bush, and maintains close ties with key policymakers in both countries. Here, she argues that the same contentious issues—terrorism, missile defense, Iran, nuclear proliferation, Afghanistan, the former Soviet space, the greater Middle East—have been in every president's inbox, Democrat and Republican alike, since the collapse of the USSR. Stent vividly describes how Clinton and Bush sought inroads with Russia and staked much on their personal ties to Boris Yeltsin and Vladimir Putin—only to leave office with relations at a low point—and how Barack Obama managed to restore ties only to see them undermined by a Putin regime resentful of American dominance and determined to restore Russia's great power status. The Limits of Partnership calls for a fundamental reassessment of the principles and practices that drive U.S.-Russian relations, and offers a path forward to meet the urgent challenges facing both countries.

This book was released on 2017-09-14 with total page 366 pages. Available in PDF, EPUB and Kindle. Book excerpt: Seven reports, studies, and documents provide special insight into Russia, with detailed discussions of vital topics which are of particular interest during the ongoing crisis involving Russian aggression against Crimea and the Ukraine. Reports in this compendium: The State of Human Rights and the Rule of Law in Russia: U.S. Policy Options * U.S. - Russia Bilateral Presidential Commission 2013 Joint Report * Resetting the Reset Button: Realism About Russia * A Relic of the Cold War: Is It Time to Repeal Jackson-Vanik for Russia? * From Competition to Collaboration: Strengthening the U.S.-Russia Relationship * The Reset Button has been Pushed: Kicking Off a New Era in U.S.-Russian Relations * Russia - Democracy Assessment: Political Process, Local Governance, and Civil Society, Final Report The State of Human Rights and the Rule of Law in Russia: U.S. Policy Options - Testimony before the Senate Committee on Foreign Relations about consideration of the Magnitsky Act. Sergei Magnitsky was a Russian lawyer who exposed government corruption and who died under questionable circumstances during his detention. The legislation, named in his honor, blacklists any Russian believed to be responsible for major human rights violations from receiving a visa to travel to the United States. The measure also subjects these individuals to a possible freezing of their assets. U.S. - Russia Bilateral Presidential Commission 2013 Joint Report - This report outlines the results of the commission with 21 working groups including military technical cooperation, nuclear energy, science and technology, space, education, culture, environment, health, and others. Resetting the Reset Button: Realism About Russia - Strategic Studies Institute's Dr. Blank ponders the role of Russia in the Iranian nuclear proliferation crisis. He notes, "Russia's call for a new European security architecture is a transparent call to erode the foundations of the current status quo, in particular NATO and the OSCE while leaving it a free hand to do as it pleases in the CIS." A Relic of the Cold War: Is It Time to Repeal Jackson-Vanik for Russia? - House hearings discussed the Obama Administration's "reset" of relations with Russia. From Competition to Collaboration: Strengthening the U.S.-Russia Relationship - Testimony at a hearing before the House Committee on Foreign Affairs about American bilateral relations with Russia. One important question concerns Russia's perception of its vital interests, particularly its engagement with its near abroad. The Reset Button has been Pushed: Kicking Off a New Era in U.S.-Russian Relations - House Subcommittee on Europe testimony on President Obama's Moscow summit and the administration's effort to reset relations between the United States and Russia. Russia - Democracy Assessment: Political Process, Local Governance, and Civil Society, Final Report - The purpose of this report is to support USAID/Russia's effort to draft its country program democracy strategy. The Mission's Office of Democratic Initiatives is organized into subsector teams that are responsible for civil society, political process, independent media, rule of law, and local governance. As part of the country strategy development process, USAID has commissioned an assessment of each of these five subsectors. This report provides USAID/Russia with an assessment of three program areas within the agency's democracy portfolio: political processes, civil society development, and local governance.

Download or read book U S Sanctions on Russia written by Kristin Archick and published by Independently Published. This book was released on 2018-12-04 with total page 70 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sanctions are considered by many to be a central element of U.S. policy to counter Russian malign behavior. Most Russia-related sanctions have been in response to Russia's 2014 invasion of Ukraine. In addition, the United States has imposed sanctions on Russia in response to human rights abuses, election interference and cyberattacks, weapons proliferation, illicit trade with North Korea, support to Syria, and use of a chemical weapon. The United States also employs sanctions to deter further objectionable activities. Most Members of Congress support a robust use of sanctions amid concerns about Russia's international behavior and geostrategic intentions. Ukraine-related sanctions are mainly based on four executive orders (EOs) the President introduced in 2014. In addition, Congress passed and the President signed into law two acts establishing sanctions in response to Russia's invasion of Ukraine: the Support for the Sovereignty, Integrity, Democracy, and Economic Stability of Ukraine Act of 2014 (SSIDES; P.L. 113-95) and the Ukraine Freedom Support Act of 2014 (UFSA; P.L. 113-272). In 2017, Congress passed and the President signed into law the Countering Russian Influence in Europe and Eurasia Act of 2017 (CRIEEA; P.L. 115-44, Countering America's Adversaries Through Sanctions Act [CAATSA], Title II). This legislation codifies Ukraine-related and cyberrelated EOs, strengthens existing Russia-related sanctions authorities, and identifies several new targets for sanctions. It also establishes congressional review of any action the President takes to ease or lift a variety of sanctions. Additional sanctions on Russia may be forthcoming. On August 6, 2018, the United States determined that in March 2018 the Russian government used a chemical weapon in the United Kingdom in contravention of international law. In response, the United States launched an initial round of sanctions on Russia, as required by the Chemical and Biological Weapons Control and Warfare Elimination Act of 1991 (CBW Act; P.L. 102-182, Title III). The law requires a second, more severe round of sanctions in the absence of Russia's reliable commitment to no longer use such weapons. The United States has imposed most Ukraine-related sanctions on Russia in coordination with the European Union (EU). Since 2017, the efforts of Congress and the Trump Administration to tighten U.S. sanctions on Russia have prompted some degree of concern in the EU about U.S. commitment to sanctions coordination and U.S.-EU cooperation on Russia and Ukraine more broadly. The EU, in addition, continues to consider its response to Russia's use of a chemical weapon in the United Kingdom. Debates about the effectiveness of U.S. and other sanctions on Russia continue in Congress, in the Administration, and among other stakeholders. Russia has not reversed its occupation and annexation of Ukraine's Crimea region, nor has it stopped fostering separatism in eastern Ukraine. With respect to other malign activities, the relationship between sanctions and Russian behavior is difficult to determine. Nonetheless, many observers argue that sanctions help to restrain Russia or that their imposition is an appropriate foreign policy response regardless of immediate effect. In the 115th Congress, several bills have been introduced to increase the use of sanctions in response to Russia's malign activities. The 116th Congress is likely to continue to debate the role of sanctions in U.S. foreign policy toward Russia.
