Book excerpt: Unfortunately, a nuclear terrorist act is only one-- and hardly the most probable-- of several frightening security threats Pakistan now faces or poses. We know that traditional acts of terrorism and conventional military crises in Southwest Asia have nearly escalated into wars and, more recently, even threatened Indian and Pakistani nuclear use. Certainly, the war jitters that attended the recent terrorist attacks against Mumbai highlighted the nexus between conventional terrorism and war. For several weeks, the key worry in Washington was that India and Pakistan might not be able to avoid war. Similar concerns were raised during the Kargil crisis in 1999 and during the Indo-Pakistani conventional military tensions that arose in 2001 and 2002-- crises that most analysts (including those who contributed to this volume) believe could have escalated into nuclear conflicts. The intent of this book is to conduct a significant evaluation of these threats. Its companion volume, Worries Beyond War, published in 2008, focused on the challenges of Pakistani nuclear terrorism. These analyses offer a window into what is possible and why Pakistani nuclear terrorism is best seen as a lesser included threat to war, and terrorism more generally. Could the United States do more with Pakistan to secure Pakistan's nuclear weapons holdings against possible seizure? It is unclear. This book argues that rather than distracting our policy leaders from taking the steps needed to reduce the threats of nuclear war, we would do well to view our worst terrorist nightmares for what they are: subordinate threats that will be limited best if the risk of nuclear war is reduced and contained.--

After the 9/11 terrorist attacks, Pakistan was coerced by Washington to join the US effort to dismantle the Taliban-Al Qaeda terrorist infrastructure in Afghanistan and Pakistan. It is believed that Pakistan has employed a selective approach in the war against terrorism. It has targeted Al Qaeda and other militants but has remained reluctant to target the Afghan Taliban. The underlying reason for this inconsistent behaviour can be located in Pakistan's conflicting interests in the war against terrorism in Afghanistan. By joining the war, Pakistan gained economic benefits, improved its international standing, and also denied India, an arch foe, an opportunity to use US engagement in the area against it. On the other hand, the removal of the Taliban regime after 9/11 deprived Pakistan of a pro-Pakistan regime in Afghanistan. Moreover, the emergence of an anti-Pakistan regime and the increasing involvement of India in Afghanistan added to Pakistan's insecurities and Islamabad felt encircled from both eastern and western fronts.Pakistan thus has been reluctant to fight against the Taliban.

Author Haider Mullick, born in Islamabad and educated in the United States (U.S.), provides his interpretation of Pakistani strategic behavior in terms of the geostrategic interests of that nation.Mr. Mullick's discussion of the strategic setting in Southwest Asia is particularly timely as the U.S. is diverting strategic resources from the Iraqi theater of war to the effort in Afghanistan. Concurrently, the new administration of President Obama is refocusing the national security strategy away from notions of a global war on terrorism to a security policy of a "broader engagement" with the countries of the world and particularly the Muslim world. As one part of this strategic vision, a particular effort will be made to dismantle or destroy Al Qaeda and its associates.In discussing what Mr. Mullick calls "strategic spread," he relates Pakistan's national interests for protecting the nation against internal (separatism) and external (nuclear India) threats. Strategic spread is a mix of policy objectives that guide offensive, defensive, preemptive, and irregular warfare. These policy approaches include nuclear/military parity with India, quelling internal dissent, strengthening religious cohesiveness, and making foreign aid plentiful and certain. The geographic dimension of this is "strategic depth," seen as Pakistani influence in Afghanistan to counter Indian and Iranian proxies there, to hedge against a future occupying force, and to provide a base for irregular warfare against India in Kashmir. The problem for U.S. military planners is that there is no strong correlation among Pakistan's regional interests and those of the U.S. or other countries. Mr. Mullick's insights highlight the shortcoming of attempting to fight a regional war one country at a time with different approaches in interests and strategies. The ambiguity of Pakistan's security strategy generates enormous strategic angst for the would-be peacemaker: how can one achieve a regional solution when Pakistan foments insurgency in southern Afghanistan while it counters insurgency in northern Pakistan with and against people of the same mores-the Pashtuns. What makes it more complicated is that now the insurgency in Pakistan has spread beyond predominantly Pashtun areas to the country's central province of Punjab and the southern provinces of xii Baluchistan and Sindh. The situation suggests what Mr. Mullick terms, a COIN-FOIN paradox

Book excerpt: The 9/11 attacks revealed that the transnational terrorist threat facing the US and its partners was far more dangerous than most had previously discerned. It was now clear that al-Qaeda intended to, and could threaten the West’s – particularly the US’ – political and military leverage, with the aim of shifting the balance of power from the West to Islam after a violent global confrontation. In that sense, the new terrorist threat is strategic, and it has led to a worldwide mobilisation comparable to that required by a world war. This Paper argues that prevailing in the ‘war’ on terror, much like victory in the Cold War, entails containment, deterrence, outperformance and engagement. Military power is secondary to intelligence, law enforcement, enlightened social policy and diplomacy. Diplomatic engagement with the larger Muslim world is paramount as a means of denying al-Qaeda not merely recruits but the‘clash of civilisations’ it seeks. The US-led intervention in Iraq, though intended to introduce democratic reform in the wider Middle East, has so far antagonised Islam and strengthened Islamist terrorism. This suggests that coercive or aggressively ideological diplomacy is unlikely to win over an Islamic population biased by anti-Western propaganda. Successful Western diplomacy will have to be discreet, nuanced and incremental.
