Book excerpt: In Japan's Nuclear Disaster and the Politics of Safety Governance, Florentine Koppenborg argues that the regulatory reforms taken up in the wake of the Fukushima disaster on March 11, 2011, directly and indirectly raised the costs of nuclear power in Japan. The Nuclear Regulation Authority resisted capture by the nuclear industry and fundamentally altered the environment for nuclear policy implementation. Independent safety regulation changed state-business relations in the nuclear power domain from regulatory capture to top-down safety regulation, which raised technical safety costs for electric utilities. Furthermore, the safety agency's extended emergency preparedness regulations expanded the allegorical backyard of NIMBY demonstrations. Antinuclear protests, mainly lawsuits challenging restarts, incurred additional social acceptance costs. Increasing costs undermined pronuclear actors' ability to implement nuclear power policy and caused a rift inside the "nuclear village." Small nuclear safety administration reforms were, in fact, game changers for nuclear power politics in Japan. Koppenborg's findings contribute to the vibrant conversations about the rise of independent regulatory agencies, crisis as a mechanism for change, and the role of nuclear power amid global interest in decarbonizing our energy supply.

Despite the emergence of an anti-nuclear movement, the dream of civilian nuclear power and the “good atom” nevertheless prevailed and became more accepted. By the late 1950s, a school trip to see a reactor was becoming a reality for young Japanese, and major events such as the 1964 Tokyo Olympics and 1970 Osaka Expo seemed to reinforce the narrative that the Japanese people were destined for a future led by science and technology that was powered by the atom, a dream that was left in disarray after the Fukushima nuclear disaster in 2011.

This research investigates whether the bombings of Hiroshima and Nagasaki were ‘genocide’ or not, to what degree Japan has contributed to nuclear disarmament, how Japan has been threatened by ballistic missiles and nuclear weapons of North Korea, and how Japan’s security policy has been embedded with the nuclear strategy of the United States. It also sheds light on theoretical factors that Japan does not support the Treaty on Prohibition of Nuclear Weapons (TPNW). Finally, this book considers the future of Japan’s nuclear identity and attempts to explore alternatives for Japan’s nuclear disarmament diplomacy toward a world without nuclear weapons.

Book excerpt: Japan, traditionally one of the most prominent advocates of the international non-proliferation regime, has consistently pledged to forswear nuclear weapons. Nevertheless, evolving circumstances in Northeast Asia, particularly North Korea's nuclear test in October 2006 and China's ongoing military modernization drive, have raised new questions about Japan's vulnerability to potential adversaries and, therefore, the appeal of developing an independent nuclear deterrent. The previous taboo within the Japanese political community of discussing a nuclear weapons capability appears to have been broken, as several officials and opinion leaders have urged an open debate on the topic. Despite these factors, a strong consensus -- both in Japan and among Japan watchers -- remains that Japan will not pursue the nuclear option in the short-to-medium term. This paper examines the prospects for Japan pursuing a nuclear weapons capability by assessing the existing technical infrastructure of its extensive civilian nuclear energy program. It explores the range of challenges that Japan would have to overcome to transform its current program into a military program. Presently, Japan appears to lack several of the prerequisites for a full-scale nuclear weapons deterrent: expertise on bomb design, reliable delivery vehicles, an intelligence program to protect and conceal assets, and sites for nuclear testing. In addition, a range of legal and political restraints on Japan's development of nuclear weapons. Any reconsideration and/or shift of Japan's policy of nuclear abstention would have significant implications for U.S. policy in East Asia. In this report, an examination of the factors driving Japan's decision-making -- most prominently, the strength of the U.S. security guarantee -- analyzes how the nuclear debate in Japan affects U.S. security interests in the region.

It has always been an instrument for national security, a marker of national sovereignty, a site of technological innovation and a promise of energy abundance. It has also introduced permanent pollution and the age of the Anthropocene. This volume presents a new perspective on nuclear history and politics by focusing on four interconnected themes–violence and survival; control and containment; normalizing through denial and presumptions; memories and futures–and exploring their relationships and consequences. It proposes an original reflection on nuclear technology from a long-term, comparative and transnational perspective. It brings together contributions from researchers from different disciplines (anthropology, history, STS) and countries (US, France, Japan) on a variety of local, national and transnational subjects. Finally, this book offers an important and valuable insight into other global and Anthropocene challenges such as climate change.
